1926-11-16 Regular CC Minutes2.V REGULAR MEETING OF THE COUNCIL 02 THE OF ALAMEDA, TUESDAY EVENING, NOVEMBER 16, 1926. The meeting convened at 8 P. M. with Vice-president of the Council E. R. Neiss, presiding. The roll was called and. Councilmen Latham, Neiss, Noble and. Traver were noted present. Absent: Council-president Otis. The minutes of the regular meeting of November 3rd, 1926 were approved as read. Mr. Latham introduced and moved the adoption of "Resolution No. 1088. Cancelling Taxes on Property Acquired by the City." Mr. Traver seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. Mr. Traver introduced and moved the adoption of "Resolution No. 1089. Fixing Salaries of Building Inspector and Sanitary Inspector." Mr. Noble seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. 3./ Mr. Noble introduced and moved the adoption of "Resolution No. 1090. Transferring 013,676.92 from the General Fund to the Veterans Memorial Fund." Mr. Latham seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. 4.V The Annual Report of the City Manager was ordered filed. 7.V The following communications were received: From City Attorney Locke, relative to dilapidated building at the southwest corner of Bay Street and Lincoln Avenue. Mr. Latham moved that the action of the City Attorney be approved and that the communication be filed, seconded by Mr. Traver and carried. From Auditor F. J. Croll, relative to claim of Strom Electrical Co. for $51.05. After discussion, Mr. Traver moved that the City Attorney be in- structed to commnicate with the District Attorney's office in an endeavor to collect this bill from the County. The motion was seconded by Mr. Noble and carried. From Alameda Rod and Gun Club, upon the subject of securing the use of a hall for meetings. Members of the Club were present and discussed with the council their desires, after which the communication was ordered filed. From Fire Chief Steinmetz and Building Inspector Rogers, approving plans for building to be used as a dry cleaning establishment to be erected at 1913 Lafayette Street. Upon these recommendations, Mr. Latham moved that the Plans as submitted be approved, seconded by Mr. Traver and carried unanimously. From The City Planning Commission, recommending the reclassification of the property at 1518 Buena Vista Avenue, from a Residence District, Class I, to a Business District, Class III. Mr. Traver moved that the recommendation of the City Planning Commission be approved, seconded by Mr. Noble and carried unanimously. 10.Y From the City Planning Commission, recommending the denial of the petition for the reclassification of 1200 Walnut Street, from a Residence District, Class II, to a Business District, Class III. After discussion, Mr. Noble moved that the matter be remanded back to the City Planning Commission for further consideration. The motion was seconded by Mr. Latham and upon roll call carried by the following vote:- Ayes: Councilmen Noble, Traver and Neiss, (3). Noes: Councilman Latham, (1). Absent: Council-president Otis, (1). 11.! From the City Planning Commission, recommending the denial of the petition for the reclassification of the southeast corner of Lincoln Avenue and Chestnut Street, from a Residence District, Class I, to a Business District, Class III. After dis- cussion, Mr. Traver moved that the matter be referred back to the City Planning Commission for further consideration, seconded by Mr. Nobel and on roll call carried by the following vote:- Ayes: Councilmen Noble, Traver and Neiss, (3). Noes: Councilman Latham, (1). Absent: Council-president Otis, (1). 12. From The United States Army Engineer's office, acknowledging receipt of Resolutions regarding type of structures which sheuld supplant the existing bridges over the Tidal Canal. The communication was ordered filed. 131 From the Alameda Chamber of Commerce favoring the improvement and extension of certain streets. After discussion, Mr. Latham moved that the communication be referred to the City Planning Commission, seconded by Mr. Noble and carried. 14. In the matter of hearing of protests under Resolution of Intention, No. 81, New Series, Blanding Avenue proceedings, the clerk offered for filing a statement that no protests or objection were received. Mr. Noble introduced and moved the adoption of "Resolution No. 1091. Resolution Ordering the Work." Mr. Latham seconded the motion to adopt the resolution and on roll call it was adopted and passed unanimously. In the matter of the further hearing of the request of Arthur Kerns for the erection of a garage building on the northwest corner of Central. Avenue and Ninth Street, Mr. Kerns was present and requested a postponement until December 7, 1926. ]VLr. Latham so moved, seconded by Mr. Traver and carried. The following ordinances came up for passage and were read by the Clerk: "Ordinance No. New Series. Reclassifying Property. (Lot on West side of Lafayette St. 150 ft. South from Clement Avenue.)" Mr. Traver moved that the ordinance as read be adopted, seconded by Mr. Noble and on roll call it was adopted and passed unanimously. "Ordinance No. New Series. An Ordinance Regulating the Parking of Vehicles on the South Side of Central Avenue, between Walnut and Oak Streets." After discussion, Mr. Noble moved that the City Attorney re -amend the ordinance as suggested by various members of the council. The motion was seconded by Mr. Traver and carried. Mr. Latham then moved that further consideration of the ordinance be continued to the next regular meeting of the council to be held December 7th, seconded by Mr. Noble and carried. 18.V The following ordinance was Charter: 204/ 21. roduced and laid over under a provision of the "Ordinance No. New Series. Reclassifying Property. (1518 Buena Vista Avenue.)" Mr. M. K. Miller addressed the council as a representative of the Robert Lee Dunn bridge project across San Francisco Bay, stating that twelve out of seventeen of the plans submitted would interfere and blockade the Oakland and Alameda Harbors. After discussion, Mr. Traver moved that the City Attorney be requested to prepare a Resolution protesting the acceptance of any of the plans which would in any way inter- fere with the shipping industries located on the Estuary. The motion was seconded by Mr. Latham and carried unanimously. Mr. Latham moved that the city appropriate the sum of $200.00 for advertising in the Year Book of the Oakland Tribune. The motion was seconded by Mr. Traver and on roll call carried unanimously. Relative to the Veterans Memorial Building property, Mr. Traver moved that the city purchase the property owned by Mrs. Coralinn Drullard, and that an amount of =7,000:00 be appropriated for that purpose, seconded by Mr. Latham and carried unanimously. 22.E �� City Manager Hickok called the attention of the council to the fact that $1555.84 had been paid covering county taxes on Golf Course property, leased from Messrs. Stephens and Taylor. After discussion, Mr. Latham moved that the City Clerk be instructed to request the County Board of Supervisors to refund the tax money referred to. The motion was seconded by Mr. Traver and carried. 23.'t Mr. Antone Dupont addressed the council requesting that a temporary permit be granted him to December 7th, 1926, for the purpose of selling soft drinks. Mr. Latham so moved, seconded by Mr. Noble and carried unanimously. 24.r Mr. Noble moved that the City Manager be instructed to receive bids for the sale of the old buildings at present occupying the Veterans Memorial Building Site. The motion was seconded by Mr. Latham and carried unanimously. Claims against the General Departments amounting to $4242.00; Police Department 1231.99; Fire Department,$104.72; Street Department 95339.16; Health Department 9147.30; Golf Course Department 315,018.00; Recreation Department, :177.91; Store Department, $77.58; Health Center Fund, $131.53; Social service Department `x'107.64; Initiative Light Fund, $10,980.95; nitiative relief Fund 019.00; Ea -8t Bay Water o.
