1927-02-01 Regular CC Minutes1.v 2./ 3. REGULAR MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA, TUESDAY EVENING, FEBRUARY 1st, 1927. The meeting convened at 8 o'clock with Council- president Otis presiding. The roll was called and Councilmen Latham, Neiss, Noble, Traver and President Otis, (5) were noted present. The minutes of the regular meeting of January 18th were approved as read. The minutes of the adjourned regular meeting of January 24th, 1927 were approved as read. Mr. Latham introduced and moved the adoption of "Resolution No. 1112. Transferring $15,00M0 from the Electric Fund to the General Fund." Light Mr. Neiss seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. Mr. Neiss introduced and moved the adoption of "Resolution No. 1113. Transferring $3,743.83 from the Electric Light Fund to the General Fund." Mr. Traver seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. Mr. Traver introduced and ',moved the adoption of "Resolution No. 1114. Resolution of Acceptance and Consent to Recordation." Mr. Noble seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. The following papers were filed: Report of A. H. Mowbray on proposed retirement system for municipal employees. Certificate of Title, property of Louis M. MacDermott re opening of street, Bay View Tract, West End. Grant of Right of Way, Anglo - California Trust Company and Louis MacDermott, to the City of Alameda, re street openings, Bay View Tract, West End. Annual Report of Pacific Tel. & Tel. Company, showing gross receipts for the year ending December 31, 1926, under franchise granted by Ordinance No. 30, New Series, together with net amount of x$'5085.60 paid the city. Report of the Municipal Electric Light Plant for the month of December 1926. The following communications were received: From the City Planning Commission, council re classification of property which moved that the communication be referred to seconded by Mr. Latham and carried. containing recommendations to the is subsequently subdivided. From the Mayor, Auditor and Treasurer, fixing rate of interest on public moneys deposited in banks, for the year ending December 31, 1927, at 2�. Ordered filed. 12.E From the Alameda Improvement Club, suggesting certain changes in the charter of the city of Alameda at the next municipal election to be held March 8, 1927. Mr. Noble moved that the communication be referred to the City Attorney for answer and report. The motion was seconded by Mr. Neiss. Mr. H. F. Schlichting, appeared and explained to the council the desires of the Alameda Improvement Club, pertaining to the various matters contained in the communication. City Attorney Locke stated that the time had expired for the presentation of any proposed charter changes to be considered by the electors at the coming election. Mr. Noble then, with the consent of his second, withdrew his original motion and Mr. Latham moved that the communication be referred to the City Attorney for answer. The motion was seconded by Mr. Traver and carried. 13.E From the Alameda Improvement Club, requesting information as to the opening of streets in Bay View Tract in the West End. Mr. Schliehting being present the council explained to him the present status of the street openings referred to. The communication was ordered filed. 14.E From the Alameda Real Estate Board, relative to the condition in which various service corporations leave the streets of the city, after having finished their installations or repairs. Mr. Neiss moved that the communication be referred to the city manager with instructions to regliest the public service corporations to complete these repairs as rapidly as possible. The motion was seconded by Mr. Traver and carried unanimously. 15. From the City Planning Commission, recommending the denial of the petition for the reclassification of Lot B, Block 4, Alameda Park Homestead, situated on the west side of Park Avenue, between Encinal and Central Avenues, from a Residence District, Class II, to a Business District, Class III. Mr. Lunt, representing the petitioner and others addressed the council for and •against the proposed change. After discussion, Mr. Neiss moved that the re- commendation of the City Planning Commission be rejected. The motion was seconded by Mr. Traver and on roll call carried by the following vote:- Ara's: Councilmen Neiss, Traver, Noble , (3). Noes: Council-president Otis and Councilmand Latham, (2). Mr. Neiss then moved that a permit be granted in accordance with the petition. The motion was seconded by Mr. Traver and carried by the following vote,:- Ayes: Councilmen Neiss, Traver and Noble, (3). Noes: Council-president Otis and Councilman Latham, (2). 1 . From the City Planning Commission recommending the denial of the petition for the reclassification of the northeast corner of Encinal Avenue and Morton Street from a Residence District, Class I, to a Business District, Class III. Mrs. Roberts, the petitioner, was present and addressed the council, as did Mr. H. E. Lindersmith, representing the protestants. After discussion, Mr. Latham moved that the recommendation of the City Planning Commission be adopted, seconded by Mr. Traver and on roll call carried by the following vote:- Ayes: Councilmen Latham, / Niess, Traver and President Otis, (4). Noes: Councilmen Noble, (1). 17WFrom E. F. Heaney, requesting permission to runa dancing academy in the Tisdale building located on the west side of Park Street, between Central and Santa Clara Avenues. After discussion between the petitioner, who was present, Chief of Police, Wm. H. Wahmuth, City Manager Hickok and member of the council, Mr. Neiss moved that the communication be referred to a meeting of the Committee of the Whole. The motion was seconded by Mr. Latham and carried. 18. An application for a permit to sell soft drinks was presented from B. F. Shore and inasmuch as it did not receive the recommendation or approval of the Chief of Police, Mr. Noble moved that the application be denied, seconded by Mr. Traver and carried unanimously. 20. An application for a permit to sell soft drinks signed by H. G. Frost, 1124 Chestnut Street, was presented and inasmuch as it had received the approval and recommendation of the Chief of Polioe, Mr. Latham introduced and moved the adoption of "Resolution No. 1115. Granting a Permit for a License to Sell Soft Drink Mr. Traver seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. In the matter of the delapidated building at 2025 Eagle Avenue, Building Inspector Rogers in a communication addressed to the council, stated that the building had been purchased by a Mr. A. Meyer and that the work of repairing the building was progressing in a satisfactory manner. He also recommended that further action be dropped. Upon these redommendations, Nr. Latham moved the adoption of the recommendation of the Building Inspector. The motion was seconded by Mr. Neiss and carried unaniously. Mr. Latham moved that when the council adjourns, it does so to meet in adjourned regular session Monday evening, February 7th, 1927, at 7:30 P. M. The motion was seconded by Mr. Niess and carried. Claims against the General.Departments, amounting to $1532.81; Police Depart- ment, 4518.11; Fire Department, 43780.37; Street Department, $1785.67; Health Department, $103.39; Recration Department, 2110.19; Golf Course, $451.45; Store Fund, 428.41; Sociation Service Department, $4.00; Health Center, $10.94; Electric Light Fund, 47054.36; School Construction Fund, $80.00 Pension Fund, $944.16; Initiative Relief Fund, $139.00; East Bay Water Company Payments Fund, $2929.66 and Compensation Insurance Fund, $124.25 having been approved and audited by the proper officials were listed by the Clerk as follows:- Alameda Times Star 11 It ft American City, The Brandit, Lot.
