1926-07-27 Regular CC Minutes9V ADJOURNED REGULAR MEETING OF THE COUNCIL 'OF THE CITY OF ALAMEDA TUESDAY EVENING, JULY 27th, 1926. The meeting convened at 8 P. M. with Council-president Otis presiding. The roll was called and Councilmen Latham, Neiss, Traver and President Otis, (4) were noted present. Absent: Councilman Noble, (1). The following papers were ordered filed: Bond of Leander Johnson as House Mover. Report of East Bay Municipality District as of July 21st, 1926. Torty-seventh annual report of the Board of Trustees of Alameda Tree Library. Affidavit of Publication of Delinquent Property sold to the City of Alameda. The following communications were received and read: From the,Golf Commission recommending monthly salary of Golf Course Foreman be 175.00 per month. Ordered filed. Mr. Latham then introduced and moved the adoption of RESOLUTION NO. 1055 FIXING SALARY OP FOREMAN OF MUNICIPAL GOLF COURSE. Mr. Neiss seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. From Fire Chief W. T. Steinmetz re changing Fire Limits No. 1 on Park Street and also Fire Limits No. 2 on Webster Street. Mr. Latham moved that the matter be re- ferred to the City Attorney with instructions to prepare the necessary Ordinance making the changes requested. The motion was seconded by Mr. Traver and carried unanimously. From Golden Gate Ferry Company containing Resolution of endorsement by the San Francisco Labor Council. Ordered filed. From City Manager Hickok relative to the Southern Pacific Company's automobile roaday to Alameda Pier. Ordered filed. From City Attorney Locke regarding the right of the Southern Pacific Company to operate an automobile ferry service. Ordered filed. 10 ,/ From City Attorney Locke pertaining to present franchises under which the South- ern Pacific Company are now operating. Ordered filed. 11/ 2 VI From the Southern Pacific Company making formal application to construct an automobile roadway to Alameda Pier. The communication was ordered filed, thereupon Mr. Traver introduced and moved the adoption of RESOLUTION NO. 1056 GRANTING THE SOUTHERN PACIFIC COMPANY, ITS SUCCESSORS AND ASSIGNS A REVOCABLE PERMIT TO CONSTRUCT AND MAIN- TAIN A HIGHWAY OVER THE CITY'S TIDELANDS. Mr. Neiss seconded the motion to adopt the Resolution. Council-president Otis then declared the adoption of the Resolution open for discussion, and requested City Attor- ney Locke to read to the members of the Council Section 14 of the Charter of the City of Alameda relative to the 30 day clause. The Council were then addressed by Messers. Foulds, attorney for the Southern Pacific Company, E. K. Taylor, Carl Strom and. R. B. Tappan who urged the adoption of the Resolution. Messrs. L. R. Weinmann and Dr. Pierce addressed the Council in opposition to the adoption of the Resolution. After the discussion, the motion calling for the adoption of the Resolution was submitted to the members of the Council and same carried by the following vote: AYES: Councilmen Latham, Traver, Neiss and Council-president Otis. NOES: None. ABSENT: Councilman Noble. From the Alaska Packers Association pertaining to certain inner harbor improvements by the United States Government. Mr. Latham moved that the communication be referred to the City Manager. The motion was seconded by Mr. Traver and carried unanimously.
