1926-03-02 Regular CC Minutes1.v 2./ REGULAR MEETING OT THE COUNCIL OP THE CITY OF ALAMEDA, TUESDAY EV-:;]NING, MARCH 2nd, 1926. The meeting convened at 8 o'clock with Council-president Otis presiding. The roll was Called and Councilmen Latham, Otis, (5) were noted present. Absent; None. read. read. Neiss, Noble, Traver and President The minutes of the regular meeting of February 16th, 1926 were approved as The minutes of the special meeting of February 19th, 1926 were approved as Mr. Latham introduced and moved the adoption of "Resolution No. 1003. Transferring 11896.87 from the Electric Light Fund to the Interest and Redemption Fund." Mr. Neiss seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. Mr. Neiss introduced and moved the adoption of "Resolution Na:. 1004. Transferring 16833.29 from the Electric Light fund to the General Pund." Mr. Traver seconded the motion to adopt the resolution and on roll call it was adopted and passed unanimously. Mr. Traver introduced and moved the adoption of "Resolution No. 1005. Transferring $30,000.00 from the Industrial Railroad Fund to the General Fund." Mr. Noble seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. 4.y Mr Noble introduced and moved the adoption of "Resolution No. 1006. Resolution of Acceptance. (Library Lot) Mr. Latham seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. The following papers were filed: 5.v Oath of office of W. H. Herrmann, as police officer. 6.v Report of Municipal Electric Light Plant for the month of January, 1926. 7. Report and plans for the development of the Port of Alameda, by the Harbor Committee, L. M. King, Chairman. 8. Report of the Industrial Railroad from July 1st 1925 to February 16th, 1926. 9' 10.j 11.V 12.v 13.v 15.v Papers, re transfer of Alameda Belt Line Railroad. Affidavit of publication, Notice to Bidders, re Sprinkler System, on Golf Course. Deed, Kate Lawrence to City of Alameda, re firehouse lot, East End. Contract and bonds of Dinnie Construction Company,re firehouse, East End. Grant of Easement, from Southern Pacific Company and Central Pacific Railroad Company, Webster Street, pending construction of tube. Supplementary Agreement, between H. E. Macdonald and City concessions at Washington Park. Deed, Marion R. Knowlton to City of Alameda, of Alameda, for re Library Lot, Oak Street. Albertsen. 18.V Report'of Memorial Committee as of November 4, 1919. 19.V Communication from Municipal Electric Light Plant, re transfer of 13705.00 from the Electric Light Fund to the General Fund. From Leonard B. Hollywood Post, No. 939, Veterans of Foreign Wars, re boxing permits. 21. From Alameda Improvement Club, re street car traffic. 22. Communication from City Attorney, W. J. Locke, re pierhead lines in Estuary. 23.■/ ComT.unication from City Attorney Locke, re Memorial Hall for soldiers. 24.1 Papers re reclassification of Cohen property north of Fernside Boulevard, to Industrial District, Class VII. The following comrunications were received: 25./ From the City planning Commission containing Resolution passed January 13, 1926, re closing north end of Broadway. Mr. Latham moved that the communic!tion be referred to the Committee of the Whole, seconded by Mr. Neiss and carried. 26./ 27./ 28./ From Hon. Y. W. Richardson, re San ' isco fireboats. Ordered filed. Wrom the Railroad Commission, re receipt of Resolution, Hearing olden Gate }Perry Company. Ordered filed. From Wm. K. Locke, City Attorney, re request of Golden Gat Gan Club for assistance in beautifying the club grounds. Yr. Latham moved that a copy of the letter be forwarded to the Golden Gate Gun Club, c/o C. W. Lindemann, President, seconded by Mr. Traver and carried. From Mrs. Jennie Hamlin and Martha A. Linderman, re arks blocking streets in front of property on Fillmore Street. Mr. Neiss moved that the communication be re- ferred to the City Manager with power to act, seconded by Mr. Latham and carried unanimously. 30.1 From the League of California Municipalities, re special meeting to be held in Fresno at 1:30 P. M. March 6th, 1926, to consider action in relation to proposed telephone rates. Mr. Neist moved that the City Attorney and Mr. Lathan be appointed to represent the tity of Alameda at this meeting, seconded by Mr. Noble and carried. From Erminio Chavez, re Sunday closing. Ordered filed. 31.V 32./ 33•1 34•'4 35 .V 360/ From J.Lackman, re Sunday closing. Ordered filed. From Wm. J. Locke, City Attorney, re Sunday Closing. Ordered filed. A Bill entitled r For Ordinance No. New Series. An Ordinance Forbidding tirearrying on of Certain Occupations Within the City of Alameda on Sunday, so as to Provide a day of Rest One Day in the Week for Persons Pursuing Those Occupations." came up for passage. Mr. Nies moved that in view of the opinion of the City Attorney, just read, the Ordinance e be rejected, seconded by Mr. Latham and on roll call carried unanimously. From City Attorney Locke, re proposed Memorial Building, Central Avenue and Walnut Street. Mr. Neiss moved that the communication be referred to a meeting of the Committee of the Whole, seconded by Mr. Traver and carried. From the Alameda Chamber of Commerce, re street car service on Santa Clara Avenue from Park Street east to High Street and San Jose Avenue. Ordered filed. Mr. Latham moved that this matter be referred to the City Manager for immediate action, with the request that two cars be operated between Park Street and High Street on Santa Clara Avenue, with a temporary switch-back at Santa Clara Avenue and Park Street, seconded by MT. Traver and carried. 