1927-04-19 Regular CC MinutesREGULAR MEETING OF THE COUNCIL OFTHEOITY. OF ALAMEDA, TUESDAY EVENING, APRIL 19TH, 1927. The meeting convened at 8 o'clock P. M. with Council-president Otis presiding. The roll was called and Councilmen Calcutt, Latham,Neissv Noble and President Otis (5) were noted present. Absent: None. The minutes-dfthe regular meeting of April 5,1927 were apporved as read. 1.1 The oaths of office of Wm. R. Calcutt and A. Latham, as councilmen were filed. 5.1 6.7 9.v 10. President Otis relinquished the Chair to City Clerk W.E. Varcoe, who then read the following sections of the Charter of theCity of Alameda:- Article II, Section 1, Section 6, and Section 5, Subdivision 4. Nominations were then called for President of the council for the term expiring the third Monday in April, 1929. Mr. Calcutt moved that Councilman Otis be nominated as President of the Council and ex-officio Mayor. No second was received to this nomination. Mr. Latham moved that Councilman George H. Noble be nominated as President of the Council and ex-officio Mayor. This nomination received no second. There being no further nominations,the City Clerk then .called for nominations for Vice-president for the term expiring the third Monday in April, 1929. Mr. Calcutt placed in nomination, Councilman E. R. Neiss. Councilman Neiss declined to accept the nomination. Mr. Noble then placed in nomination for Vice-president, Councilman Latham.- The motion was seconded by Councilman Otis. Councilman Neiss then moved that the nominations be closed and that the City Clerk be instructed to cast the ballot for Councilman Latham as Vice-president of the Council. The motion was seconded by Councilman Noble and such was the order. Upon request, City Attorney Locke rendered his verbal opinion that former President Otis was required to serve as Preeident of the Council until his successor shall have been elected. President Otis then resumed the chair. The following papers were filed: Contract for screenings, Powell Bros, Inc. Contract for rock, Rhodes-Jamieson & Co. Contract for road oil, Heafey, Moore Company. Affidavit of posting and mailing copy of Resolution re delapidated building, 1560 Buena Vista Avenue. California State Board of Health order permitting East Bay Water Company to use certain stored waters. Bond of E. H. Rogers, as Building Inspector. The following communications were received: . From the City Attorney and City Manager relative to the claim of Mr. N. F. Justice, re Bay Island Avenue. Mr. Latham moved that the report be accepted and that the City Attorney be instructed to draw up the necessary papers, and that the Mayor be authorized to sign the sane, in accordance with the report. Mr. Noble seconded the motion.and on roll call it was passed unanimously. From the City Planning Commission submitting report on the improvement of Webster Street. Mr. Neiss moved that the report be received and referred to a meeting of the Committee of`theWhole. The motion was seconded by Mr. Latham and carried. 11.i From the Board of Engineers, Transbay Bridge, relative to location of bridge terminal. Mayor Otis stated that the contents of this communication had been attended to. The communication was ordered filed. 12.' From the Alameda Improvement Club, relative to broken sidewalks . Mr. Noble moved that the communication be referred to the City Manager and City Engineer. The motion was seconded by Mr. Neiss and carried. 131 From the Alameda Improvement Club, relative to the repair of streets by public service corporations. Mr. Neiss moved that the communication be referred to the City Manager and City Engineer, seconded by Mr. Latham and carried. 14. From the City Planning Commission, recommending the reclassification of a lot adjoining the Home of Truth property on the northeast corner of Grand Ztreet and Alameda Avenue. Mr. Neiss moved that the recommendation be adopted, seconded by Mr. Noble and carried. In order to permit the Home ofTruth to pro- ceed with the erection of the building at once, Mr. Latham moved that it be the sense of the council that the Ordinance be passed at the next regular meeting. The motion was seconded by Mr. Neiss and the same carried unanimously. . From the Fernside Home Owners Association, relation to operation of the automobile bus service supplied by the Oakland Traction Company in the east end. Mr. Neiss moved that the communication be referred to the City Manager, with the request that the matters contained therein be placed before the Key System Transit Company for immediate action. The motion was seconded by Mr. Latham and carried. 1 . From the Oakland Taxpayers' Association, relative to reduction in East Bay Water Company rates. Mr. Neiss moved that the communication be referred to the City Manager and City Attorney for investigation and report back to the council, and that copies of same be forwarded to each of the councilmen. The motion was seconded by Mr. Noble and same carried unanimously. 17.'1 In the matter of the hearing of the reclassification of the lot situated 18.1 19.41 20. 21.1 22. 23.4 on the west side of Benton Street, commencing fifty feet northerly from the north line of Encinal Avenue; thence northerly 94.70 feet. Mr. Noble moved that action by the council be postponed until the next regular meeting. The motion was seconded by Mr. Latham and carried. An application for permit to sell soft drinks was received from Harry Wetherald, and inasmuch as this was not approved nor recommended by the Chief of Police, Mr. Latham moved that the application be denied, seconded by Mr. Noble and carried unanimously. Applications for permit to sell soft drinks were received from Terminal Cafe, 1518 Buena Vista Avenue, and E. O. Putzman, V.1.00 WebsterStreet. Inasmuch as the Chief of Police recommended the granting of the applications, Mr. Neiss introduced and moved the adoption of nIESOLUTION NO. 1135. Granting a_License to a Permit to Sell Soft Drinks." Mr. Noble seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. The following ordinance came up for passage:— "Ordinance No. New Series. Regulating the Parking of Vehicles. Around the High School Block." Mr. Latham moved that further consideration of the passage of this ordinance be postponed until the next regular meeting of the council, seconded by Mr. Noble and carried. The following ordinance came up for passage and was read by the Clerk: "Ordinance No. New Series. Regulating the Parking of Vehicles and . Providing for One Hour Parking on Alameda Avenue, between Oak and Park Streets." Mr. Latham moved that the ordinance as read be adopted, seconded by Mr. Noble and on roll call carried by the following vote:- Ayes: Councilmen Latham, Neiss, Noble and President Otis, (4). Noes: Councilman Calcutt,(1). Absent: None. The following Ordinances.were introduced and laid over under a provision of the Charter: "Ordinance No. New Series. Reclassifying Property. (Home of Truth)." "Ordinance No. New Series. Authorizing Sale of Fire House Lot. (Sherman Street).". "OrdinanceNo. New Series. Authorizing Sale of Fire House Lot. (Chestnut Street.)" 25) Mr. Noble introduced and moved the adoption of "Resolution No. 1136. Cancelling Taxes on Property of Veterans' Welfare Board." Mr. Latham seconded the motion to adopt the,Resolution and on roll call it was adopted and passed unanimously. City Manager Hickok stated that a request had been received from the Alameda Belt Line, requesting permission to move the railroad tracks on Sherman Street constituting a minor chance, and recommended that permission be granted in accordance with their request. Mr. Latham so moved, seconded by Mr. Noble and carried. Claims against the General Departments amounting to $4239.70; Police Department, $4,226.71; Fire Department, $280.88; Street Department, 112,558.39; Health Department, $96.31; Recreation Department, Z117.10; Golf Course Depart- ment $4,012.65; Store Department, $24.10; Compensation Insurance Fund, $546.15; and Electric Light Fund, $13,199.66; having benn approved and audited by the proper officials were listed by the Clerk as follows: Alameda Cyclery Alameda Repair & Supply Co.
