TUESDAY EVENING, OCTOBER 4TH, 192/.
The meeting convened at 8 o'clock with Council-president Otis presidlng.
The roll was called and Councilmen Calcutt, Latham, Neiss, Noble and President
Otis, (5) were noted present,
The minutes of the regular meeting of September 20th, 1927 were approved as
read.
The minutes of the adjourned regular meeting of September 27th, 1927 were
approved as read.

1.V/ Mr. Latham introduced and moved-the adoption of
the adjourned regular meeting of September 28 27 were
"Resolution No. 1179.
ansferring $6,187.50 from theTerectric Light Fund
to the Interest and Redemption Fund."
Mr. Neiss seconded the motion to adopt the Resolution and on roll call it was adopted
and passed unanimously.
Mr. Neiss introduced and moved the adoption of
"Resolution No. 1180.
Transferring $10,000.00 from the Electric Light Fund
to the General Fund."
Mr. Noble seconded the motion to adopt the Resolution and on roll call it was adopted
and passed unanimously.
Mr. Noble introduced and moved the adoption of
"Resolution No. 1181.
Transferring $2,864.27 from the Electric Light Fund
to the General Fund."
Mr. Latham seconded the motion to adopt the resolution and on roll Call it was adopted
and passed unanimously.
Mr. Latham introduced and moved the adoption of
"Resolution No. 1182.
Transferring f$500.00 from the General Fund to the
Initiative Relief Fund."
Mr. Neiss seconded the motion to adopt the Resolution and on roll call was adopted
and passed unanimously.
The following papers were received and filed:
5./ Continuation certificates on bonds of Walter J. Plummer and Clark Woodbury,
Municipal Electric Light Plant employees.
6. Report of the Municipal Electric Light Plant for the month of August, 1927.
7. Report of East Bay Municipal Utility district, as of September 26, 1927,
8. Oath of office, Harry P. Stow as member of the City Planning Commission.
9.1/ Executed lease, city of Alameda to Thompson & Skinner, airport site.
The following communications were received:
10." From the Alameda Improvement Club, re belt line railway crossing at Webster
Street. Mr. Neiss moved that the communication be referred to the City Attorney.
The motion was seconded by Mr. Latham and carried unanimously.
From the Alameda Improvement Club, re $500.00 appropriation for 1928 Fourth
of July celebration. Mr. Latham moved that the communication be referred to the City
Attorney for answer. The motion was seconded by Mr. Noble and carried.
12 A petition of protest, signed by various property owners in the vicinity of
Ninth Street and Central Avenue protesting the erection of a shed upon the property,
was read. City Attorney Locke stated that the matter was previously reclassified under
our Zoning Ordinance to a Class V District and for that reason the council had no
authority in the matter. After a further discussion, however, the matter was left
in the hands of the present lessee and the protestants to arrive at an amicable
greement.
13. In the matter of the removal of the dilapidated building at 2241 Pacific
Avenue, Mr. Latham moved that the matter be continued until the next regular
meeting of the council to be held October 18th, 1927. The motion was seconded by
Mr. Neiss and carried unanimously.
14Y In the matter of hearing of protests under'Resolation Of Intention, No. 83,
New Series. (Widening of Park Street), Mr. Neiss moved that the matter be continued
until the regular meeting of the council to be held November 15th, 1927. The motion
was seconded by Mr. Noble and carried unanimously.
The following Ordinance came up for passage and was read by the Clerk:
15, "Ordinance No.
New Series.
Repealing Section 514 of the Municipal Code
Which Imposes a License Tax on Dyeing and
Cleaning Establishments."
Mr. Neiss moved that the Ordinance as read be adopted, seconded by Mr. Latham and
on roll call it was adopted and passed unanimously.
16. An Ordinance entitled
"Ordinance No.
New Series.
An Ordinance Ordering, Calling, Providing for
and Giving Notice of a Special Election to be
Held in the City of Alameda, State of California,
on Tuesday, November 1, 1927, for the Purpose of
Submitting to the Qualified Electors of said City
Propositions to Incur Bonded Debts by said City
for Certain Municipal Improvements Therein."
Mr. Noble moved that the ordinance as previously read by City Attorney Locke
be adopted. The motion was seconded by Mr. Latham and on roll call the ordinance
was adopted and passed unanimously.
17/ Ordinance entitled
"Ordinance No.
New Series.
An Ordinance Ordering, Calling, Providing For,
and Giving Notice of a Special Election to be
held in the City of Alameda, State of California,
on Tuesday, the First Day of November, 1927, for
the Purpose of Submitting to the Qualified Electors
of said City Ordinance No. 346, N. S. Reclassifying
Lot on the Northern Side of Central Avenue, 261 feet
West of Broadway so as to Enable the Construction
of a Garage Thereon."
Mr. Neiss moved that the ordinance as previously read by City Attorney Locke be
adopted. The motion was seconded by Mr. Latham and on roll call it was adopted
and passed unanimously.
An application was received from the Great Western Power Company, approved
by the Board of Public Utilities of the City of Alameda, for permission to con-
struct a power line from the Alameda Mole to the Tube. There being no objections,
Mr. Latham introduced and moved the adoption of
"Resolution No. 1183.
Granting Application to Construct a Power Line
from the Mole to the Tube."
Mr. Noble seconded the motion to adopt the Resolution and on roll call it was
adopted and passed unanimously.
l9d An applicatinn was received from the Great Western Power Company, approved
by the Board of public Utilities of the City of Alameda, for permission to bring
in stand-by electric service. There being no objections, Mr. Neiss introduced
and moved the adoption of
"Resolution No. 1184.
Granting Permission to Bring in Stand-by
Electric Service."
Mr. Latham seconded the motion to adopt the Resolution and on roll call it was
adopted and passed unanimously.
20. V( An application was received from the Great Western Power Company, requesting
a temporary permit for shifting power cable, and approved by the Board of Public
Utilities of the City of Alameda. There being no objections, Mr. Latham intro-
duced and moved the adoption of
"Resolution No. 1185.
Granting Temporary Application for Shifting
Electric Power Cable."
Mr. Neiss seconded the motion to adopt the Resolution and on roll call it was
adopted and passed unanimously.
21N Mr. Noble introduced and moved the adoption of
"Resolution No. 1186.
Sale of Firehouse Lot - Court and Jackson Streets."
Mr. Latham seconded the motion to adopt the Resolution and on roll call it was
adopted and passed unanimously.
22:1 Mr. Noble moved that the automobile upaeep allowance allowed City Manager
Hickok be allowed Acting City Manager Varcoe during the City Manager's absence
from the city. The motion was seconded by Mr. Latham and on roll call it was
carried unanimously.

Health -Department, 0184.97; Recreation DepartmaTt, 0117.96; Golf Course Department,
02010.57; Store Department, $10.301 Council Relief Fund, 077.84; Health Center Fund,
$137.95; Electric Liglit Fund, $3586.55; Pension Fund, $944.16; Initiative Relief
Fund, $201.70; East Bay Water Co. Payments Fund, $2848.32; and Compensation Insurance
Fund 0103.74 having been approved and audited by the proper officials were listed by
