REGULAR M ETING OF THE COUNCIL OF ME CITY 07 ALAIVIEDA,
TUESDAY EVENING, JANUARY 18th, 1927.
The meeting convened at 8 o'clock F. M. with Council-president Otis presiding.
The roll was called and Councilmen Latham,Neiss, Noble, Traver and President
Otis, (5) were noted present. Absent: Hone.
The minutes of the regular meeting of January 7th, were approved as read.
Mr. Latham introduced and moved the adoption of
"Resolution No. 1104.
Providing for Election Officers."
Mr. Traver seconded the motion to adopt the Resolution and on roll call it was adopted
and passed unanimously.
Mr. Neiss introduced and moved the adoption of
"Resolution No. 1105,
Submitting Certain Proposals for Amending the
Charter of the City of Alameda, at the General
Election to be held in said City March 8, 1927."
Mr. Traver seconded the motion to adopt the Resolution and on roll call it was adopted
and passed unanimously.
Mr. Traver introduced and moved the adoption of •
"Resolution No. 1106.
Protesting Against the Approval of Any Transbay
Bridge Flans which would Interfere with or
Blockade the Alameda Harbor."
.Mr. Latham seconded the motion to adopt the Resolution and on roll call it was adopted
and passed unanimously.
Mr. Traver introduced and moved the a. doption of
"Resolution No. 1107.
Approving Agreement with Oakland."
Mr. Noble seconded the motion to adopt the Resolution and on roll call it was adopted
and passed by the following vote:- Ayes: Councilmen Latham, Neiss, Noble and Traver,
(4). Noes: Council-president Otis, (1). Absent; None. President Otis explaned
that his reason for voting "No" on the adoption of the Resolution was occasioned by
the fact that he did not consider that the city was obtaining a full value for
Government Island, out of the agreement as contained in the above Resolution.
The following papers were received and filed:
Contract between City of Alameda and John Fremming, re automobile ambulance.
Affidavit of publication, Notice of Election.
Contract, between Heafey, Moore Co. and Burnett Hamilton, Superintendent
of Streets, re street improvement under Resolution of Intention No. 81, N. S.
Blanding Avenue.
The following communications were received:
From Rev, Frank L. Nash, protesting against congested parking by High
School students on Central Avenue. Ordered filed.
From the Alameda Housewives League, opposing passage of ordinance pertain
to automobile parking aroung the High School. Ordered filed.
From Capt. W. G. Tibbitts, relative to dangerous condition of roadway on
Alameda Pier, Mr. Latham moved that the communication be referred to the City
Manager with instructions to see if this condition could not be remedied. The
motion was seconded by Mr. Traver and carried unanimously.
From Capt. W. G. Tibbitts, resigning as a member of the City Planning
Commission, effective February 1st, 1927. Mr. Noble moved that a vote of thanks
of the council be extended to Capt. Tibbitts for his may years of service on the
City Planning Commission. The motion was seconded by Mr. Latham and carried
unanimously.
From the Alameda Improvement Club, relative to delayed ferry service on
the 5:15 p, m. boat from San Francisco. -After discussion, the communication was
ordered filed.
From the Alameda, Improvement -Club, pertaining to various matters. After
discussion the cc)Mmunication was ordered filed.
14. From McCutcheon, Olney, Marmon 8,.; Greene, relative to rules and regulations
applicable to the navigable waters of the Oakland Estuary. Ordered filed.
An application was received from E. B. Gauthier, for permission to sell
soft drinks at 1518 Park Street. Upon recommendation of the Chief of Police,
Neiss introduced and moved the adoption of
"Resolution No. 1108.
Granting a Permit for a License to
Sell Soft Drinks."
Mr. Latham seconded the motion to adopt the Resolution and on roll call it was
adopted and Dassed unanimously.
16. An application for a gratuitous license to peddle junk was received from
Charles Sears, 746 Lincolh Avenue. Upon the recommendation of the Chief of Police,
Yr. Traver moved that a temporary permit of six months be granted, subject to
revocation by the city manager. The motion was seconded by Mr. Noble and on
roll call carried ullanimously.
17.
An Ordinance entitled
"Ordinance No.
New Series.
An Ordinance Regulating the Parking of
Vehicles around the High School."
came up for passage. Mr. Neiss moved that action by the council upon this ordi-
nance be laid over for sixty days. The motion was seconded by Mr. Noble and
carried.
Claims against the General Departments amounting to 04375.01; Police
Department, )100.36; Fire Department, 0231.77; Street Department, 02300.80; Health.
Department 0637.01; Recreation Department, 318.28; Golf Course Department,
0795.79; Store Department, 050.00; Council Relief Fund, $158.17; Health Center
Fund, 4204.36; Municipal Electric Light Fund, 014,713.06; School Construction
Fund, 036.88 and Initiative Relief Fund 089.00 having been approved and audited
by the proper officials were listed by the Clerk as follows:

Mr. Latham moved that the claims as listed be paid, seconded by Mr. Noble and
on roll call carried unaniMously.
Mr... Latham moved that the council take a recess for one-half hour, seconded by
Mr. Noble and carried unanimously.
The council again reconvened and all were noted present.
20.V Mr. Reiss moved that the report of Mr. A. H. Mowbray as submitted to the
City Manager upon the proposed employees pension fand be received and that the conncil
of its own initiative place the proposition of the adoption on such proposed ordinance
upon the ballot at the municipal election to be held March 8th, 1927. The motion was
seconded by Mr. Noble and carried unanimously.
Hr. Latham moved that when the council adjourn it does so to meetin adjourned
regular meeting on Monday evening, January 24th, at 8 o'clock P. M. The motion was
seconded by Mr. Noble and carried unanimously.
There being no further business to transact the council adjourned to meet in
adjourned regular se sion, Monday evening, January 24th; 1927 at 8 o'clock P. M.