370/ The Clerk stated that the time had arrived for the hearing of the request of the Pacific Telephone and Telegraph Company for the reclassification of certain property sit)ated on the southeast corner of Willow Street and Central Avenue, from a Residence District, Class I, to a Business District, Class III, in order that a two-story Class "A" building to be used for telephone purposes, may be constructed and maintained thereon, and that no protests had been filed in the matter. There being no protestants present in the council chamber, Mr. Neiss moved that an Ordinance be introduced granting the change, seconded by Mr. Traver and carried. 384/ From the City Planning Commission, recommending the reclassification of the southwest, corner of Versailles Avenue and Ternside 3oulevard, from a Residence District, Class I, to a Business District, Class III. Mr. Latham moved that the report of the City Planning Commission be adopted, seconded by Mr. Neiss and carried unanimous- ly. In the matter of the further hearing of protests received under Resolution of Intention No. 79, N. S., re improvement of Clay and Calhoun Streets, a communication was read from City Attorney Locke relative to same, after which Mr. Neiss moved that the council proceed with the improvement of Calhoun Street and that the proceedings pertaining to Clay Street be dropped. The motion was seconded by Mr. Traver and carried unanimously. 40./ Applications for a permit to sell soft drinks were received from H. G. Frost, T1300 High Street; H. C. Frost, 1825 Encinal Avenue and Roy E. Lewis, 1414 Enqinal Avenue. Inasmuch as all of these applic,tions had received the approval of the Chief of Poll Mr. Neiss introduced and moved the adoption of 4 "Resolution No. 1007. Granting a Permit for a License to Sell Soft Drinks." Mr. Latham seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. The Clerk stated that the time had firived for the opening of bids for the in- stallation of a Sprinkler System on the municipal golf course, and that in response to the advertised notice he was in receipt of five bids. Mr. Latham moved that the bids be opened and read, seconded by Mr. Neiss and carried. Thereupon'the Clerk opened and read the bids as follows: From Rain-on-Tap Co. accompanied-by a certified check in the um of- 13840.00. Proposition No. 1, 038,382.00; Proposition No. 2,, 338,260.00; proposition No. 3, 136,572.00. From Stephen Smith & Co., accompanied by a certified check in the sum of 12,700.00. Proposition No. 1, $24,250.00; Proposition No. 2, 323,350.00; Proposition No. 3, 323,250.00. From Arden Irrigation and Construction Co., accompanied by a certified check in amount of 13200.00. 031,197.60. From 7. L. Henry Company, accompanied by a certified check in amount of 13500.00 133,000.00. From L. J. Kruse, accompanied by a certified Check in amount of 03800.00. Proposition No. 1, 337,666.00; Proposition No., 2, 133,775.00; Proposition No. 3, 131,417.00. Mr. Latham moved that the bids be referred to the Golf Commission., and that the city Clerk return all checks to unsuccessful bidders upon the report of the Golf Commission to the Council, seconded by Mr. Neiss and on roll call carried unanimously. 42.1 The matter of installing a buss line on San Jose ATelle, previously referred to the Committee of the Whole, was discussed, and Mr. Latham moved that further action by the council be deferred pending repairs to the Webster Street Bridge. The motion was seconded by Mr. Traver and carried unanimously. 43,V A Bill entitled "A Bill For Ordinance NO. New Series. Reclassifying PropeFTY: (Southeast corner of Central Avenue and Willow Street, for Telephone Purposes.)" was introduced and laid over under a provision of the charter. 44.V A Bill entitled "A Bill For Ordinance No. New Series. Reclassifying Property. (Southwest corenr of Versailles Avenue and ?ernside Boulevard." was introduced and laid over under a provision of the Charter. 45o/ , Mr. Latham moved that inasmuch as the Harbor Committee, previously appointed by the Council, had filed its report and this report had been accepted by the Council that the Committee be discharged. Mr. Neiss seconded the motion and on roll call carried. 46eV In the matter of opening Blanding Avenue through to Pearl Street, Mr. Latham moved that it be left in the hands of the City Manager for further information, seconded by Mr. Neiss and carried. 47e1 City Manager Hickok stated that a report of the three day meeting held in DeCember laat,relative.to San Francisco Bay bridges could be had for 158.00 per copy. M. Latham moved that the City Manager be instruted to purchase one of these reports, seconded by Mr. Noble and on roll call carried unanimously. Mr. Latham moved that when the aluncil adjourn, it does so to meet in adjourned regular session Tuesday evening, March 9th, 1926, at 8 o'clock. The motion was seconded by Mr. Traver and carried. 49.1 Mr. Neiss moved that the council request the Couelty Board of Supervisors to widen the approaches to Bay Farm Island Bridge. The motion was seconded by Mr. Latham and carried unanimously.
