1925-12-01 Regular CC Minutes1.7 2.ef 3./ REGULAR MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA, TUESDAY EVENING, DECEMBER 1ST, 1925. The meeting convened at 8 o'clock with Council-president Otis presiding. The roll was called and Councilmen Latham, Neiss, Noble, Probst and President Otis, (5) were noted present. The minutes of the regular meeting of November 17th were approved as read. The following was ordered filed: Oath of office of Wm. Hay, special police officer, for the Board of Education. City Clerk Varcoe was excused, and City Attorney Locke appointed City Clerk pro tem by unanimous consent of the council. The following communications were received: From Building Inspector Maillot re barn in rear of 927 Buena Vista Avenue. Ordered filed. From the City Planning Commission, recommending the reclassification of the property situated on the northeast corner of Oak Street and Lincoln Avenue, from a Residence Distriot, Class I, to a Garage District, Class V. Ordered filed. From the Alameda Chamber of Comaerce re extending Bay Island Avenue from Pearl Street to the Bay Farm Island Bridge. Mr. Noble moved that the com- munication be referred to a meeting of the Committee of the Whole, seconded by Mr. Neiss and carried unaniMously. From the Board of Education, re removal of trees fronting the high school property. Mr. Latham moved that the Board of Education be allowed to remove the trees as requested, seconded by Mr. Neiss and carried by the following vote:- Ayes: Councilmen Latham, Neiss, Noble and Probst, (4). Noes: Council-president Otis, (1). 6.e/ FrOM the Board of Education, re reclassification of certain property situated on the north side of Eagle Avenue, between Broadway and Pearl Street, to permit the erection of storeroom, garages and school repair shops. Mr. Probst moved that the City Clerk be instructed to post notices in accordance with Section 9 of Ordinance No. 227, N, S., and that the Board of Education be requested to submit plans and specifications of the buildings proposed to be erected. The motion was seconded by Mr. Latham and carried unanimously. 7. From H. P. Martine, Secretary of the Golf Commission, requesting the council to adopt plans and specifications submitted by City Engineer Hamilton for the drilling of a well on the golf course, and that the city clerk be instructed to advertise for bids for same. The communication was ordered filed. Thereupon Mr. Latham intro- duced and moved the adoption of 8.V 10.e; 11. "Resolution No. 965. Re Well on Golf Course." Mr. Neiss seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. From City Attorney Lock, re hearing of application, Alameda Belt Line, before the Inter-state Commerce Commission at Washington, D. U. on December 12, 1925. The communication was ordered filed. Thereupon Mr. Neiss introduced and moved the adoption of "Resolution No. 966. Resolution in Re Alameda Belt Line." Mr. Noble seconded the motion to adopt the resolution and on roll call it was adopted and passed unanimously. From City Attorney Locke, re Contra Costa Hog Company's contract and bond. The communication was ordered filed. Thereupon Mr. Noble introduced and moved the adoption of "Resolution No. 967. Cancelling Bond of the Globe Indemnity Company." Mr. Latham seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. From the Alameda Chamber of Commerce, re closing of north end of Broadway. Mr. Probst moved that the communication be referred to the City Planning Commission, seconded by Mr. Latham and carried unanimously. Mr. Otis stated that he was opposed to the closing. Mr. Neiss introduced and moved the adoption of (1,06 ka, "Resolution No. 968. Resolution of Acceptance and Consent to Recordation." Mr. Noble seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. 12. Applications for permits to sell soft drinks were received from the Piggly- Wiggly Pacific Company, 1532 Webster Street and Mrs. Agnes Engstrom, 1821 Sher- man Street. Inasmuch as both applications received the recommendation of the Chief of Police, Wm. H. Wahmuth, Mr. Latham introduced and moved the adoption of "Resolution No. 969. Granting a Permit for a License to Sell Soft. Drinks." Mr. Probst seconded the motion to adept the Resolution and on roll call it was adopted and passed unanimously. 13,;11 The Clerk offered for filing duly signed offer of dedication, re Concordia Street. Mr. Noble moved that the matter be referred to the City Attorney to prepare the necessary Resolution of Acceptance, seconded by Mr. Neiss and carried. 14.v/ Mr. Prabst introducedand moved the adoption of "Resolution No. 970. Re. U. S. Government Modifying Restrictions San Francisco Bay Bridges." Mr. Noble seconded the motion to.adopt the Resolution and on roll call it was adopted and passed unanimously. 15 In the matter of the improvement of Bay Island Avenue, from Park Street to Park Avenue, it was moved and unanimously carried that the City Manager communicate with :Ir. Abe Ruef, that unless private contract be entered into for its improvement by January 1st, 1926, the council w-111 proceed under public proceedings, at its meeting to be held January 5th, 1926. The city manager stated that a suitable lot for the construction thereon of a bungalow fire station in the Gast end of Alameda had been located at the southwest corner of Fountain and Jackson Streets, and that same could be procured for *2500.00. Mr. Latham moved that the City Manager be given power to act in the completion of the purchase, seconded by Mr. Probst and upon roll call carried unaniMously. Hon. E. K. Taylor addressed the council favoring certain bridge rights over the Belt Line Railroad. Upon motion, the matter was referred to the City Manager. 18.V The condition of the temporary route or detour on Webster Street was brought to the attention of the council, and Mr. Neiss moved that the City Manager be instructed to confer with the County Board of Supervisors relative to its improvement, seconded by Mr. Latham and carried. 19/ Mr. Neiss moved that permission be given Mr. Johan Johansen to remove the ark "Byrnhilda" in accordance with his request, seconded by Mr. Latham and carried unanimously. 20./ A Bill entitled "A Bill For Ordinance No. New Series. Reclassifying Property. (N.E.Corner Lincoln Avenue and Oak St.) was introduced and laid over under a provision of the Charter. Claims against the General Departments amounting to *2282.90; Police Department, 327.87; Fire Department, 0183.76; Street Department, $2320.57; Health Department 0175.13; Recreation Department, $211486; Golf Course, 01845.65; Council Relief Fund, S107.60; Health Center Fund, )186.85; Electric Light Fund, *2725.32; Pension Fund, $944.16;. East Bay Water Co.
