1927-06-07 Regular CC MinutesGTUAR MEETING OF THE CITY COUNCIL OF ALAMEDA, TUESDAY EVENING, JUNE 7TH, 1927. The meeting convened at 8 o'clock with Council-president Otis presidirg.. The roll was called and Councilmen Calcutt, Latham, Neiss, Noble and President Otis (5) were noted present. Absent; None. The minutes of the regular meeting of May 17th, 1927 were approved as read. The minutes of the special meeting of May 31st, 1927 were approved as read. 1.V/ The regular order of business was suspended in order to permit Mr. George H. Hagy, representing the West End Merchants' Association, to address the council requesting official endorsement of a proposed dance to be held at Neptune Beach for the benefit of Mr. Byron Summers, who contemplates entering and representing the City of Alameda at a marathon swim to be held at Lake Ontario. Mr. Neiss so moved, seconded by Mr. Latham and same carried unanimously. Mr. Joseph Brady, representing the J. H. Baxter Co. addressed the council relative to the condition of the Fruitvale Bridge and urged that the council use every endeavor to have the bridge repaired as soon as possible. Mr. Latham introduced and moved the adoption of 7.- 8 9. "Resolution No. 1144. Trgnsferring $15,000.00 from the Electric Light Fund to the General Fund." Mr. Neiss seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. Mr. Neiss introduced and moved the adoption of "Resolution No. 1145. ansferring; $2,944.67 from the Electric Light Fund to the General Fund. Mr. Noble seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously.-, Mr. Latham introduced and moved the adoption of "Resolution No. 1146. Declaring Public Interest and Necessity Require the Acquisition of a Lot for School Purposes." Mr. Calcutt seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. Mr. Noble introduced and moved the adoption of "Resolution No. 1147. Accepting Grant of a Parcel of Land on Bay Island Avenue, and Consenting to the Recordation of said Grant." Mr. Neiss seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. The following papers were ordered filed: Copy of Deed, Noble F. Justice and Marion B. Justice to City of Alameda, re Bay Island Avenue property. Oath of Office, Pat King as Special Police Officer. Report of Municipal Electric Light Plant for month of April, 1927. The following communications were received: 10. From the Alameda Improvement Club, relative to east bay terminus of San Francisco Bay Bridge. Ordered filed. 11,/ From Charles A. Beardsley, Secretary, Alameda City Land Company, relative to this Company's holdings opposite the Municipal Golf Course. Ordered filed. 12.V From Edward A. Allen, requesting the city to repair sidewalk at the south end of Cedar Street. Mr. Latham moved that the communication be referred to the City Manager to report hack to the council. The motion was seconded by Mr. Noble i and carried. 13.4 From the Key Sys em 'Transit Company, advising of the temporary discon- tinuance of the Fernside motor bus line. Mr. Calcutt stated that this bus line was voluntarily put in by the Key System Transit Company at the time the Peerless stage Company offered to install bus lines within the city and even though the High Street Bridge was temporarily out of commission, the Fernside motor bus line should still continue in operation. After further discussion, Mr. Neiss moved that the City Attorney be instructed to ask the Railroad Commission for a hearing in the matter. The motion was seconded by Mr. Calcutt and the same carried unanimously. 14.1ifr From the City Planning Commission containing Resolution relative to San Francisco Bay Bridge. Ordered filed. From the Nayor, Auditor and City Manager, re count of money. Ordered filed. 16o/ From the City Manager, relative to dangerous conditions prevailing on that area of Bay Farm Island now being used as an air field. After discussion, Mr. Neiss moved that the City Manager be instructed to permit no further fly- ing from the so-called air port. The motion was seconded by Mr. Calcutt and carried unanimously. 171 From the City Clerk, requesting annual vacation with permission to leave the State. Mr. Latham moved that the request be granted, seconded by Mr. Noble and carried. 191 Communications were received from Bullock & Kellogg; Peat, Marwick, Mitchell and Company and W. H. Cramer, relative to the audit of the city's books. After discussion, Mr. Latham moved that Mr. W. H. Cramer be employ- ed at a monthly remuneration of $75.00, this employment to continue at the pleasure of the Council. The motion was seconded by Mr. Noble and carried unanimously. From the Alameda Real Estate Board, re Resolution passed that both Central and Santa Clara Avenues between Park Street and Broadway be reclassi- fied to a Business District. Ordered filed. 