REGULAR MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA,
TUESDAY EVENING, MAY 17TH, 1927.
The meeting convened at 8 o'clock with Council-president Otis presiding.
The roll was called and Councilmen Calcutt, Latham, Noble and President
Otis, (4) were noted present. Absent: Councilman Neiss, (1).
The minutes of the regular meeting of May 3rd, 1927 were approved as
read.
The following was received and filed:
Communication from the City Planning Commission, :re Bay Farm Island
Zoning. _
The following communications were received: .
From the City Of Oakland, relative to water rates. Mr. Latham moved that
the communication be referred to the City Attorney to meet with the City Attorney
of Oakland and report back to the council. The motion was seconded by Mr. Calcutt and
carried unanimously.
From the Board of Education inviting the council to be present at the
4th Annual Competition R.O.T.C. Drill. Mr. Calcutt moved that the invitation be
accepted, seconded by Mr. Noble and carried.
From the Police Department, requesting an increase in salaries. Mr.
„Latham moved that the communication be referred to the ,Committee of the Whole,
seconded by Er. Calcutt and carried unanimously.
From the California Mill & Lumber Company, requesting permission
to move buildings. Mr. Noble moved that permission be granted, subject to the
approval of the City Manager, seconded by Mr. Latham and carried unanimously.
From the.City Attorney containing copy of a reply to Mr. James Eon,
Executive Secretary of the East Oakland Taxpayers Association, Inc. relative to
reduction in existing water rates. Ordered filed.
From Harry Mood, requesting permission to move a four room house. mr.
Latham moved that the request be referred to the City Manager with power to act
„seconded by Mr. Noble and carried.
Communication and petition from the rnenibers of the Alameda Fire Depart-
ment, requesting increase in salaries. Mr. Calcutt moved that these documents
be referred to a meeting of the Committee of the Whole. The motion was seconded
by Mr. Noble and carried.
From the Alameda Improvement Club, relative to the improvement of
Buena Vista Avenue and the opening of Fifth and Sixth Streets. Mr. Latham moved
that inasmuch as the matter contained therein is now being considered by the
Council, this communication be referred to the Committee of the Whole, seconded
by Mr. Noble and carried.
Mr. Latham introduced and moved the adoption of
"Resolution No. 11A:-.
FIXing Salary of Caddie Master of
Municipal Golf Course."
Mr. Noble seconded the motion to adopt the Resolution and on roll call it was
adopted and passed unanimously.
Mr. Calcutt introduced and moved the adoption of
"Resolution No.
RE Council Meetings Shall be Public, etc."
Mr. Otis seconded the motion to adopt the Resolution and on roll call it was
lbsttby the following vote: Ayee: Councilmen Calcutt and President Otis, (2).
Noes: Councilmen Latham and. Noble, (2).
12. In the matter of the hearing of the petition on the Council's own initiative
for the reclassification of the lot situated on the west side of Benton Street,
50 feet north of Encinal Avenue, Mr. Noble moved that the matter be continued until
the next regular meeting of the council, seconded by Mr. Latham and carried.
13:4 In the matter of the petition on the Councills own initiative for the
reclassification of certain land situated on Bay Farm Island from Business Districts
Class VII and Class VIII to a Business District, Class VII, inasmuch as no °Nectars
were present in the council chamber, Mr. Latham moved that the City Attorney prepare
the necessary ordinance covering the reclassification, in accordance with the
petition. The motion was seconded by Mr. Noble and carried unanimously.
14.14 In the matter of the petition on the Council's own initiative for the
reclassification of certainland situated on Bay Farm Island, from Business Districts,
Class VII and Class VIII to a Business District, Class IV, no objectors being present
in the council chamber, Mr. Latham moved that the City Attorney prepare the necessary
ordinance covering the reclassification, in accordance with the petition. Mr. Noble

In the matter of the petition on the Council's own initiative for the
reclassification of certain land situated on Bay Farm Island, from a Business
District, Class VII, to a Residence District, Class I, Mr. Latham moved that
in view of the statement made by Mr. C. Beardsley, representing the Alameda
City Land Company, re protection of city's property by refusing to lease any
of the frontage of the Alameda City Land Companyls holding on the road opposite
. the Golf Course for any objectionable business, that the proceedings be dropped-
, The motion was seconded by Mr. Noble and carried unanimously.
16.1 Applications for a permit to sell soft drinks were received from R. C.Green
and Frank Bertolino. Inasmuch as the Chief of Police refused to approve or
recommend these applications, Mr. Noble moved that the same be denied; seconded
Jpy Mr. Latham and carried.
17A/ Applications for a permit to sell soft drinks were received from Marie
Bigler and F. W. Woolworth Co. These applications having been approved
and recommended by Chief of Police, Wm.K. 11ahmuth, Mr. Noble introduced and
moved the adoption of

"Resolution No. 11L2.
Granting a Permit for a License to Sell
Soft Drinks."
Mr. Calcutt seconded the motion to adopt the Resolution and on roll call it was
adopted and passed unanimously.
The following Ordinance came up for passage:
"Ordinance No.
New Series.
An Ordinance Regulating the Parking of Vehicles
Around the High Schod1 Block."
Mr. Latham moved that further consideration of the passage of this ordinance be
postponed until the first regular meeting, of the council in August, 1927. The
motion was seconded by Mr. Noble and carried.
The following ordinances were introduced and laid over under a provision
of the Charter:-

An Ordinance Prohibiting the Depositing
of Sewage on tidelands and requiring arks,
houseboats and other Structures situated
on Tidelands to connect with the Sewer '
System of theCity."
201 "Ordinance No.
New Series.
Amending Section 784 of the Municipal Cede
Relative to the Distribution of
Handbills and Advertising Matter."
21:1, Mr. A. C. Keane, President of the City Planning Commission,addressed the
Council relative to government orders as to the repair of the Nigh Street Bridge,
and submitted a Resolution adopted at a special meeting of the City Planning
.Commission held Tuesday, Lay 17th. After discussion, Mr. Latham introduced
and moved the adoption of
"Resolution No. 11L3.
Relative, High Street Bridge."
11r. Noble seconded the motion to adopt the Resolution and on roll call it was
,adopted and passed unanimously.
Councilman Latham called attention of the council to the official opening
of the Municipal Golf Course on Friday, May 27th, amd on behalf of the
Golf Commission extended the council an invitation to participate in this
official opening. The invitation was unanimously accepted by the Cotncil.
Claims against the General Departments amounting to $4435.58; Police
Department,$192.46; Fire Department, $4P.,4.39; Street Department, $2618.3Q; Health
Department, $42.06; Recreation Department, $199.99; Golf Course Department, $1751.78;
Store Fund, 00.31; Council Relief Fund) $34.65; Health. Center Fund, $,216.41;
Electric Light Fund, $11,301.61 and Initiative Relief Fund, .148.50, having been
approved and audited by the proper officials were listed by the Clerk as follows
