1927-11-16 Regular CC MinutesREGULAR MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA, TUESDAY EVENING, NOVaDER 16TH, 1927. The meeting convenad at 8 o'clock with Council-president Otis presiding, The roll was called and Councilmen Calcutt, Latham Otis, (5) were noted present. Absent: None. The minutes of the regular meeting of November 1, The following papers were received and filed: Neiss, Noble and President 927 were approved as read. le. Copy of Deed, City of Alameda to Giobatti Massola, firehouse lot. 2.v Copy of Assignment of License Agreement City of Alameda to the Great Western Power Company. 3,V Annual Report of the City Manager. 4,,i Affidavit of posting and mailing notice to abate nuisance, re 2241 Pacific Avenue, 5e/ Affidavit of posting Resolution Declaring Public Nuisance, 2241 Pacific Avenue. Various matters previous y referred to the Committee of the Whole for consideration then preparing 1927-28 budget: • Petition, Fire Department re increase in salaries. . Petition, :Police Department, re increase in salaries. North Side Protective Club, re publicity to council meetings. Chamber of Commerce, re opening and paving Bay Island Avenue, Report, City Planning Commission re Bay Island Avenue extension. Report, City Manager re cost of Bay Island Avenue extension. Alameda Improvement Club, re Vowinckel property for park purposes. vh. Petition from various persons re park at South Shore between Park Street and High Street. ei. Chamber of Commerce re widening Park Street. A. Alameda Real Estate Board, re widening Park Street. jk.. Estimated cost and specifications for widening Park Street. vi. Report, City Planning Commission, re opening certain streets in West End,e Alameda Improvement Club, re opening certain streets in West End. /n. Report, Council committee, re improvement and widening Webster Street. vb. Report, City Planning Commission, re improvement and widening Webster Street. ep. Alameda Improvement Club, re fund to employ special counsel in public service corporations. The following communications were received: -Irom the City Planning Commission, advising the eouncil of meeting of November 30th for the purpose of discussing proposed . changes to zoning ordinance. Ordered filed. From the City Planning Commission, urging the council to take steps to improve Webster Street. Mr. Neiss moved that President Otis appoint a committee for the purpose of investigating what action would be suitable to take relative to this improvement and that this committee report back at the next meeting of the council. The motion was seconded by Mr. Latham and carried. Thereupon the President appointed the following to sorve as such committee: City Manager, City Attorney and Mayor Prank Otis. From the Alameda Chamber of Commerce, urging the council to improve Webster Street at the earliest opportunity. Mr. Latham moved that the communication be re- ferred to the Webster Street Committee, just appointed. The motion was seconded by Er. Neiss and carried unanimously. 10./ From the Alameda Improvement Club, urging the immediate improvement of Webster Street. This communication was referred to the Webster Street Committee. 11. From Burdette A. Palmer, commending the Fire Department. Ordered filed. 12. From City Attorney Locke, re claim of :1250.00 for H. G. Butler, Consulting Engineer. Ordered filed. From the American Dredging Company requesting permission to deposit dredged materials on the westerly portion of Tract 39 and the southeasterly portion of Tract 45. After discussion, Mr. Latham moved that the matter be referred to the City Manager with power to act, seconded by Mr. Neiss and carried. In the matter of the further hearing of protests under Resolution of Intention No. 63,N. S. re widening of Park Street, Er. Latham moved that all further proceedings under this Resolution of Intention be dropped. The motion was seconded by Mr. Neiss and Same carried unanimously. 15.1/ The Clerk announced that the time had arrived for the canvas of election returns and thereupon Mr. Latham introduced and moved the adoption of u'eesolutien No. 1195. Declaring Result of Special Bond Election." Mr. Neiss seconded the motion to adopt the Resolution and on roll call it was adopted and passed by the following vote, to wit: Ayes: Councilmen Calcutt, Latham, Neiss, Noble and President Otis, (5). Noes: None. Absent: None. 16V Mr. Neiss introduced and moved the adoption of "Resolution No. 1196. Declaring Result of Referendum Election." Mr. Latham seconded the motion to adopt the Resolution and on roll call it was adopt- ed and passed'by the following vote:- Ayes: Councilmen Calcutt, Latham, Niess, Noble and President Otis, (5). Noes: None, Absent: None. 17.Y Mr. Neiss called attention of the council to the proposed removal or curtailment of service of the Southern Pacific horseshoe trains and moved that a committee of five be appointed by the Mayor in 'Order to call a meeting of the different civic bodies in the city to obtain an expression as to such removal. The motion was seconded by Mr. Latham and carried unanimously. Thereupon President Otis appointed the following to serve as such committee:- Councilmen Neiss and Noble, President Otis, City Attorney Locke and City Manager Hickok. 18.\/ Mr. Latham moved that an amount of 0200.00 be allowed for advertising in the Tribune Annual. The motion was seconded by Mr. Noble and carried unanimously. Claims against the General Departments amounting to 04180.30; Police Depart- ment 3903.43; Fire Department $146.07; Street Department, 03915.91; Health Depart- ment 0200.92; Recreation Department 0317.56; Golf Course Department, $3026.78; Store Department, $65.25; Counoil Relief Fund $58.96; Health Center Fund $32.97; Electric Light Fund $11,305.72; Initiative Relief Fund $250.00; and Compensation Insurance Fund $10.00, having been approved and audited by the proper officials were listed by the Clerk as follows: Labor Election Officers Alameda Land Company Alameda Steam Laundry Assn.