20.1 From E. M. Shaw, protesting action of Alameda Real Estate Board and opposing reclassification of Central Avenue from Park Street to Broadway. Ordered filed. 21, Mr. Neiss moved that the council, together with the City Manager make an investigation as to the necessity for the creation of a new business district, on streets as outlined by the Alameda Real Estate Board. The motion was seconded by Mr. Latham and carried unanimously. 22.V From the City Planning Commission recommending the denial of the petition for the reclassification of the lot situated on the north side of Central Avenue, approximately 261 feet west of Broadway adjoining the hotel property to a Business District, Class V, permitting the erection of a garage. Mr. Noble moved that action by the council be laid over until such time as the council reports its findings after the proposed investi- gation. The motion was seconded by Mr. Neiss and carried. 23.1 From the City Planning Commission recommending the granting of the petition for the reclassification of the property at 1536 Buena Vista Avenue, from a Residence District, Class I, to a Business District, Class III, Mr. Latham moved that the recommendation of the City Planning Commission be approved, seconded by Mr. Niess and carried unanimously. From the City Planning Commission, recommending the granting of the petition for the reclassification of the property situated on the north side of Buena Vista Avenue, commencing at a point 100 feet east of Oak Street, thence easterly 100 feet from a Residence District, Class II, to a Church District, Class IV. Mr. Latham moved that the recommendation of the City Planning Commission be adopted, seconded by Mr. Calcutt aril carried unanimously. 24. 251 From City Attorney Locke, containing progressive report re estuary bridges. Ordered filed. 26A/ In the matter of the hearing on the counci l's own initiative for the reclassification of the lot situated on the west side of Benton Street, commencing at a point fifty feet north of Encinal Avenue. Mr. Noble moved that the present proceedings be dropped and that the City Clerk_ re-post notices to change zone from a Business District, Class V, to-a Residence District, Class II. The motion was seconded by Mr. Latham and sane carried unanimous 28. The following Ordinances came up for passage and were read by the erk:- "Ordinance No. New Series, An Ordinance Prohibiting the Deposit of Sewage on Tidelands, and Requiring Arks, House-Boats and other Structures Situated on Tide Lands to Connect with the Sewer System of the City." Mr. Carl Strom was present in the council chamber and protested the passage of the ordinance. After discussion, Mr. Latham moved that further considera- tion of the passage of the ordinance be laid over for further investigation. /The motion was seconded by Mr. Noble and same carried unanimously. "Ordinance No. New Series. Amending Section 784 of the Municipal Code Relating to the Distribution of Handbills and Advertising Matter." Mr. Calcutt moved that the ordinance as read be adopted, seconded by Mr. Latham and on roll call it was adopted and passed unanimously. 32.1 33., 34.V 3 The following Ordinances were introduced and laid over under a provision of the Charter:- " Ordinance No. New Series. Amending Section 1 of Ordinance No. 195, N. S. 'Providing for the Regulation and Licensing of Air-planes, Sea-planes, Hydro-planes, Balbons and Other Aircraft in the City of Alameda," so as to require all air-craft whether housed in the City or elsewhere to be subjected to the Regulations of said Ordinance No. 195, New Series. "Ordinance No. New Series. Reclassifying Property. 1536 Buena Vista Ave." "Ordinanle No. New Series. Reclassifying Property. (Church "Ordinance No. New Series. Reclassifying Property. Bay Farm Island, Class VII "Ordinance No. New Series. Reclassifying 13roperty. Bay Farm Island, Class IV." "Ordinance No. New Series. Providing that Multiple Dwellings of Class II When of Steel Frame or Reinforced Concrete Construction may be Seven (7) Stories and a Basement in Height." Mr. Neiss moved that Fire Chief W. T. Steinmetz be allowed a sum not to exceed $165.00 to attend the Fire Chief's Convention to be held in Portland during August. The motion was seconded by Mr. Calcutt and on roll call carried by the following vote:- Ayes: Councilmen Calcutt, Latham, Neiss and Noble. (4). Noes: Council-president Otis, (1). Absent: None.
