1926-12-21 Regular CC MinutesREGULAR MEETING OP THE COUNCIL OP THE CITY OP ALAMEDA, TUESDAY EVENING, DECEMBER 21, 1926. The meeting convened at 8 o'clock with Council-president Otis presiding. The roll was called and Councilmen Latham, Neiss, Noble, and President Otis, (4) were noted present. Absent: Councilman Traver, (1). The minutes of the regular meeting of December 7th,1926 were approved as read. Mr. Latham introduced and moved the adoption of "Resolution No. 1098. Resolution Cancelling Taxes. (School Property, Cohen Tract.)" Mr. Neiss seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. The following papers were received and filed: 2.V Oath of Office of A. W. McClintic, as special officer, General Engineering , Company. 3,/ Oath of office, of H. T. Schlichting, as member of the City Planning Commission. Affidavit of posting Notice Inviting Sealed Proposals, Resolution of Intention, No. 81, N. S. (Improvement of Blanding Avenue). 5.V Certificate of Title, Drullard property, re Vetelans Memorial Site, 6./ Deed, L. A. Johnson, re Veterans Memorial Site. 7.v Contract of employment, Carl Werner, as Architect for the golf course club house. 8.V Affidavit of publication, Notice to Dealers in Automobile Ambulances. 9.V The Clerk stated that in response to notices inviting sealed proposals ander Resolution of Intention, No. 81, N. S., he was in receipt of two bids. Mr. Latham moved that the bids be received, opened and read, seconded by Mr. Noble and carried. Thereupon the Clerk opened and read the bids as follows: ?rom L. L. City Engineer Hamilton then recommended that the award be made to the lowest bidder, Heafey-Moore Co. There- upon Mr. Latham introduced and moved the adoption of "Resolution No. 1099. Resolution of Award." (Improvement of Blanding Avenue). Mr. Noble seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. The Clerk stated that in response to the notice to Dealers, re Automobile Ambulances, he was in receipt of five bids. Mr. Neiss moved that the bids be received, opened and read, seconded by Mr. Noble and carried. Thereupon the Clerk opened and read the bids as follows: From Chaplin Motor Sales Company, accompanied by a certified check in amount of 4400.00. 1 Six-cylinder Ambulance mounted on Buick Chassis, for the sum of 3868.00. From Encinal Garage, accompanied by a certified check in amount of 0362.95. '-tar one ton ?leetruck chassis body to be built by Gillig Bros. San Francisco, for the sum of 43629.50. From John Fremming, accompanied by a certified check in amount of $400.00. Studebaker Ambulance Body Chassis, body to be built by Louis Siegler, for the sum of $3835.00. 12. 15.1 161 17.4 18. 19, 21. From Reo Motor Car Company, accompanied by a certified c amount of 422.50. in One Ton 6 Reo chassis, body to be building by Jos. Pierotti & Sons, Inc. Oakland, for the surn of 0925.00. Mr. Latham moved that the bids be referred to the City Manaa:er, to report back at the next regular meeting of the city council, to be held January 4th, 1927, seconded by Mr. Neiss and carried. The following communications were received: -orom the Alameda Improvement Club, relative to installation of modern corrugated iron culverts throughout the city. Mr. Neiss moved that the com- munication be referred to the City Manager, seconded by Mr. Latham and carried. From the Alameda Improvement Club, protesting the adoption of an ordinance pensioning all city employees under certain conditions. Mr. Latham moved that the communication be filed, seconded by Mr. Niess and carried. Prom the City Manager, containing result of negotiations with the Alameda Scavenger's Association, for the exclusive provilege of collecting refuse and garbage for a period of two years. Mr. Latham moved that the recommendations of the city manager be adopted and that the Mayor enter into a contract with the Alameda Scavengers Association, for a period of two years, to become effective January 1, 1927, in compliance with the recommendations of the City Manager. The motion was seconded by Mr. Noble and carried unanimously. From the Mayor, Auditor and City Manager, re count of money. Ordered filed. From Mayor Frank Otis, appointing H. F. Schlichting as a member of the City Planning Commission, to succeed. Edward S. Babue resigned. Ordered filed. From A. F. Gillis, re terminal exchange building on Naval Base site. Mr. Noble moved that the Communication be referred to the City Manager, seconded by Mr. Latham and carried. From the Soathern Pacific Company, re agreement as to cost of improve- ment of streets in the Bay View Tract. The communication was ordered filed. From the California Mill & Lumber Company, relative to future extension of Eagle Avenue, west of Webster Street. Mr. Hollested was present in the apuncil chamber and City Attorney Locke explained that the council could not now guaranty that at any future time Eagle Avenue would not be extended, and that any improve- ments the California Mill & Lumber Company contemplated making would have to be made upon their own responsibility. From the City Planning Commission, recommending the granting of a temporary permit for one year subject to renewal upon the reclassification of 2221 Central Avenue, from a Residence District, Class LL, to a Business District, Class III. Mr. Neiss moved that the recommendation of the City Planning Commission be adopted, seconded by Mr. Latham and on roll call carried unanimously. From the City Planning Commission, stating a rehearing was held upon the appli- cation for the reclassification of the southeast corner of Lincoln Avenue and Chestnut Street, from a Residence District, Class I, to a Business District, Class III, and again recommending that the petition be denied. After discussion, Mr. Noble moved that the matter lay over for one meeting for consideration. The motion was seconded by Mr. Neiss and carried by the following Vote:- Ayes: Councilmen Noble, Latham, Neiss. Noes: Council-president Otis, (1). Absent: Councilman Traver, (1). From the City Planning Commission advising the council that a rehearing was held upon the petition for the reclassification of 1200 Walnut Street, from a Residence District, Class II, to a Business District, Class III, and again recommending that the petition be denied. After discussion, Mr. Latham moved that the recommendation of the City Planning Commission be adopted, seconded by Mr. Noble and on roll call carried by the following vote:- Ayes: Councilmen Latham, Noble and President Otis, (3). Noes: Councilmen Neiss, (1). Absent: Coancilman Traver, (1 claims against the General Departments, amounting to $3514.22; Police Department, 366.91; Fire Department, $259.79; Street Department, $2470.34; Health Department, 0140.71; Recreation Department $99.19; Golf Course Department, $1152.74; Store Department, $84.87; Electric Light Fund, $12,523.37; School Construction Fund, $)453.25; East Bay Water Company Payments Fund, $2932.14 and Compensation Insurance Fund $54.00, having been approved and audited by the proper officials were listed by the Clerk as follows: General Departments.
