REGULAR MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA,
TUESDAY EVENING, MARCH 1ST, 1927.
The meeting convened at 8 o'clock with Council - president Otis presiding.
The roll was called and Councilmen Latham, Neiss, Noble, Traver and Presi-
dent Otis, (5) were noted present.
The minutes of the regular meeting of February 15th, 1927 were approved as
read.
Mr. Latham introduced and moved the adoption of
"Resolution No. 1123.
Transferring $1868.75 from the Electric Light
Fund to the Interest and Redemptinn Fund."
Mr. Neiss seconded the motion to adopt the Resolution and on roll call it was
adopted and passed unanimously.
Mr. Neiss introduced and moved the adoption of
"Resolution No. 1124.
Transferring $900.00 from the Electric Light
Fund to the General Fund."
Mr. Traver seconded the motion to adopt the Resolution and on roll call it was
adopted and passed unanimously.
Mr. Traver introduced and moved the adoption of
"Resolution No. 1125.
Transferring $4821.38 from the Electric Light
Fund to the General Fund."
Mr. Noble seconded the motion to adopt the Resolution and on roll call it was
adopted and passed unanimously.
The following papers were filed:
Roof guaranty on Municipal Golf Course Club House.
Report of Municipal Electric Light Plant for month of Jsn nary, 1927.
Affidavit of publication of Notice of Election to Exclude Territory.
The following communications were received:
From the City Manager relative to the installation of wigwag signals
and other devices at street crossings. Mr. Latham moved that copies of the
communication, together with copies of map be sent to each member of the council
and that the report be received and filed. The motion was seconded by Mr.
Traver and carried unanimously.
From City Attorney Locke, relative to the proposed zoning of Bay Farm
Island. Mr. Latham moved that the communication be filed and that the matter
be continued awaiting further report from the City Planning Commission. The
motion was seconded by Mr. Neiss and carried.
From the Regents of the University of California, relative to leasing
a portion of their holdings as a landing field for commercial and passenger
aviation service. After discussion, Mr. Traver moved that the communication
be referred to the City Manager for investigation. The motion was seconded
by Mr. Noble and carried unanimously.
10.E From the City Clerk of the City of Redding, requesting the council
to officially oppose the passage of Assembly Bill Bo. 917, which has to do with
the profits of municipally owned utilities. Mr. Neiss moved that the council
place itself on record as opposing the Bill and that our Senator and Assemblyman
be so notified. The motion was seconded by Mr. Latham and carried unanimously.
11. From the City Planning Commission containing recommendations relative
to the Second Annual City Planning Conference to be held at the Hotel Oakland
on Friday and Saturday, March 4th and 5th. Mayor Otis stated that all members
of the City Planning Commission, as well as the council, together with City
Manager Hickok, City Attorney Locke, City Clerk Varcoe and City Engineer Hamilton
were appointed as the official delegates of the City. The communication was
ordered filed.
From the City Planning Commission conts fining the final report and
recommendations in the matter of the opening of Buena Vista Avenue westerly from
Webster Street and the opening and improvement of Fifth and Sixth Streets.
Mr. Latham moved that the report be received and referred to a Committee of
the Whole meeting, and that copies of the same be furnished each member of the
council for,consideration. The motion was seconded by Mr. Traver and carried
unanimously.

From the City Manager, containing report relative to the teach at
Washington Park. Mr. Neiss moved that the report be received and filed
and that a copy of the same be forwarded to the Housewives' League. Mr.
Traver seconded the motion and the same carried unanimously.
From the Loop Lumber & Mill Company, requesting permission to install
a spur traok on Blanding Avenue for their use, as per blue print map attached.
Inasmuch as the application had received the approval of City Manager Hickok,
Mr. Noble moved that the request be granted, seconded by Mr. Latham and samecarried
unanimously.
From the American Toll Bridge Company, inviting the council to parti-
cipate in the dedicatory services of the Carquinez Bridge, to be held on May
21, 1927. Mr. Latham moved that the invitation be accepted, seconded by Mr.
