1927-12-06 Regular CC MinutesREGULAR MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA, TUESDAY EVENING, DECEMBER 6TH, 1927. The meeting convened at 8 p. m. with Council-president Otis presiding. The roll was called and Councilmen Calcutt, Latham, Neiss, Noble and President Otis, (5) were noted present. Absent: None. . The minutes of the regular meeting of November 15th were approved as read. Mr. Latham introduced and moved the adoption of "Resolution No. 1197. Authorizing the Recreation Department to Conduct a Public Christmas Tree Festival for Children, and Appropriating $200.00 for the Expenses Thereof." Mr. Neiss seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. Mr. Neiss introduced and moved the adoption of 'Resolution No. 1198. Authorizing the Auditor and the Treasurer to Pay Salaries of Offioials and Employees." Mr. Noble seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. 3.V Mr. Noble introduced and moved the adoption of "Resolution No. 1199. Transferring $2700.86 from the Electric Light Fund to the General Fund." Mr. Latham seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. 4.11 Mr. Latham introduced and moved the adoption of "Resolution No. 1200. Transferring 02500.00 from the Electric Light Fund to the Compensation Insurance Fund." Mr. Neiss seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. The following papers were ordered filed; 5."/ Oath of office of Stanley Sharp as member of the City Planning Commission.. 6.N/ Oaths of office of Robert S. Carroll, Charles B. Gully and Floyd E. Drake as police officers. 7.1 Permit and bond, American Dredging Company, for depositing dredged materials on portions of Tracts 39 and 45. 8.1 Executed lease between the city of Alameda and Harbor Tug and Barge Co. 9.V Report of Municipal Electric Light Plant for October 1927. 10. Affidavit of posting and mailing notice to abate nuisance, 2241 Pacific Avenue. The following communications were received: From the Mayor advising the council of the appointment of Stanley Sharp as a member of the City Planning Commission to succeed Edwin J. Symmes, resigned. Filed. 12./ From E. M. Shaw, relative to dilapidated building, 2241 Pacific Avenue. Mr. Neiss moved that action in the matter be continued for two weeks, seconded by Mr. Latham and carried. 13:4/ From Alameda Improvement Club, re street car fares on the regional or zone plan. Mr. Latham moved that the communication be referred to a committee of the whole meeting to be held Tuesday evening, December 13th at 7:30 o'clock in the office of the City Manager, and that the officials of the Key System Transit Company and a committee from the Chamber of Commerce be requested to be present at that time for the purpose of discussing various matters relative to the street car service through the tube, fares and the proposed removal of the High Street and Haight Avenue bus lines. The motion was seconded by Mr. Neiss and carried. 14.,/ filed. 1 . Copy of Resolution awarding pension to Mrs. Elizabeth Hadley, Widow of . Hadley, deceased. Ordered filed. From the Mayor, Auditor and City Manager, re count of money. Ordered 16.V From the City Planning Commission, recommending the reclassification of the northeast corner of San Jose Avenue and Park Street, from a Business District, Class III to a Business District, Class V. Mr. Neiss moved that the recommendation of the City Planning Commission be adopted, seconded by Mr. Latham and carried unanimously. 17 18. 20. 21. V/ 22.1 23. 24. From City Attorney, Wm. J. Locke, relative to request of Key System Transit Company to abandon High Street motor bus service. Mr.. Latham moved that the com- munication be referred to the committee of the whole meeting to be held Tuesday evening, December 13, 1927. The motion was seconded by Mr. Neiss and carried unanimously. Chairman Neiss submitted the report of the findings of the committee appointed on the curtailment of the horseshoe service and moved that the report be adopted and filed. Mr. Calcutt seconded the motion and such was the order. Dr. Wm. F. Pierce addressed the council and stated that he objected to the recommendations of the committee. Chairman Calcutt of the Estuary Bridge Committee of the council, submitted the second report of the joint committee on estuary bridges. Mr. Neiss moved that the report be accepted and filed. The motion was seconded by Mr. Latham and carried. Copy of Resolution of the city council of the city of Oakland re report Of Estuary Bridge Committee. Ordered filed. The report of the committee appointed to investigate the matter of the im- provement of Webster Street was submitted and read to the council. Mr. Neiss moved that this matter be made, a special order of business at the next regular meeting of the council to be held December 20th. The motion was seconded by Mr. Latham and same carried unanimously. Application of the American Dredging Company for permission to construct and maintain an electric cable in the city of Alameda. Inasmuch as this appli- cation received the recommendation of the Board of Public Utilities, Mr. Latham moved that the application be granted, seconded by Mr. Noble and carried unani- mously. An application for a permit to sell soft drinks was received from H. S. Johnson. Inasmuch as this application did not receive the recommendation or approval of the Chief of Police, Mr. Latham moved that the application be denied, seconded by Mr. Calcutt and carried unanimously. The following ordinance was introduced and laid over under a provision of the Charter:- 25.1 "Ordinance No New Series. Reclassifying Property. (Northeast corner of San Jose Avenue and Park Street.)" 260 A request was received from the Board of Education, through City Manager Hickok,for thirty sweaters at an estimated cost of $4.50 each, to be used by the school children traffic officers. After discussion, Mr. Latham moved that an amount not to exceed $135.00 be appropriated for such purpose. The motion was seconded by Mr. Neiss and on roll call carried unanimously. Claims against the General Fund amounting to $4200.99; police department, 416.31; Fire Department, $418.10; Street Department, $4956.14; Health Department, 252.90; Recreation Department, $1507.92; Golf Course $2297.37; Store Departmeht, 55.97; Council Relief Fund, $304.88; Health Center, $68.25; Electric Light Fund, 6246.38; School General Fund, $161.53; Pension Fund, $944.16; Initiative Relief Fund, $128.50; East Bay Water Company Payments Fund, $2845.75; and Compensation Insurance Fund, $95.10 having been approved and audited by the proper officials were listed by the Clerk as follows: Labor Adams, C.C.
