The meeting was called to order by President Otis and on roll call Council- men Calcutt, Latham, Neiss, Noble and President Otis, (5) were noted present. Absent: None. President Otis stated that a special meeting of the Council should be called in order to pass a Resolution relative to the San Francisco Transbay Bridge. All councilmen unanimously waived the charter provision relative to notices as to special meetings of the council and thereupon Mr. Latham introduced and moved the adoption of "Resolution No. 1148. Approving Application of City and County of San Francisco for a Permit for San Francisco Transbay Bridge." Mr. Calcutt seconded the motion to adopt the Resolution. Mr. Neiss objected to the "Resolved" clause of the Resolution stating that while he was in favor of a transbay bridge he objected to the east bay terminal being placed on the Alameda Mole, which he understood was the location called for in the approval of Plan No. 1 of the Board of Bridge Engineers of San Francisco. The "Resolved" clause of the Resolution to which Councilman Neiss objected read as follows: "NOW THEFORE, be it resolved by the Council of the City of Alameda that it does hereby give approval to the lo- cation of a transbay bridge as outlined in location No. 1 of the Board of Bridge Engineers of San Francisco and endorses the application of the City and County of San Francisco before the War Department for a permit for such bridge." Mr. Latham moved that the "Resolved" clause be amended to read as follows: "NOW THEREFORE, be it resolved by the Council of the City of. Alameda that it does hereby give approval to the pro- position of a transbay bridge and endorses the application of the City and County of San Francisco before the War Depart- ment for a permit for such bridges provided it does not inter- fere with the harbor development plans of Alameda." The motion to adopt the amendment was seconded by Mr. Calcutt and same carried by the following vote:- Ayes: Councilmen Latham, Calcutt, Noble and President Otis, (4). Noes: Councilman Neiss, (1).
