TUESDAY EVENIN1 , JANUARY 19TH, 1926.
The meeting convened at 8 O'clock P. M. with Council-president Otis presiding.
The roll was called and Councilmen Latham, Neiss, Noble, and President Otis,
(4), were noted present. Absent: None.
The minutes of the regular meeting of January 5th, 1926 were approved as read.
The minutes of the special meeting of Janaary 11, 1926, were approved as read.
1.1' The matter of the vacancy now existing on the council was brought to the
attention of the Council and Mr. Neiss moved that Mr. Clarence L. Travers be appoint-
ed to fill the vacancy. The motion was seconded by Mr. Noble and on roll call carried
unanimously. Mr. Travers being present in the council chamber then took the oath
of office and was welcomed as a member of the council by President Otis and others.
Councilman Travers responded and took his seat at the council table.
2./ Mr. Latham introduced and moved the adoption of
"Resolution No. 982.
Transferring $2,314.42 from the Electric Light
Tund to the General Fund."
Mr. Neiss seconded the motion to adopt the Resolution and on roll call it was adopted
and passed unanimously.
3.V7 Mr. Neiss introduced and moved the adoption of
"Resolution No. 983.
Transferring $2,255.84 .from the Electric Light
Fund to the General Fund,"
Mr. Noble seconded the motion to adopt the Resolution and on roll call it was adopted
and passed unanimously.
Mr. Travers introduced and moved the adoption of
"Resolution No. 984.
Transferring $2500.00 from the Electric Light
Fund to the Compensation Insurance Fund."
Mr. Noble seconded the motion to adopt the Resolution and on roll call it was adopted
and passed unanimously.
Mr. Noble introduced and moved the adoption of
"Resolution No. 985.
Transferring $900.00 from the Electric Light
Fund to the General Fund."
Mr. Neiss seconded the motion to adopt the Resolution and on roll call it was adopted
and passed unanimously.
Mr. Latham introduced and moved the adoption of
"Resolution No. 986.

Mr. Neiss seconded the motion to adopt the Resolution and on roll call it was adopted
and passed unanimously.

Mr. Travers seconded the motion to adopt the Resolution and on roll call it was adopted

