TUESDAY EVENING, DECEMBER 15TH, 1925.
The meeting convened at 8 P. M. with Council-president Otis presiding.
The roll was called and Councilmen Latham, Neiss, Noble, Probst and President
Otis, (5) were noted present. Absent: None.

Mr. Probst introduced and moved the adoption of
"Resolution No. 971.
Resolution Authorizing the Auditor and the
Treasurer to Pay Salaries of Officials and
Employees."
Mr. Latham seconded the motion to adopt the Resolution and on roll call it was
adopted and passed unanimously.
601 Mr. Noble introduced and moved the adoption of
"Resolution No. 972.
Resolution of Acceptance and Concent to Recordation.
(Concordia Street.)
Mr. Latham seconded the motion to adopt the Resolution and on roll call it was
adopted and passed unanimously.
Applications for permit to sell soft drinks were received from Andrew
Matson, 1212 Lincoln Avenue; Freemon's, 1337-39 Park Street and. Mrs. W. A. Todd,
820 Lincoln Avenue. These applications had all received the approval of the
Chief of Police. Thereupon, Mr. Latham introduced and moved the adoption of
"Resolution No. 973.
Granting a Permit for a License to Sell
Soft Drinks."
Mr. Neiss seconded the motion to adopt the Resolution and on roll call it was
adopted and passed unanimously.
The following communications were received:
8.V From the Alameda Improvement Club, re repairs to sidewalks throughout
the city. Ordered filed.
9.V From the Alameda Improvement Club, re improvement of Central Avenue.
Ordered filed.
10.V From the Alameda Improvement Club, re purchase of Vowinckel property
for park purposes. Ordered filed.
111 From the Alameda Improvement Club, re status of Alameda Belt Line Rail-
way. Ordered filed.
12.V From the City Planning Commission, recommending that a temporary permit
he granted to Mrs. Stella M. Pfeiffer, to manufacture a corn relish in a building
located at 2060 Santa Clara Avenue. Mr. Probst moved that a temporary permit
be granted in accordance with the recommendation, seconded by Mr. Neiss and
carried unanimously.
1 . From Abe Ruef, advising that a contract for the improvement of Bay Island
Avenue, between Park Street and Park Avenue, would be entered into prior to January
1st, 1926. The Communication was ordered filed.
14.V From Major John W. N. Schulz, advising continuance of hearing re San
Francisco Bay Bridges. The communication was referred to the committee recently
appointed by the council.

From City Attorney Locke, re case of Officer F. O. Emlay. Ordered filed.
16/ From the Board of Education, requesting the council to condemn the block
of property bound on the north by Buena Vista Avenue, on the east by Versailles
Avenue, south by Lincoln Avenue, and west by Pearl Street, for the purpose of
erecting an elementary school. Mr. Latham moved that the City Attorney be in-
structed to start condemnation proceedings at once, seconded by Mr. Neiss and
carried unanimously.

An application for a gratuitous license was received from Lawrence A.
Abbott, 1629 46th Avenue, Oakland, for permission to sell various products.
Inasmuch as this application had received the endorsement of Chief of Police
Wahmuth, Mr. Probst moved that a license be granted, seconded by Mr. Noble and
carried unanimously.
The Clerk stated that in response to the notice for bids for boring wells
on the golf course, he was in receipt of four bids. Mr. Latham moved that the
bids be received and opened, seconded by Mr. Probst and carried. Thereupon the
Clerk opened and read the bids as follows:

From Forbes and Anderson, accompanied by a certified check in the sum of $409.00.
We propose to drill a well by the hydraulic method to a depth of
350 feet, casing same with 14" #12 Double Red Steel riveted casing, to
the surface.
In addition, we propose to install an 18" surface casing #14 gauge Red Hard Steel
to a depth of 150 feet, landing in clay and cementing outside to completely
shut off any salt water seepage which might be encountered.
In drilling this type and size of well we drill a 24" hole to a depth
of 150 feet and then reduce to 18" hole for the remainder of the distance.
After completing the 18" hole and setting the 12" casing, we fill the
space between the hole wall and outside of 12" casing with washed gravel.
Casing to be slot perforated whever water bearing strata is encountered.
We propose to drill, case and test well for 5 days and erect a permanent
derrick, all for the sum of J4090.00.

If additional wells are ordered drilled and completed on the same
location, we submit the same prices on a similar schedule.
If test hole is bored, we submit bid of $3 per foot for drilling
first 100 feet, and 50 cts. additional per foot for each 50 feet
thereafter, casing to be extra.
For furnishing all necessary labor, equipment and material for
making five days continuous test on completed well, 3270.00.
Mr.Latham moved that the bids be referred to the Golf Commission, seconded by Mr.
Neiss and carried.

carne up for passage and was read by the Clerk. Mr. Probst moved that the ordinance
as read be adopted, seconded by Mr. Noble and carried unanimously.
20:i The C1er1 stated that he was in receipt of a petition filed by the Executive
Committee of the Alameda Retail Grocers, asking for the passage of an ordinance
providing for adequate inspection of food supplies and for limiting the hours
during which food stores shall be open for busin•ss. The petition was received and
filed. Messrs. Jude, Champion, Perryman and Lawton, who represented the Piggly-
Wiggly Stores, addressed the council in support of the petition. After discussion
Mr. Latham moved that the Executive Committee for the Alameda Retail Grocers be
requested to meet with the council as a Committee of the Whole on Tuesday evening, December
29th, 1925 at 8 o'clock. The motion was seconded by Mr. Neiss and carried unanimously.
21J/ Mr. Latham moved that when the council adjourn it does.so to meet in regular
session on Tuesday evening, December 29th, 1925, at 8 o'clock P. M. , seconded
, by Mr. Probst and carried unanimously.
22./ Mr. Norris, Secretary of the Alameda Chamber of Commerce addressed the
council relative to taking an add in the Tribune Annual, and that an article
be prepared for same; this add to cost 1200.00. Mr. Latham moved that the
council appropriate the sum of 1200.00 for this purpose, seconded by Mr. Neiss
and on roll call carried unanimously.
Claims against the General Departments amounting to $1241.16; Police Department,
4228.19; .Fire Department, $1251.39; Street Department, $2319.20; Health Department,
405.59; Recreation Department, $94.30; Golf Course, $691.74; Store Department, 195.77;
Council Relief fund 1159.80; Health Center ?und, 1385.20; Electric Light Fund 116,061.22;
School Construction Fund 1200.00 and Initiative Relief Fund, 160.89, having been
approved and audited by the proper officials were listed by the Clerk as follows:
