1927-01-04 Regular CC Minutes11 REGULAR MEET NG OP THE COUNCIL OP TEE CITY OF ALAMEDA, TUESDAY EVENING, JANUARY 4, 1927. • The meeting livened at 8 o'clock with Council-president Otis presiding. The roll was called and Councilmen Latham, Neiss, Noble, Traver and President Otis, (5) were noted present. The mintues of the regular meeting of December 21, 1926, were approved as read. Mr. Latham introduced and moved the adoption of "Resolution No. 1100. Transferring 02500.00 from the Electric Light Fund to the Compensation Insurance Puna." Mr. Neiss seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. Mr. Neiss introduced and moved the adoption of "Resolution No. 1101. Transferring 09119.72 from the Electric Light Pund to the General Fund. Mr. Travers seconded the Motion to adopt the Resolution and on roll call it was adopted and passed unanimously. Mr. Noble introduced and moved ths adoption of "Resolution No. 1102, Cancelling Taxes on Versailles Avenue Grammar School Property." Ur. Latham seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously . The following papers were filed; 4.1/ Affidavit of publication of Notice of Award of Contract, re Resolution of Intention No. 81, N. S. Continuation certificate on bond of Edith Anderson, Municipal Electric) Light Plant. Continuation certificate.on bond of Lloyd Battersby, Municipal Electric Light Plant, Oath of office, Walter G. Burnham, special police officer, Neptune Beach, 8.1/ Executed contract between City of Alameda and Alameda Scavengers Association. 9.0( Report of Municipal Electric Light Plant for November; 1926. 10.) Deed Drullard property, re Veterans Memorial Buildiog site. The following communications were received: 11.V Prom Employees Committee, E. J. Probst, Chairman, requesting the council to place upon the ballot at the coming municipal election such form of pension or retirement system as in their judgment would be to the best interests of the citizens. Mr. Probst was present and reoueste d the council, in order to save time to put this measure upon the ballot upon their own initiative. Mr. Neiss moved that the matter lay over until the next meeting, pending the report of the Actuary now employed by the city. The motion was seconded by Mr. Noble and carried. 12.v From the City Planning Commission, recommending that a temporary permit of one year, subject to renewal, be granted upon the petition for the reclassification of 2253 Central Avenue, from a Residence District, Class 11, to a Business Distribt Class III, permitting the construction of a building to be used for an electrical shop and radio repair shop on the rear of the lot. Mr. Tralier moved that the recommendation of the Planning Commission be adonted, seconded by Mr. Latham and on roll call carried by the following vote:- Ayes: Councilmen Latham, Noble, Traver and President Otis, (4 ) Noes: Councilman Neiss, (1). Absent: None. 13:4 From the City Planning Commission, recommending the denial of the petition for the reclassification of the lot situated on the northeast corner of Encinal Avenue and Morton Street, from a Residence District, Class I, to a Business District, Class III, permitting the erection of an building to contain stores. After discussion, Mr. Noble moved that the matter be referred back to the Planning Commission for a further hearing, inasmuch as he had been advised that if this reclassification was not granted, the building would be located on Benton Street, upon property already reclassified. The motion was seconded Mr. Latham and carried unanimously. 14 From the City Manager, containing recommendations for the purchase of an automobile ambulance. After discussion, Mr. Neiss introduced and moved the adoption of "Resolution No. 1103. Award of Bid for Automobile Ambulance." Mr. Traver seconded the motion to adopt the Resolution and on roll .a..1 it was adopted ,,e -nciconA 15.V In the matter of the further hearing for the reclassification of the southeast corner of Chestnut Street and Lincoln Avenue, The Clerk read a tele from Homer R. Spence, representing Mr. Andronico the owner, requesting a con- . tinaance. Also, a letter from Herbert D. Clark and interested property owners protesting the granting of the reclassification. After discussion, Mr. Latham moved that the recommendation of the City Planning Commission denying the pe- tition for reclassification be adopted. The motion was seconded by Mr. Traver and on roll call carried unanimously. 161 From L. L. Page, requesting permittion to construct under private con- tract, all street work and sidewalks in the Bay View Tract, Mr. Page stated that work would be commenced within ten days and would be comrleted within one hundred and fifty days after the signing of the contract, and that all work would be - done to the entire satisfaction of the City Engineer. Mr. Latham moved, under these conditions, that permission be granted, in accordance with the request, seconded by Mr. Neiss and upon roll call carried unanimously. 170V In the matter of the hearing of the removal of the delapidated building at 2025 Eagle Avenue, the Clerk stated that the notice to abate nuisance had been posted as was evidenced by affidavit of E. H. Rogers, Building Inspector. Attached to the affidavit was a communication from the valer of the property, E. Warren, which stated that the property would be sold very shortly and that repairs and alterations would be made by the new owner. Under the cir- cumstances Mr. Neiss moved that further action be postponed for thirty days. The motion was seconded by Mr, Traver and carried. 18. The following ordinance was introduced and laid over under a provision of the charter:- "Ordinance No.. New Series, An Ordinance Regulating the Parking of Vehicles Around the High School Block." Members of the Board of Education were present and addressed the council requesting the adoption of the Ordinance at the next meeting of the Council.
