Otis, (4) were noted present. Absent: Councilman Latham, (11.
Owing to the absence of City Clerk, W. E. Varcoe, on account of
sickness, City Attorney, Wm. J. Locke, was Unanimously appointed to serve as

The City Olerk pro tem then read the call of the special meeting, also
the certificate of Police Officer Albert Sturzinger to the effect that he had
-delivered the call to the homes of the respective members of the city council.
Attention was then called to the fact that the call of the meeting stated
that it was for the purpose of passing a resolution authorizing the County Board

under the law it would be necessary to pass an ordinance instead of a resolution.

by telephone regarding the matter and sent word that he waived any question asto
the sufficiency of the notice.
