TUESDAY EVENING, JULY 20TH, 1926.
The meeting convened at 8 o'clock with Council-president Otis presiding.
The roll was called and Councilmen Latham, Neiss, Traver and President Otis, (4)
were noted present. Absent: Councilman Noble, (1).
The minutes of the regular meeting of July 6th 1926 were approved as read.
The following papers were ordered filed:
1. Report of the East Bay Municipal Utility District, as of July 3, 1926.
2. Affidavit of publication of Notice of Right to Appeal, re removing Weeds.
The following communications were received:
3.v/ 7rom Asses or 7. J. Croll, submitting assessment figures for the year
1926. Ordered filed,
4.7v =rom Knights of the Klu Klux Klan, protesting granting of reclassification
of property on south side of Buena Vista Avenue, 167.94 feet west of Park Street,
for Japanese School purposes. Ordered filed.
From Redemption Clerk, 7. J. Croll, submitting list of properties sold for
taxes, pertaining to 1925-26 assessment roll. Ordered filed.
6,V Communication and Resolution from the Alameda Non-Partisan Club, protest-
ing proposed Southern Pacific automobile ferry roadway to the Mole. Ordered filed.
Supplemental communication from the Alameda Non-Partisan Club, re Southern Pacific
roadway to Alameda Pier. Ordered filed. 7rom City Attorney Locke, re automobile
roadway to Alameda Pier. Ordered filed. Copies of communications from Railroad
Commission to City Attorney Locke, dated April 26, 1926, and from City Attorney
Locke to the Committee of the Whole of the council, as of May 1st, 1926 were
read and ordered filed. Hon. L. R. Weinmann addressed the council relative to above
letters and opinion. After considerable discussion, Mr. Latham moved that the City
Attorney, on behalf of the City of Alameda, be instructed to put on various witnesses
at the hearing to be held before the Railroad Commission to show public necessity
for automobile ferries. The motion was seconded by Mr. Traver and carried unanimously.
After further discussion, Mr. Latham moved that the City Manager be instructed to
make an investigation and report back at a regular adjourned meeting of the council
to be held on Tuesday evening, July 27th, as to whether the Southern Pacific Company
is at present using any portion of the property of the City of Alameda. The motion
was seconded by Mr. Neiss and carried. Mr. Neiss then moved that City Manager
Hickok notify the Southern Pacific Company, that if after such investigation it
was found they were constructing a roadway on city property without permission,
action would be taken to prevent further work. The motion was seconded by Er. Latham
and carried unanimously.
From various employees requesting the coumil to submit an initiative
ordinance to the electors prOviding for a retirement pension system for officials
and employees. Mr. Neiss moved that the communication be referred to the Committee
of the Whole, seconded by Mr. Traver and carried.
The Clerk stated that the time had arrived for a further hearing in the abate-
ment proceedings against 2331 Lincoln Avenue. Hon. L. R. Weinmann stated to the
council that he was not interested in the matter. Mr. 7. A. McCann, the owner, was
not present in the council chamber and after discussion, Mr. Traver introduced and
moved the adoption of

Mr. Neiss seconded the motion to adopt the Resolution and on roll call it was adopted
and passed unanimously.

The following ordinance carne 110 for passage and were read by the Clerk;

Reclassifying Property.
(S. side of Buena Vista Avenue, 167.94 feet West of
Park Street, Private School for Japanese
Messrs, H. W. Schaefer, representing the Junior Order of American Mechanics, Hubner
and Haglund, addressed the council in protect of the passage of the ordinance. Mr.
Harry Kono, representing the school, also addressed the council. After discussion,
Mr. Neiss moved that passage of the Ordinance lay over until the next regular meeting
of the council, to be held. August 3rd, 1926. The motion was seconded by Mr. Latham ard
carried. The City Attorney was instructed to look into the matter and report if it
was lawful to reach foreign principles and ideals in private schools in this State,

Mr. Neiss "moved that the ordinance as read be adopted, seconded by Mr. Latham
and on roll call'it.was,adopted and passed unanimously.

'Jr. Latham moved that the Ordinance as read be adopted, seconded by Mr. Traver and
on roll call it was adopted and passed unanimously.
"Ordinance No.
New Series.
An Ordinance Regulating Auction Sales and the
Business of Auctioneering in the City of Alameda,
Providing a License Tax or Tee Thereon and Pre-
Scribing the Penalty for a Violation of said
Ordinance."
Mr. Latham moved that action on the adoption of this ordinance be postponed to the
regular adjourned meeting to be held. Tuesday evening, July 27th, 1926. The motion
was seconded by Mr. Neiss and carried..
The following Ordinance was introduced and laid over under a provision of
the Charter:-
"Ordinance No.
New Series.
Amending Section 9 of Ordinance No. 227, N. S.
"Establishing Districts or Zones and Regulating
Therein the Use of Property, Height of Buildings,
and Required Open Spaces for Light and Ventilation
of Such Buildings, and Repealing Ordinances Nos.
144,149,185,191,197 and 210, New Series."
14. Mr. Latham moved that Councilman Neiss be granted a thirty day leave of
absence to leave the State, seconded by Mr. Traver and carried unanimously.
15.1 -City Manager Hickok presented a letter from the Southern Pacific Company,
relative to wigway signals on Fernside Boulevard at High Street and Versailles
Avenue. After discussion, Mr. Traver moved that the City Manager be instructed to
request the Railroad Commission to require the Southern Pacific Company to install
the signals as requested, seconded by Mr. Neiss and carried.

The City Manager reported relative to boulevard stop signs and recommended
that such signs be placed on Park Street and Webster Street. Mr. Traver moved that
signs be installed as recommended and that the City Attorney be instructed to pre-
pare the necessary ordinance covering. The motion was seconded by Mr. Latham and
carried.
17./ The City Manager stated that the delegates to represent the City of Alameda
at the forth-coming League of California Municipalities Convention, were Councilmen
Tthm an Traver, City Manager, City Engineer, City Clerk, City Attorney and City
Health Officer.
18.4 Mr. Neiss moved that the Police Department be instructed to put on two addition-
al officers, but not before the establishment and operation of the automobile ferry.
The motion was seconded by Mr. Latham and on roll call carried unanimously.
Claims against the General Departments amounting to 02443.61; Police Depart-
ment, 148.63; Fire Department, 0259.82; Street Department, 4355.46; Health Depar
ment, 103.32; Recreation Department, 21.58; Golf Course Department, 07685.00;
Store Department, 1.76; Social Service Department, 086.74; Health Center Fund, 188.48;
Electric Light Fund, 012,250.67 and Initiative -Relief Tund, 08.25 having been approved
and audited by the proper officials were listed by the Clerl: as follows:
