1926-08-17 Regular CC Minutes1. REGULAR MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA, TUESDAY EVENING, AUGUST 17TH, 1926. The meeting convened at 8 o'clock with Council-president Otis presiding. The roll was called and Councilmen Latha, Neiss, Noble and President Otis, (4), were noted present. Absent: Councilman Traver, (1). Mr. Latham moved that Hazel D. Tearle be appointed City Clerk pro tem, in the absence of City Clerk Varcoe, seconded by Mr. Neiss and carried. The minutes of the regular meeting of August 3rd, 1926 were approved as read. Inasmuch as Councilman Neiss was not present at the meeting of August 3rd, 1926, at which time the Ordinance was adopted reclassifying certain property on the south side of Buena Vista Avenue, 167.94 feet west of Park Street, for the purpose of erecting thereon a school for Japanese children, he desired to be placed on record as opposing such reclassification. The following papers were ordered filed:- 2.1, Report of East Bay Municipal Utility District, as of August 6, 1926. 3. Report of Municipal Electric Light Plant fpr year ending June 30, 1926. 4,1 Affidavit of publication, Notice to Taxpayers, re Assessment Books. Mr. Homer R. Spence addressed the Council and filed a petition signed by property owners and residents living in the vicinity of Encinal Avenue and Chestnut Street, requesting the council to Amtestigate the necessity of passing an ordinance prohibiting the maintenance and establishment of cleaning and dyeing works, except in fire proof buildings. After discussion, Mr. Latham moved that the matter be referred to the City Manager, City Attorney and Chief of the ?ire Department for investigation and report to the council at its next meeting, seconded by Mr. Neiss and carried. 6.1 Mr. Neiss moved that no building permit be issued by the Building Inspector for the repair of the building recently partially destroyed by fire on Encinal Avenue, near Chestnut Street, and which contained a dyeing and cleaning establishment, until such time as investigation of necessity for housing said businesses in fire proof buildings is completed, seconded by Mr. Latham and carried. 5. 11/ 12.ti 13.V 14.4 15. The following communications were received:- From the Railroad Commission of the State of California, acknowledging receipt of Resolution passed by the Council, requesting the Railroad Commission to grant the application of The Golden Gate Ferry Company for a certificate to operate automobile Terry service between San Francisco and Alameda. Ordered filed. From D. J. Sueell, requesting permission to move two cottages, known as 1808 Sherman Street and 1900 Grand Street, to the northwest corner of Schiller Street and Eagle Avenue. Inasmuch as said application was recommended by City Manager Hickok, Mr. Latham moved that the request be granted, seconded by Mr. Noble and carried. From John Perata, requesting permission to move a dwelling situate at 1625 Buena Vista Avenue, to a location adjoining the premises at 1719 Paru Street. Inasmuch as said application was recommended by City Manager Hickok, Mr. Neiss moved that the request be granted, seconded by Mr. Noble and carried. From Peter M. Pedersen, requesting permission to move a house situate at 1629 Buena Vista Avenue, to a location on the north side of Buena Vista Avenue, between Bay Street and St. Charles Street. Inasmuch as said application was recommended by City Manager Hickok, Mr. Noble moved that the request be granted, seconded by Mr. Latham and carried. From H. O. Coffman and J. H. Luthge, requesting permission to move a house situate at 1809 Grand Street, to a location on the east side of Schiller Street, about forty feet south of Eagle Avenue. Inasmuch as said application eas recommended by City Manager Hickok, Mr. Latham moved that the request be granted, seconded by Mr. Neiss and carried. From W. H. Cramer, C.P.A. containing Statement of Assets and Liabi1ities of the City of Alameda for year ending June 30, 1926. Ordered filed. From the Southern Pacific Company, re erecting signs directing traffic to the new auto ferry from Alameda Pier to San Francisco, accompanied by map showing location of signs. Mr. Noble moved that permission to erect said signs be given, seconded by Mr. Latham and carried. From Alameda Improvement Club, re removal of poles on Central Avenue from Fourth Street to Sherman Street, and calling attention to the existence of hollow places immediately to the south of the Southern Pacific Company's roadway which are filled with stagnant water. Mr. Neiss moved that the letter be referred to the City Manager, seconded by Mr. Latham and carried. From the Board of Education of the City of Alameda, requesting the council to purchase property in the vicinity of Franklin Park for primary school purposes. Mr. Geo. T. Wright, addressed the council, representing the opponents, and filed with the council a petition signed by approximately one hundred residents 16.1 voicing their objection to the establishment of any school in such neighborhood. Messrs. W. S. Palmer, S. M. Haslett, Geo. H. Fox and Mrs. W. S. Palmer also spoke in protest. Mr. A. C. Agnew and Mrs. John Parker addressed the council in favor of the establishment of a primary school in that vicinity. After discussion, Mr. Neiss moved that the matter be referred to the Committee of the Whole for consideration, seconded by Mr. Latham and carried. The following Ordinances came up for passage and were read by the Clerk: "Ordinance No. New Series. Reclassifying Property. (Automobile Oil and Service Station, Bay Farm Island.)" Mr. Niess moved that the Ordinance as read be adopted, seconded by Mr. Noble, and on roll call it was adopted and passed unanimously. "Ordinance No. New Series. An Ordinance Providing for the Erection of Traffic Stop Signs on Both Sides of Park Street and Webster Street, and Requiring the Drivers of All Vehicles to Come to a Pull Stop at Street Intersections before Crossing Said Streets." Mr. Noble moved that the Ordinance as read be adopted, seconded by Mr. Latham and on roll call it was adopted and passed unanimously. 18.V "Ordinance No. New Series. Amending Section One of Ordinance No. 151, N. S. Entitled an Ordinance "Establishing Fire Limits and Regulating the Construction of Buildings Therein; also Repealing all Ordinances or Parts of Ordinances in Conflict Herewith ", and Repealing Ordinance No. 280, N. S." Mr. Latham moved that the Ordinance was read be adopted, seconded by Mr. Neiss and on roll call it was adopted and passed unanimously. Claims against the General Departments, amounting to $2972.45; Police Department, $240.24• Fire Department, $202.10; Street Department, 04094.39; Health Department, `0,131.84; Recreation Department, $246.56; Golf Course Departments $5420.21; Store Department, $44.93; Council Relief Fund, $72.28; Health Center Fund $315.93; Electric Light Fund, y9990.41; Compensation Insurance Fund $6.50 and School Construction Fund, 461,505.00 having been approved and audited by the proper officials were listed by the Clerk as follows: Labor Alameda Steam Laundry Assn.
