1927-08-16 Regular CC Minutes
REGULAR UMING 02 THE COUNCIL OF THE CITY OF ALAMEDA, TUESDAY EVENING, AUGUST 16TH, 1927, The meeting convened at 8 o'clock with Council-president Otis presiding. The roll was called and Councilmen Calcutt, Latham, Neis, Noble and President Otis, (5) were noted present. Absent: None. The minutes of the regular meeting of August 2nd, 1927 were approved as read. Mr. Latham introduced and moved the adoption of "Resolution No. 1165. Ordering the Cancellation of Taxes on Homes Bought for Veterans." Mr. Neiss seconded the motion to adopt the Resolution and on roll call it as adopted and passed unanimously. The following papers were ordered filed: Report of the Municipal Electric Light Plant for the month of June, 1927. 3.V Affidavit of publication, Notice to Taxpayers, re Board of Equalization , meeting. 4.V Reports of Alameda Belt Line from September, 1926 to June, 1927. The following communications were received: From City Attorney Locke, re Park Street widening. Piled. 6 From The Board of Supervisors, re committee on estuary bridges. Piled. From California State Board of Health, re Health Officers' Conference at Convention of League of California Municipalities. Piled. From the East Side Consolidated Civic Clubs, requesting endorsement of a year-round low level road through the Sierra Nevada Mountains, as per a resolu- tion passed by the East Side Consolidated Civic Clubs at a meeting held August 8, 1927. After discussion, Mr. Neiss moved that the council endorse the Resolution as contained therein. The motion was seconded by Mr. Latham and same carried unanimously. From the League of California Municipalities containing official call for the 29th Annual Convention. Ordered filed. 1O.,V From the Alameda Improvement Club, relative to publication of budget. Ordered filed. 11.V From Louis Bartlett, containing petition for closing portions of Clement Avenue and Hibbard Street. After discussion, Mr. Latham introduced and moved the adoption of "Resolution No. 1166. Resolution of Intention No. 82, New Series, for Closing that Portion of -Clement Avenue lying West of Grand Street and Connecting with Hibbard Street, also that Portion of Hibbard Street Lying North of Eagle Avenue, and Connecting with Clement Avenue.- Mr. Neiss seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. A communication was presented to the council by Harry L. Davis, Chairman of a committee of property owners and members of the Alameda Homes Portective Association, requesting information relative to plans to extend Bay Island Avenue. This information was given to those present, as was read the report of the city manager to the council, and the city engineer's estimated cost of said improvement. The communication was ordered filed. 13.k/ From A. Chavez, re condemnation,of right of way into property owned by him on Harrison Avenue. After discussiOn, Mr. Latham moved that the matter be referred to the City Manager and City Attorney, seconded by Mr. Neiss and carried. 14.v From City Attorney Locke, approving claim of the Alameda Business and Pro- fessional Women's Club in amount of $250.00. Mr. Neiss moved that the claim be paid, seconded by Mr. Latham and on roll call carried unanimously. 15.V A Resolution was read relative to the replacing of the Park Street, Fruitvale Avenue and High Street bridges with modern quick acting type, as soon as possible, presented by the Lumber companies of the east bay cities. Mr. Latham moved that the Resolution be referred to the Bridge Committee, seconded by Mr. Noble and carried unanimoutly. 16n6/ An application for a permit to sell soft drinks was received from Mary Cruz, 1536 Buena Vista Avenue. Inasmuch as this did not receive the approval or recommenda- tion of Chief of Police, Wm. H. Uahmuth, Mr. Latham moved that the request be denied, seconded by Mr. Neiss and carried unanimously. 18. 19./ 20. I 21, Applications for permits to sell soft drinks were received from G. C. Engelman and E. O. Williams, Inasmuch as these applications were approved and redommended by Chief of Police, Wm. H. WahMuth, Mr. Noble introduced and moved the adoption of "Resolution No. 1167. Granting a Permit for a License to Sell Soft Drinks." Mr. Neiss seconded the motion to adopt the Resolution and on roll call it was adopt- ed and passed unanimously. In the matter of the hearing of the removal of the dilapidated building at 3214 Washington Street, Mr. Calcutt moved that the hearing be continued until the next regular meeting of the council. The motion was seconded by Mr. Latham and came carried unanimously. A communication was received from the Ide Syrup Company, requesting per- mission under a temporary permit to manufacture syrup at 523 Santa Clara Avenue, until a suitable site could be obtained elsewhere. After discussion, Mr. Latham Moved that the matter be left in the hands of the City Manager with poaer to act, seconded by Mr. Calcutt and carried. An emergency ordinance entitled "Ordinance No. New Series. An Emergency Ordinance Prohibiting the Driving of a Vehicle on any of the Estuary Bridges after the Siren or other Signal has Announced that such Bridge is about to be Opened." was presented by Mr. Latham and read by the Clerk. Mr. Latham moved its adoption as read, seconded by Mr. Neiss and on roll call it was adopted and passed unani- mously. Mr. Neiss moved that the City Manager be instructed to have proper signs erected and that publicity be given to the adoption of the above ordinance. The motion was seconded by Mr. Calcutt and on roll call carried unanimously. 22./ Mr. Neiss introduced and moved the adoption of "Resolution No. 1168. Rescinding Former Proceedings for the Im- provement of Park Street." Mr. Noble seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. 23.7 Mr. Latham introduced and moved the adoption of "Resolution No. 1169. Establishing New. Curb CLines on a Portion of Park Street." Mr. Calcutt seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. 24.d Mr. Neiss introduced and moved the adoption of "Resolution No. 1170. Establishing New Curb Grades on a Portion of Park Street." Mr. Calcutt seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. 25.v Mr. Latham introduced and moved the adoption of "Resolution No. 1171. ReSOlution Adopting Plans and Specification Mr. Calcutt seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. 26. Mr. Latham introduced and moved the adoption of "Resolution No. 1172. Resolution of Intention No. 83, New Series. (Park Street) Mr. Calcutt seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. Claims aginst the General Departments amounting to 0608.06; Police Department ,302.11; Fire Department, $201.51; Street Department, $5034.55; Health Department, 01.91; Recreation Department, $276.27; Golf Course Department, $1327.83; Store Department $56.30; Council Relief Fund, $81.29; Health Center Fund, $204.73; Electric Light Fund, $9161.76; Initiative Relief Fund, $292.00 and Compensation Insurance Fund, $89.50 having been approved and audited:by the proper officials wexe listed by the Clerk as follows: Labor Alameda Bus. & Pro.
