1927-09-20 Regular CC MinutesREGULAR MEETING OF THE COUNCIL OF THE CITY OF ALAMEJA,
TUESDAY EVENING, SEPTEMBER 20TH, 1927.
The meeting convened at 8 o'clock with Council - president Otis presiding.
The roll was called and Councilmen Calcutt, Latham, Neiss, Noble and
President Otis, (5) were noted present.
The minutes of the regular meeting of September 6th, 1927 were approved as
read.
The following papers were received and filed:
1. Affidavit of publication of delinquent tax sales to City of Alameda.
2./ Report of Alameda Belt Line for July, 1927.
Report of East Bay Municipal Utility District, as of September 16, 1927.
Official budget for 1927 -28.
President Otis stated that he wished to be recorded as objecting to certain
items appearing in the budget, first, that of the amount of 03500.00 for community
advertising as being excessibe and because many things were done under the head
of advertising which he believed to be unlawful, and, secondly, the items of
salary of Redemption Clerk of 01200.GO and salary of License Collector of 01200,
to which he had objected to in the past, as in his opinion they were not in accord-
ance with the charter.

Mr. Latham introduced and moved the adoption of
"Resolution Bo. 1175.
Determining t -.e Rate and Levying the tax 1927 -28."
Mr. Noble seconded the motion to adopt the Resolution and on roll call it was
adopted and passed unanimously.
The following communications were received:
From Harriet Louis, re lumber. Ordered filed.
8/ From the City Planning Commission containing amended report re improvement
of Webster Street. Mr. Noble moved that the matter be referred to the Committee
of the Wholes seconded by Mr. Latham and carried.
9.V In the matter of the hearing on the dilapidated building situate at
2241 Pacific Avenue, Mr. E. M. Shaw, Agent of the owner, stated he had been
unable to get into communication with Mrs. Briand. After discussion, Mr. Noble
moved that the hearing be continued to the regular meeting of the council to be
held October 4th, 1927, seconded by Mr. Latham and carried.
10.W In the matter of Resolution of Intention No. 82, New Series, providing for
the closing of portions of Hibbard Street and Clement Avenue, the Clerk stated
that no protests in writing had been received. Thereupon Mr. Latham introduced
and moved the adoption of

"Resolution No. 1176.
Closing that portion of Clement Avenue lying West of
Grand Street and running into and connecting with Hibbard
Street, and that portion of Hibbard Street lying north of
Eagle Avenue, and running into and connecting with Clement
Avenue, all in the City of Alameda, Couhty of Alameda,
State of California."
Mr. Noble seconded the motion to adopt the Resolution and on roll call it was
adopted and passed unanimously.
Mr. Latham moved that when the council adjourn it does so to meet in
adjourned regular meeting on Tuesday evening, September 27th, 1927 at 8 o'clock,
seconded by Mr. Calcutt and carried.
In the matter of the widening of Park Street, under Resolution of Intention
No. 83, New Series, the Clerk stated that no protests had been received. Mr.
Latham moved that the matter be continued to the adjourned regular meeting to
be held Tuesday evening, September 27th, 1927, seconded by Mr. Calcutt and carried.
Applications for soft drink licenses were received from R. M. Russell,
Lincoln Avenue and Sherman Street; J. Ferreira, 1214 Lincoln Avenue; and Jos. A.
Santa, 1536 Buena Vista Avenue. Inasmuch as they had not been approved nor
recommended by Chief of Police, Wm. H. Wahmuth, Mr. Calcutt moved that the appli-
cations be denied, seconded by Mr. Noble and carried.

The following Ordinances came up for passage and were read by the Clerk:

Mr. Latham moved that the ordinance as read be adopted, seconded by Mr. Noble
and on roll call it was adopted and passed unanimously.

(South Shore Drive and Flower Lane, Bay Farm Is.
Mr. Neiss moved that the ordinance as read be adopted, seconded by Mr. Noble and
on roll call it was adopted and passed unanimously.
"Ordinance No.
New Series.
An Ordinance Prohibiting the Deposit of Sewage on
Tidelands, and Requiring Arks, House -Boats and Other
Structures situated on Tidelands to Connect with the
Sewer System of the City."
Mr. Neiss moved that the passage of the ordinance be laid over to the regular
meeting of the Council to be held November lst, 1927, seconded by Mr. Noble and
carried.
The following ordinance was introduced and laid over under a provision
of the Charter s -
"Ordinance No.
New Series.
Repealing Section 514 of the Municipal Code
Which Imposes a License Tax on Dyeing and
Cleaning Establishments."
The Clerk stated that the lease between the City of Alameda and Chadwick
Thompson and Virgil C. Skinner, re airport, was read for signing. Mr. Neiss
moved that the Mayor be instructed to sign said lease, seconded by Mr. Calcutt
and carried. Captain Chadwick Thompson addressed the council giving a resume
of the work acoomplished up to the present time on the construction of the
airport.
.Mr. F. R. Neville addressed the council representing the Alameda Im-
provement Club, requesting the re- submission of the matter of Government Island
to the people at the proposed special election to be held in conjunction with the
bond election of the East Bay Municipal Utility District. Mr. A. Strehlow, Merrill
Robinson, August Freese, Dr. Wm. F. Pierce, A. R. Linn, Secretary of the Chamber
of Commerce, Mrs. Alice Caton, Lochiel M. King, Clarence Traver and Conrad
Roth also addressed the council on the matter. Mr. Calcutt moved that the
City Manager and City Attorney be instructed to communicate with the proper
government authorities and endeavor to have them cancel the lease on Government
Island, or as much of the Island as the Government is not using, with the object
of having the Island developed for terminal and shipping purposes. Mayor Otis
seconded the motion. After discussion Mr. Latham moved to amend the foregoing
motion and refer the entire matter to the Committee of the Whole. The amended
motion was seconded by Mr. Neiss and same carried as amended.
Claims against the General Departments amounting to $454.98; Police
Department, '114.80; Fire Department, $161.70; Street Department $2920.92; Health
Department, 098.31• Recreation Department, $245.40; Golf Course Department, $1191.67;
Store Department, $52.50; Social Service Department, $136.70; Health Center Fund,
$200.02; Electric Light Fund, $10,012.93 and Initiative Relief Fund, $341.75
having been approved and audited by the proper officials were listed by the Clerk