Traver and carried unanimously.
From the Alaska Packers Association, calling attention to House of
Representativea Document No. 407, re bridges crossing the Estuary. Mr. Latham
moved that the communication be referred to the City Manager to report back at
the next meeting of the council. The motion was seconded by Mr. Niess and
carried.
From the City of Oakland and League of California Municipalities,
relative to the Second Annual Zoning Conference, to be held in the Hotel Oak-
land, March 4th and 5th. The invitation as contained therein was accepted and
the communication ordered filed.
In the matter of the Communication from the West End Merchants
Association, dated February 14th, referred to the Committee of the Whole,
wherein an amount of money was requested out of the advertising fund to assist
Mr. Bryon 8fttmers, a merchant of Alameda, in training for future swimming
contests under Alameda's banner, Mr. Neiss moved that an amount of $200.00
be allowed with the express understanding that Mr. Summers swim at all times
as the representative of the City. of Alameda, especially in the event from
Sacramento to Alameda,and that this amount be paid out on vouchers properly
presented to and approved by the City Manager. Also, upon the understanding
that said amount be allowed only when other civic organizations and citizens
subscribe an amount of $800.00 for the same purpose. The motion was seconded
by Mr. Noble and on roll call carried by the following vote:- Ayes: Councilmen
Latham, Neiss, Noble and Traver, (4). Noes: Council-president Otis, (1).
From the City Planning Commission recommending the reclassification
of certain property west of Webster Street and tnorth of Buena Vista Avenue
from a Residence District, Class I, to a Business District, Class VII, permitting
the construction of a planing mill and lumber sheds thereon. Mr. Noble moved
that further consideration of the matter be laid over until the next regular
meeting of the council. The motion was seconded by Mr. Traver and carried.
From Alameda Post, No. 9, The American Legion, offering the services
of that organization to the council to aid in any form of civic betterment. Mr.
Latham moved that the council accept the offer and that a letter of thanks be
transmitted to them. The motion was seconded by Mr. Traver and carried unanimougLy.
The matter of the further hearing of the delapidated building owned by
Mrs. Harriet Lewis, 1560 Buena Vista Avenue, came up. Mr. Latham moved that the
hearing be continued until the next meeting of the council, seconded by Mr.
Neiss and carried.
An application for a gratuitous license, signed by Guiseppe Piazza, a
resident of San Leadro, was received and read. After discussion, Mr. Neiss
moved that the application be denied. The motion was seconded by Mr. Noble
and carried unanimously.
23./ The following ordinance was introduced and laid over under a provision
of the Charter:

"Ordinance No.
New Series.
Providing For the Regulation of Traffic in the Vicinity
of Schools by Means of Semaphores."
The condition of the automobile roadway to the Alameda Mole and the lack
of lighting this road, was called to the attention of the Council by Councilman
Latham, who moved that the City Manager be requested to have the same repaired
and that lights be installed by the city on their property, and the Southern
Pacific Company be requested to install lights on such property as may be owned
by them. The motion was seconded by Mr. Noble and carried unanimously.
Mr. Latham moved that the City Manager be requested to communicate with
the Key System Transit Company, in an endeavor to have the condition of the
roadway between the tracks,at the present time existing on Santa Clara Avenue,
improved immediately. The motion was seconded by Mr. Traver and carried
unanimously.
Claims against the General Fund amounting to $1530.69; Police Department
amounting to $179.247 Fire Department $169.72; Street Department, $1459.30;
Health Department, $70.12; Recreation Department $135.98; Golf Course Department
$2799.91; Store Department, $24.08; Electric Light Fund, $3934.47; Pension
Fund, 0944.16; East Bay Water Co. Payments Fund $2939.04 and Compensation Insurance
Fund $95.10, having been approved and audited by the proper officials were listed
by the Clerk as follows:
