REGULAR MEETING OF THE COUNCIL 02 THE CITY 02 ALAMEDA,
TUESDAY EVENING, JANUARY 3, 1928.
The meeting convened at 8 o'clock with Council-president Otis presiding.
The roll was called and Councilmen Calcutt, Latham, Neiss, Noble and
President Otis, (5), were noted present. Absent: • None.
The minutes of the regular meeting of December 20th, 1927 were approved as
read.
Mr. Latham introduced and moved the adoption of
"Resolution No. 1204.
Transferring $3290.25 from the Electric Light Fund
to the General Fund."
Mr. Noble seconded the motion to adopt the Resolution and on roll call it was
adopted and passed unanimously.
Mr. Neiss introduced and moved the adoption of
"Resolutioh No. 1205.
Transferring $25,000.00 from the Electric Light Fund
to the General Fund."
Mr. Latham seconded the motion to adopt the Resolution and on roll call it was
adopted and passed unanimously.
Mr. Noble introduced and moved the adoption of
"Resolution No. 1206.
Authorizing Purchase of 31.056 acres of Land on
Bay Farm Island."
Mr. Latham seconded the motion to adopt the Resolution and on roll call it was
adopted and passed unanimously.
Mr. Noble introduced and-moved the adoption of
"Resolution No. 1207.
Bus Service on San Jose Avenue."
Mr. Calcutt seconded the motion to adopt the Resolution and on roll call it was
adopted and passed unanimously.
The following papers were ordered filed:
Oath of office of Thomas E. Blair, as special officer.
Affidavit of 7ublication of Notice Inviting Bids for furnishing Gasoline.
Report of the Municipal Electric Light Plant for November, 1927.
The following communications were received:
From the City Planning Commission containing recommendations for a bus system to
replace the present street cars in the City of Alameda. Ordered filed.
From the Regional Plan Association relative to 1930 census. Mr. Latham
moved that the communication be referred to the Committee of the Whole, seconded
by Mr. Neiss and carried,
Trom the Directory Information Company requesting permission to install
and maintain a free information directory service on light standards within
the city. After discussion, Mr. Neiss moved that the communication be referred
to the Board of Public Utilities and that the council recommend to the Board
that the request be granted. The motion was seconded by Mr. Latham and carried.
The matter of the dilapidated building at 2618 Lincoln Avenue came up.
Building Inspector Rogers was present and recommended that the matter be
continued until the next regular meeting of the council. Mr. Latham so moved
seconded by Mr. Neiss and aarried. unanimously.
The following Ordinances came up for passage:
"Ordinance No.
New Series.
An Ordinance Regulating the Parking of Vehicles
Around the High School Block."
Mr. Neiss moved that the passage of this ordinance be postponed indefinitely. The
motion was seconded by Mr. Calcutt and carried unanimously.
"Ordinance No.
New Series,
An Ordinance Prohibiting the Deposit of Sewage on
Tidelands and Requiring Arks, Houseboats and Other
Structures situated on Tidelands to Connect with
the Sewer System of the City."
Mr. Latham moved that action upon this ordinance be postponed to the regular
meeting of the council to be held April 3, 1928. The motion was seconded by Mr.
Neiss and same carried by the following vote:-, Ayes: Councilmen Latham, Niess,
NoblSaand President Otis, (4). Noes: Councilman Calcutt, (1).

An Ordinance Regulating Traffic Upon the Public Streets
and Repealing all Ordinances Inconsistent Herewith."

Mr. Latham moved that action on this ordinance be postponed until the next
regular meeting of the Council. The motion was seconded by Mr. Calcutt and
carried.
Mr. A. R. Linn, addressed the Council and stated that at a recent meeting
of the Community Council of this city delegates of the difference civic bodies
expressed themselves as being in favor of a bus system replacing the present
street car service. Mr. Neiss moved that in order to obtain an expression of
the voters of the City of Alameda relative to their desires in the matter-of
future transportation within the city. the city clerk be authorized to mail to
each voter of the city a return postcard in order that a straw vote may be taken
as to whether a bus system should be installed in preference to the street car
service now enjoyed. The motion was seconded by Ur.. Latham and on roll call
carried unanimously.

Department, $83.20; Fire Department, $141.34; Street Department, :,1910.00;
Health Department $99.68; Recreation Department $201.27; Golf Course Department
26,124.10 Store Department, $51.50; Council Relief Fund, $168.89i Health
Center Fund, 19.25; Electric Light Fund, $6505.05; Pension Fund, .'968.75;
Initiative Relief Fund, 20.00; East Bay Water Co. Payments Fund, $2835.18;
and Compensation Insurance Fund, •118.40 having been approved and audited
by the proper officials were listed by the Clerk as follows:
