1926-03-16 Regular CC Minutes1.1 5.V/ '67: 8.V 104 11. REGULAR METING OF THE COUNCIL OF-THE CITY OF ALAMEDA, TUESDAY EVENING, MARCH 16TH, 1926. The meeting convened at 8 o'clock P. M. with Council-president Otis presiding. The roll was called and. Councilmen Latham Neises, Noble, Traver and. President Otis (5) were noted present. Absent: None. The minutes of the adjourned regular meeting of March 9th, 1926, were approved as read. The following papers were ordered filed: Oath of office of Wanda M. Benton, Recreation Department. Bond, Robert A. Beeching, Municipal Electric Light Plant. Bond, Arthur D. Goldsworthy, Municipal Electric Light Plant. Bond, R. N. Harvey, Municipal Electric Light Plant. Report of East Bay Municipal Utility District, as of March 12th, 1926. Final decree in condemnation, City of Alameda vs. Alfred. S. Twitchell. Copy of Mayor's proclamation "Better Homes Week". The following communications were received: From the City Planning Commission, recommending reclassification of the southema58.75 feet of Lots, 10,11 and 12 in Block 36, "Map of Lands Adjacent, to the Town of Encinal", from a Residence District, Class II, to a Business District, Class V, for undertaking parlor purposes. Mr. Traver moved that the recommendation of the City Planning Commission be adopted, seconded by Mr. Latham and on roll call carried unanimously. From the City Planning Commission, recommending the reclassification of the property situated at 2204-06 Buena Vista Avenue, from a Residence District, Class II, to a Business District, Class III, Mr. Lat#am moved that the recommenda- tion of the City Planning Commission be adopted, seconded by Mr. Neiss and an roll call carried unanimously. From John W. Lewis, re re-establishment of an early morning boat and train service to San Francisco. Mr. Neiss moved that the commuhication be referred to the City Attorney for answer, seconded by Mr. Latham and carried. From the Alameda Housewive's League re various was present and addressed the council in support of the moved that the matter of the purchase of a patrol wagon nurse be referred to the City Manager for conaideration, the restoration of the beach at Washington Park be left Manager with full power to act. Mr. Latham moved that the City Clerk be instructed to advise Mr. Berger, Presi- dent of the Temple Israel that owing to complains and petitions of protest hereto- fore filed against the holding of street fairs and carnival, the Council had adopted the policy of refusing to grant applications received in the future. The motion was seconded by Mr. Traver and carried. Mr. and Mr. Noble intorduced and moved the adoption of "Resolution No. 1011. Cancelling Second Installment of City Taxes on Lot Acquired for Library." Traver seconded the motion to adopt the Resolution and on roll call it was adopted passed unanimously. Mr. Latham introduced and moved the adoption of "Resolution No. 1012. Cancelling Second Installment of City Taxes on Lot Acquired for a Fire House." Mr. Neiss seconded the motion to adopt the Resolution and on tell call it was adopted and passed unanimously. 16.V/ The request of D. J. Sueell for the moving of two cottages on the west side of Grand Stteet, between Eagle and Clement Avenue, to the southwest corner of Stanford Street and. Clement Avenue, previously referred to the City Manager, was returned to the council with the approval of the City Manager thereon. Mr. Neiss then moved that permission be granted, in accordance with the request, seconded by Mr. Traver and on roll call carried ., unanimously. 17,i Applications for a permit to sell soft drinks were received from Mrs. Ora Smith, 2325 Central Avenue; 'Eugene De Spari, 724 Central Avenue, Reginald. H. Cruse, 1410 Webster Street; A. Andronico, 2001 Lincoln Avenue and. Clara B. Wahrton, 2254 Alameda Avenue. Inasmuch as these applications had received the approval of Chief of Police, Wm. H. Wahmuth, they were ordered filed, and thereupon Mr. Noble introduced and moved the adoption of "Resolution No. 1013. Granting a Permit to Sell Soft Drink." Mr. Traver seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimouely. 18.1/7 A Bill entitled "A Bill For Ordinance No. New Series. Reclassifying Property. (Southwest Corner of Versailles Avenue and Fernside Bvld.) cane up for passage and was read by the Clerk. Mr. Latham moved that the Ordi- nance as read be adopted,seconded by Mr. Neiss and on roll call it was adopted and passed by the following vote, to wit: Ayes: Councilmen Latham, Neiss, Noble and President Otis, (4). Noes: None. Absent: None. Not voting: Council- man Traver, (1). 19. A Bill entitled "A Bill For Ordinance No. eea New Series. Reclase. ying Property. (Southeast corner of Central I7tlue. and Willow Street. came up for passage ard was read by the Clerk. Mr. Neiss moved that the ordi- nance as read be adopted, seconded by Mr. Traver and on roll call it was adopted and passed unanimously. 20.a/ A Bill entitled 21, 22 aa 23.a 24.a 'A Bill For Ordinance No. New Series, Reclassifying Property. (Southern 58.75 feet of Lots 1-571 and 12 in Block 36, Map of Lands Adjacent of the Town of Encinal.) s introduced and laid over under a provision of the Charter, A Bill entitled. "A Bill For Ordinance No. New Series. Reclassifying Proper (2204-06 Buena Vista Avenue.) was introduced and laid over under a provision of the Charter. Mr. A. C. Keane, representing The Oakland Bank, presented to the council a Deed of Dedioation of Fairview Avenue, as shown embraced within the red lines upon the Map entitled "Fernside, Alameda, California", and recorded in the office of the County Recorder on the 9th day of June, 1925, in Map Book 4, at page 76 and 77. -Ordered filed. Thereupon Mr. Noble introduced and moved the adoption of "Resolution No. 1014. Accepting Dedicatuion of Fairview Avenue, "Fernsid Alameda, California." Mr. Latham seconded. the motion to adopt the Re caution and on roll adopted at passed unanimously. Mr. Latham introduced and moved the adoption of "Resolution No. 1015. Accepting Certain Streets as Shown on Map entitled "Fernside, Alameda, California"." Mr. Neiss seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. Mr. Louis Monette again addressed the council relative to obtaining a soft drink license, he stated that Mrs. J. A. Powell denied making any charges against him. After discussion, Mr. Monette was advised to again make application upon the forms furnished by the Chief of Police and that the City Manager and. Chief of Police would investieste the case and report to the Council. 2 . Hon. L. R. Weinrnann addressed the council re placing of tracks of the Belt Line Railroad on Buena Vista Avenue fronting the Alaska Packers property. After discussion, Mr. Neiss moved that it be the sense of the council they favor the placing of the Belt Line Railroad tracks in the center of Buena Vista Avenue, Mr. Traver seconded the motion and on roll call it was carried by the following vote:- Ayes: Councilmen Latham, Neiss, Noble and Traver, (4).Noes: Council-president Otis, (1). Absent: None. 26.V Mr. Latham moved that the City Attorney be instructed to draw up the necessary ordinance permitting the placing of the tracks of the Belt Line Railrcad in the center of Buena Vista Avenue, betaeen Grand and Sherman Street. The motion was seconded by Mr. Noble and on roll call carried by the following vote:- A es: Councilmen Latham, Neiss, Noble and Traver, (4). Noes: Council-president Otis, (IT). Absent: None. 27. In the matter of acquiring land. on the northeast corner of Central Avenue and Walnut Street for the proposed Veterans Home, a discussion was held. relative to the amount of land necessary to be taken and the value of same. No action by the council was taken.
