1926-11-03 Regular CC MinutesREGULAR MEETING 07 THE COUNCIL OF THE CITY 02 ALAMEal, WEDNESDAY EVENING, NOVEMBER 3RD, 1926. The meeting convened at 8 o'clock P. M. with Council-president Otis presiding. The roll was called and Councilmen Latham, Neiss, Noble, Traver and President Otis, (5) were noted present. The minutes of the regular meeting of October 19th, 1926 were approved as read. The minutes of the adjourned regular meeting of October 26th, 1926 were approv- ed as read. Mr. Traver introduced and moved the adoption of "Resolution No. 1087. Resolution Cancelling Taxes on City Property." Mr. Latham seconded the motion to adopt the Resolution and on roll call it was adopt- ed and passed unanimously. The following papers were ordered filed: 2.1 Oath of Office of H. F. Schmalz, as police officer. 30/, Contract and bonds, Dinnie Construction Company, Golf Course Club House. 4,1 Contract, Alameda Sanatorium, re Emergency Hospital. The following communications were received: 5.V From the Alameda Chamber of Commerce, re transportation facilities between Oakland and Alameda. After discussion, Mr. Traver moved that the recommendations as contained therein be adopted by the council, and that copies of such recommendations be forwarded to the County Board of Supervizors and the United States Army Engineers. The motion was seconded by Mr. Neiss and carried. 6./ From the City Planning Commission requesting the council to consider the propriety of asking property owners to install a sidewalk on the south side of Pernside Boulevard, between Versailles Avenue and Pearl Street. City Engineer Hamilton advised the council that he had seen the owners conerned, the Southern Pacific Company and Mr. Frank Hally, and that they had agreed to have the sidewalk installed as requested. Mr. Neiss moved that the City Clerk notify the City Planning Commission accordingly, seconded by Mr. Latham and carried. From the City Planning Commission, requesting the council to ask the County Board of Supervisors to have the Webster Street Bridge closed to navigation between the hours of 7:30 and 8:30 A. M. and 5:30 and 6:30 P. M. After discussion, Mr. Traver moved that the City Clerk be instructed to ask the County Board of Supervisors to look into the matter of having the bridge closed in accordance with the request. The motion was seconded by Mr. Noble and carried. 8.aa From the City Manager containing recomaendations re police ambulance. After discussion, Mr. Noble moved that the council adopt the recommendation of the City Manager, that all certified checks filed with the original bids be returned and that proper specifications for a six cylinder car be prepared and advertised for. The motion was seconded by Mr. Latham and carried unanimously. From the Alamed Kiwanis Club, containing thanks. Ordered filed. 9.v/ 10/ 11. 12. 13. 14.V 15./ From the California Municipal Traffic League, requesting that Alameda be represented at a meeting of the League to be held at Fresno, November 18th, 19th and 20th. After discussion, Mr. Latham moved that City Manager Hickok be instructed to represent the city at this meeting. The motion was seconded by Mr. Traver and carried unanimously. From the City Planning Commission, recommending the reclassification of the lot situated on the west side of Lafayette Street, 150 feet south from Clement Avenue, to a Class V. District. Mr. Traver moved that the recommendation of the City Planning Commission be adopted, seconded by Mr. Noble and carried. From the City Manager, containing recommendations for the purchase of an automobile for the use of the Chief of the Fire Department. After discussion, Mr Neiss moved that the recommendation of the City Manager be adopted, and that a Buick automobile at a total net cost of $1535.00 be purchased. The motion was seconded by Mr. Latham and on roll call carried unanimously. From Louis Servente, requesting permission to attend the Annual Convention of the California Peace Officers Assocition, to be held at Bakersfield, November 15th. After discussion, Mr. Latham moved that a six day leave of absence be granted and that an amount not to exceed $60.00 be allowed to cover expenses of the trip. The motion was seconded by Mr. Neiss and on roll call carried unanimously. A petition was received from property owners in the vicinity of Lincoln Avenue and Bay Street, requesting the condemenation of the building located at the southwest corner thereof. After discussion, Mr. Traver moved that the matter be referred to the City Attorney for action, seconded by Mr. Latham and carried. In the matter of the reclassification ofa pettion of the lot situated on the northwest corner of Ninth Street and Central Avenue, Mr, Arthur Kerns presented a petition to the council signed by various residents in the locality that they had no objections to the erection of the proposed garage building. After discussion, Mr. Latham moved that the matter lay over until the next regular meeting, in order to permit Mr. Kerns to secure the signatures of the people immediately adjoining the property facing on Central Avenue. The motion was seconded by Mr. Neiss and carried. 16.■/ The following ordinancescame up for passage,and wereread by the Clerk: "Ordinance No. New Series. An Ordinance Regulating the Parking of Vehicles on the South Side of Central Avenue, between Walnut and Oak Streets." 17.V Mr. George S. Williams, a member of the Board of Education, addressed the council and stated that it was the desire of the Board to have a one hour parking limit on the sides of the streets fronting the High School from 8:30 A. M. to 3 P. M. After dicsussion, Mr. Neiss moved that the above ordinance be referred back to the City Attorney to amend in conformity with the request made, seconded by Mr. Latham and carried. "Ordinance No. New Series. Reclassifying Property. (Lots-13'and 14, in Block I, Map of,Mastick Park. Carpenter 'Shop.) Mr. Latham moved that the ordinance be adopted, seconded by Mr. Neiss and on roll call it was adopted and passed unanimously. The following ordinance was introduced and laid over under provision of the charter:- "Ordinance No. New Series. Reclassifying Property. (Lot on west side of Lafayette Street, 150 feet from Clement Avenue.) 19.V Mr. E. H. Levy addressed the council, requesting permission to erect two tents for the coming Red Crepbb Roll Call, one to be erected on Central Avenue and one on Webster Street. Mr. Latham moved that the requested b e granted, seconded by Mr. Neiss and on carried.
