1927-01-24 Regular CC MinutesADjOURNED REGULAR MEETING OF THE COUNCIL OF THE CITY 02 ALAMEDA, MONDAY EVENING J.Q.N. 24, 1927. The meeting convened at 8 o'clodt P. M. with Council-president Otis presiding. The roll was called and Councilmen Latham, Neiss Noble, Traver and President Otis, (5) were noted present. The following paPers were filed: Bond of F. E. McNamara, as Clerk of the Police Court. Contract between the City of Oakland and the City of Alameda, re exclusion of Government Island. Copy of communication from United States Engineer's office, acknowledging receipt of Resolution No. 1106. Copy of Resolution No. 38,419 of Oakland city council, relative to approving agreement with City of Alameda for joint program for the development of harbor ±'acilities. The following communication were received: From Louis Servente of the Police Department, protesting the placing of civil service for the members of the police department upon the ballot at the coming municipal election. The communication was ordered filed. Discussion was then entered into between the council and Messrs. S. C. Wright, representing the pro- ponents and Louis Servente for those members of the police departMent opposing civil service. Mr. Traver then introduced and moved the adoption of "Resolution No. 1109. Submitting a Proposal for Amending the Charter of the City of Alameda at the General Election to be held in said city March 8, 1927." Er. Neiss seconded the motion to adopt the Resolution. Further discussion followed and various changes were made in the Resolution by mutual consent of all concerned and after further discussion, Er. Otis moved to amend the Resolution so as to in- clude the members of the Fire Department. The motion to amend was seconded by Mr. Noble and on roll call carried by the following vote:- Ayes: Councilmen Latham, Noble, Traver and President Otis, (4). Noes: Councilman Neiss, Mr. Noble then moved to adopt the Resolution as amended. The motion was seconded by Mr. Traver and on roll call it was adopted and passed uhanimously. Council-president Otis stated that he wished to be recorded as while voting Aye upon the adoption of the Resolution as amended, he opposed the contents thereof as not being in accord with the city manager form of government. Councilman Neiss desired to be recorded as voting Aye for the purpose of bringing the matter before the people. . Noble introduced and:, moved the adoption of "Resolution No. 1110. Submitting to the People a Proposed Pension Ordi- nance Establishing a Retirement System for City Employees." Mr. Niees seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. , ( Mr. Noble introduced and moved the adoption of "Resolution No. 1111. Directing Notification to the Board of Supervisors Re Petition for Exclusion of Territory." Mr. Neiss seconded the motion to adopt the Resolution and on roll call it was and passed by the following vote:- Ayes: Councilmen. Latham, Neiss, Noble and Traver, (4). Noes: Council-president Otis, (1). A communication was received from Mayor Frank Otis, appointing Mr. Lochiel M. King as a member of the City Planning Commission for the term ending December 31, 1931, to succeed Walter G. Tibbitts, resigned, said appointment to take effect as of February 1, 1927.