The following communications were received:
17.v" the Treasurer, Auditor and Mayor fixing rate of interest on average
daily balances deposited, of W. Mr. Neiss moved that the communicationebe
accepted and filed, seconded by 4r. Latham and carried.
is.v/ From the Harbor Engineer's office, Oakland, requesting permission to
deposit approximately 100,000 cubic yards of dredged material on Tract 45 and the
land adjoining same on the west. Mr. Latham moved that permission be granted under
the existing ordinance covering dredging within the City of Alameda,. with the
exception that rice bond need be filed in the matter, seconded by Mr. Neiss and
carried unanimously.
19.V/ From the Atchison, Topeka and Santa Fe Railway Company acknowledging
receipt of Resolution No. 979, appointing Mayor Frank Otis as the City's Director
of the Alameda Belt Line. Ordered filed.
20./ From Alameda Unit, Republican Woman's Federation of California, request-
ing the use of the council chamber on the afternoon of the third Wednesday of each
month. Mr. Neiss moved that permission be granted, seconded by Mr. Latham and
carried.
211 From City Attorney Locke, re transbay rates. Ordered filed.
22/ An application for a permit to sell soft drinks, signed by Flemming and
Hennessey, at 1410 Encinal Avenue, was read to the council. Inasmuch as this
application had received the endorsement of Chief of Police Wahmuth, Mr.Latham
introduced and moved the adoption of
"Resolution No. 988.
Granting a Permit for a License to Sell
Soft Drinks."
Mr. Neiss seconded the motion to adopt the Resolution and on roll call it was adopted
and passed unanimously.
23.)1 A communication was received from City Attorney Locke, relative to an
Agreement with the Bay Farm Island Reclamation District and read, thereupon Mr. Neiss
introduced and moved the adoption of
"Resolution No. 989.
Authorizing the Mayor to Sign an Amended Agreement
in Re Public Highways on Bay Farm Island."
Mr. Travers seconded the motion to adopt the Resolution and on roll call it was adopted
and passed unanimously.
24./ City Manager Hickok presented plans and specifications for the new firehouse
in the East End,and after discussion, Mr. Neiss movedtthat the council adopt the
plans and specifications as presented, and that the City Clerk be instructed to
advertise for bids for the construction of the same. The motion was seconded by
Mr. Latham and on roll call carried unanimously.
25■/ The matter of the reclassification of Le, No. 242 in Block "0",of the Fernside
Tract, reclassified under Ordinance No. 285, N. S., was called to the attention of the
council by Messrs. Symes and Keane, who stated that the purchaser desired to add to
the previous reclassification which was granted with restrictions, and submitted
plans covering the proposed changes, which had met with the approval of the citizens
who had previously objected to the change. After discussion, Mr. Latham moved that the
present owner of the lot be permitted to proceed ineccordance with plans shown to the
council, prepared by E. J. Symes and dated January 18, 1926. The motion was seconded
by Mr. Travers and carried unanimously.
26.V1 City Manager Hickok presented a copy of the letter addressed to Fire Chief
Steinmetz, relative to fire boats now in service on San Francisco Bay. After dis-
cussion, in which Fire Chief Steinmetz participated, Mr. Latham moved that the City
Attorney, City Manager and Fire Chief be instructed to prepare a resolution protest-
ing the removal of either one of the two boats in question, and that they submit
same to the council at its next regular meeting. The motion was seconded by Mr.
Travers and carried unanimously.
27. Mr. W. R. Calcutt addressed the council in opposition to a proposed movement
of discontinuing diagonal parking on Park Street. He was assured that the council
had no intention of changing the parking ordinance as it now stands.
28. \/ After discussion, Mr. Latham called attention of the council to the necessity
of widening Park Street, and Mr. Neiss suggested that the City Manager ascertain
the actual cost of widening Park Street by narrowing the sidewalks on each side of
the street three feet. Such was the order.
29.%J Mr. Travers called attention of the council to the fact that stop signals
on Central Avenue would be a big improvement in the line of traffic conditions
and suggested that the City Manager ascertain costs of the installation of traffic
stop sins for the entire length of Central Avenue. It was so ordered.
30.V Mr. Noble moved that the City Attorney be instructed to-commence condemnation
proceedings upon the property at the northeast corner of Walnut Street and Central
Avenue, which has tentatively been selected as the site for the proposed American
Legion Memorial Building. The motion was seconded by Mr. Latham and on roll call
carried unanimously.
City Manager Hickok stated that the city had been offered the sum of $750.00
for the property upon which stood the Chestnut Street Firehouse, and that a check
for ten percent had accompanied the offer. l'hie offer, which was made by Ernest
H. and Delma V. Cardinet, was made to the city with the understanding the
council would reclassify, on its own initiative, the lot referred to, and in addition
lot 50 x 30, adjoining same, so that it may be used for the erection of a build-
ing for dyeing and cleaning nurposes. After discussion, Mr. Neiss moved that the
city clerk be instructed to post notices for the reclassification as requested.
The motion was seconded by Mr. Travers and on roll call carried unanimously.
32. City Manager Hickok presented plans and specifications, which had met with
the approval of the Golf Commission, for the installation of a sprinkler system
for the golf course. Mr. Latham moved that the plans and specifications as
subm:tted be adopted and that the City Clerk advertise for bids for the installation.
The motion was seconded by Mr. Noble, and on roll call carried unanimously.
33.V/ President Otis called attention of the council to the fact that it would be
necessary to elect a Vice-cresident of the council. Thereupon Mr. Noble moved that
Councilman Neiss be appointed to fill the vacancy, seconded by Mr. Latham and on
roll call carried unanimously.
