1927-12-20 Regular CC MinutesREGULAR MEETING OF THE COUNCIL OP THE CITY OF ALAMEDA,
TUESDAY EVENING, DECEMBER 20TH, 1927.
The meeting convened at 8 o'clock with Council-president Otis presiding.
The roll was called and Councilmen Calcutt, Latham, Neiss, Noble and
President Otis, (5) were noted present. Absent: None.
The minutes of the regular meeting of December 6th, 1927 were approved as
read.
Mr. Calcutt introduced and moved the adoption of
"Resolution No. 1201.
Transferring $416.57 from the Pension Fund
to the Geneml Fund."
Mr. Latham seconded the motion to adopt the Resolution and on roll call it was
adopted and passed unanimously.

"Resolution. No. 1202, .
Transferring $73.46 from the Compensation Insurance
Fund to the General Fund."
Mr.Calcutt seconded the motion to adopt the Resolution and on roll call it was
adopted and passed unanimously.
The following papers were ordered filed;
Contieuati)n Certificate on bond of Edith Anderson, Municipal Electric
Light Plant employee.
Affidavit of posting Notice of Expenses re dilapidated building, 1560
Buena Vista Avenue.
Affidavit of posting and mailing Notice to Abate Nuisance, re dilapidat-
ed building, 2618 Lincoln Avenue.
In the matter o± the hearing of the removal of the dilapidated building
at 2618 Lincoln Avenue, Building Inspector Rogers stated that the owner, D. A.
Cohen, had promised to repair the same and requested a further postponement
of two weeks. Mr. Calcutt so moved, seconded by Mr. Noble and carried.
The following communications were received:
From the Key System Transit Company requesting to be advised of the
personnel of the Transportation Committee when appointed by Mayor Otis. Ordered
filed.
From the Mayor advising the appointment of Councilmen George H. Noble,
Alfred Latham and Wm. R. Calcutt; City 'Tanager, Clifton E. Hickok and City
Attorney," Wm. J. Locke, as a Transportation Committee to confer with the. Key
System Transit Company. Ordered filed.
0 From the Fernside Home Owners Association, relative to the installation
of sidewalks at Fernside Station. City Engineer Hamilton stated that owners of
the proper affected have agreed to install the sidewalks as requested. Thereupon
Mr. Calcutt moved that the communication be referred to the city manager and
city engineer. The motion was seconded by Mr. Noble and carried unanimously.
104 From City Manager Hickok, recommending the soft drink license of A.
H. Albertson be cancelled. After discussion, Mr. Calcutt moved that the license
be revoked immediately. The motion was seconded by Mr. Otis and same carried.

From City Manager Hickok, recommending that the soft drink license of
Edward Norton, 1205-B Lincoln Avenue be revoked. Mr. Noble moved that the
recommendation be adopted and that the license be immediately cancelled. The
motion was seconded by Mr. Calcutt and same carried unanimously.
From the Alameda Improvement Club, relative to the installation of
busses as against the street car. Mr.. Latham moved that the communication be
referred to the Transportation Committee. The motion was seconded by Mr. Calcutt
and carried unanimously.
From the Alameda Improvement Club, relative to fares to Alameda Airport
site. Mr. Neiss moved that the communication be referred to the City Manager and
City Attorney for investigation with instructions to endeavor to have the same
fare established as now prevails between stations in Alameda. The motion was
seconded by Mr. Noble and carried unanimously.
The following Ordinance came up for passage and was read by the Clerk:
"Ordinance No.
New Series.
Reclassifying Property.
(Northeast corner of San Jose Avenue and Park Street.)
Mr. Neiss moved that the ordinance as read be adopted, seconded by Mr. Latham and
on roll call carried unanimously.
A communication was read from City Attorney, Wm. J. Locke, recommending
the adoption of a uniform traffic ordinance, which was attached thereto.
After discussion, the following ordinance was introduced and laid over under
a provision of the Charter:
"Ordinance No.
New Series.
An Ordinance Regulating Traffic upon the Public
Streets and Repealing all Ordinances Inconsistent
Therewith."
16.V Mr. Latham moved that in the future any person, association or club
requesting the use of the Council Chamber shall make application to the councL1
but in case of emergency, direct to the Mayor. The motion was seconded by
Mr. Calcutt and carried.
17. Mr. Calcutt introduced and moved the adoption of

"Resolution No. 1203.
Confirming Statement ar Expenses.
(Re Dilapidated Building, 1560 Buena Vista Avenue.)"
Mr. Noble seconded the motion to adopt the Resolution and on roll call it was
adopted and passed unanimously.
A further hearing was held upon the report of the Committee appointed
ty the Council in the matter of the improvement of Webster Street. After
discussion, Mr. Neiss moved that the report of the Committee be adopted
and that the committee negotiate with the University of California, in
accordance with the recommendations therein contained. The motion was seconded
by Mr. Latham and on roll call carried by the following vote:- Ayes; Council-
men Latham, Neiss, Noble and President Otis, (4). Noes: Councilman Calcutt,
(1). Mr. Calcutt explained his reason for voting "No", as occasioned by the
vote of the recent election and objected to the way of the proposed raising
of the money for the improvement, as contained in the report.
Mr. Virgil C. Skinner, representing the Alameda Airport, Inc. was
present and stated to the council that articles of incorporation were now
being prepared and in accordance with the lease one councilman was to act
on the Board of Directors. Mr. Neiss moved that Councilman A. Latham
be appointed as such director representing the council. The motion was seconded
by Mr. Noble and carried unanimously.
Claims against the General Departments amounting to $291.86; Police
Department, $787.86; Fire Department, $895.28; Street Departmeht, $2161.83;
Health Department, $56.53; Recreation Department, $1439.05; Golf Course Depart-
ment, 81530.35; Store Department, $57.65; Social Service Department, $92.30;
Health Center Fund, 4449.88; Electric Light Fund, $12,013.85; Pension Fund,
825.00; Initiative Relief Fund, $22.00; East Bay Water Company Payments Fund,
2837.17; and Compensation Insurance Fund $7.50 having been approved and audited
by the proper officials were listed by the Clerk as follows:

There being no further business to transact the Council adjourned to meet in
