1926-12-07 Regular CC MinutesREGULAR MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA, • TUESDAY EVENING, DECEMBER 7TH, 1926. The meeting convened at 8 o'clock with Council-president Otis, presiding. The roll was called and Councilmen Lathai,Neiss, Noble and President Otis, (4) were noted present. Absent: Councilman Traver, (1). The minutes of the regular meeting of November 16th were approved as read. Mr. Latham introduced and moved the adoption of "Resolution No. 1092. Authorizing the Mayor to Execute A Contract with the Architect of the Municipal Golf Club House." Mr. Neiss seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. Mr. Neiss introduced and moved the adoption of "Resolution No. 1093. Authorizing the Auditor and the Treasurer to Pay Salaries of Officials and Employees." Mr. Latham seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. Mr. Noble introduced and moved the adoption of "Resolution No. 1094. Cancelling Taxes on Property Acquired by the City." Mr. Latham seconded the motion to adopt the Resolution and on roll callA.t was adopted and passed unanimously. The following papers were received and filed: 4/ Oath of office of E. H. Rogers as Building Inspector. 5a Bond of the American Dredging Company, covering dredging. Certificate of Title, Veterans Memorial Building property. 7a, Executed contract, Moreland Truck Company. 8./ Executed contract, Chaplin Motor Sales Company. 9.V Executed contract, Dinnie Construction Company, Golf Course Club House. 10./ Supplemental order, State Railroad Commission to Alameda Belt Line, author- izing the issue of stock. 11., Notice of Hearing before the Railroad Commission, re crossing standards. 120/ Affidavit of publication, Notice Inviting Sealed Proposals, re Resolution Intention, No. 81, NT. S. Blanding Avenue. 13.I Report of Municipal Electric Light Plant for the month of October, 1926. The following communications were received: 14.1 From The Board of Education, requesting the council to release certain property from taxation. After discussion, Mr. Neiss moved that the City Clerk be instructed to communicate with the Board of Education, stating that the council could not comply with the request. The motion was seconded by Mr. Latham and carried unanimously. 15. From E. G. Fourchy, relative to the increasing of fees charged by the City EngLleer's office for surveys. After discussion, Mr. Noble moved that the fees as charged at the present time be allowed to remain, seconded by Mr. Latham and carried. 16il From the Alameda Improvement Club, relative to Webster Street, north of the south portal of the tube as an open street. Mr. Noble moved that inasmuch as there is no intention to close Webster Street that the communication be laid on the table, seconded by Mr. Neiss and carried unanimously. 171 From the Alameda Rod and Gun Club, thanking the council for use of Chamber of Commerce room for meetings. Ordered filed. 18) From the County Board of Supervisors, re tax cancellation on golf course property. The communication was ordered filed. 191 From City Manager Hickok, reporting as to garbage collection conditions in the city of Alameda, containing recommendations therein. Mr. Latham moved that the report be adopted and that the City Manager negotiate with the Alameda Scavengers Association as per the recommendations contained therein, seconded by Mr. Noble and carried. 20:1 From City Attorney Locke relative to opening of streets in Woodstock Tract. West End. The communication was ordered filed. Thereupon Mr. Neiss introduced and moved the adoption of "Resolution No. 1095. Resolution Ordering Plans and Specifications." Mr. Noble seconded the motion to adopt the resolution and on roll call it was adopted and passed unanimously. 21.V From Hon. T. 0. West, re coming meeting of the California Legislature. Mr. Neiss suggested that the council meet as a committee of the whole for the purpose of any possible charter changes which may be made Atythe coming municipal election. The motion was seconded by Mr. Latham and carried unanimously. 22.1i From the Adelphian Club, protesting pasage of the ordinance pertaining to parking of automobiles on Central Avenue. Ordered filed. 23. From various residents relative to the delapidated building at 2025 Eagle Avenue. City Manager Hickok reported that this had already been referred to the Building Inspector, and that the owner had been given until December 15, to repair same in a satisfactory manner. The petition was ordered filed. 24.1 From City Manager Hickok, reporting on a proposed retirement system for old employees, containing recommendations therein. Mr. Latham moved that the recommendations of the City Manager be adopted, seconded by Mr. Noble and carried by the following vote: =- Ayes: Councilmen Latham, Noble and President Otis, (3). Noes: Councilman Neiss, (1). Absent: Councilman Traver,(1). 25.1 From the California Mill & Lumber Company,re opening of Eagle Avenue. After discussion, Mr. Noble moved that the communication lay over until thg next meeting of the council for investigation. The motion was seconded by Mr. 26. 27. 28.1 29. 30.1' 31.VI Latham and carried. Mr. Aked Taha, requesting return of portion of license fee. Upon the recommendation of the City Manager and City Attorney attached thereto, Mr. Noble introduced and moved the adoption of "Resolution No. 1096. Refunding $120.00 to Aked Taha for an Unused License." Mr. Latham seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. Applications for a permit to sell soft drinks were received from Joseph C. Price, 2300 Alameda Avenue and Antone Dupont, 1706 Lincoln Avenue. Upon the recommendation of the Chief of Police, Mr. Latham introduced and moved the adoption of "Resolution No. 1097. Granting a Permit for a License to Sell Soft Drihks." Mr. Neiss seconded.the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. In the matter of the application of Arthur Kerns for permit to build a garage building on the northwest corner of Central Avenue and Ninth Street, inasmuch,as Mr. Kerns was not present in the council chamber and after discussion with the owner of the property immediately adjoining, Mr. Latham moved that the request be denied, seconded by Mr. Neiss and carried unanimously. A petition was received from various property owners on Centennial Avenue, requesting that said avenue be illuminated, also, that "NO EXIT" signs be placed at the intersection of Ninth Street. After discussion, Mr. Latham moved that the request for either pole lights or electroliers be transmitted to the Board of Public Utilities, and that the City Engineer make arrangement for a "NO EXIT" sign as per the request. The motion was seconded by Mr. Noble and carried unanimously. The City Manager submitted specifications for the proposed police ambulance. Mr. Neiss moved that the specifications as submitted be adopted and that the City Clerk advertise for bids, in accordance therewith. Mr. Noble seconded the motion and on roll call it was carried unanimously. The following ordinances came up for passage and was read by the Clerk: Ordinance No. New Series. Reclassifying Property. (1518 Buena Vista Ave.)" Mr. Latham moved that the ordinance as read be adopted, seconded by Mr. Neiss and on roll call carried unanimously. 32.N1 Ordinance No. New Series. An Ordinance Regulating the Parking of Vehicles on the South Side of Central Avenue, between Walnut and Oak Streets." Mr. Neiss moved that the passage of this ordinance be postponed until the next regular meeting of the council, seconded by Mr. Latham and carried unanimously. 33.j Mr. John J. Mulvany, representing a'Special Committee of the Chamber of Commerce, addressed the council calling attention to the condition of the approaches to the City of Alameda. After discussion, Mr. Neiss moved that the City Manager meet with the Chamber of Commerce Committee and the council of the city of Oakland, in an endeavor to have these conditions corrected, seconded by Mr. Latham and carried. 34./ Mr. Neiss moved that the City Clerk notify the County Board of Supervisors that the City of Alameda has acquired the necessary property, situated on the northeast corner of Central Avenue and Walnut Street, as a cite for the proposed Veterans Memorial Building. Mr. Latham seconded the motion and the same carried unanimously.
