1928-01-17 Regular CC MinutesREGULAR:MEETING o: THE COUNCIL OF THE. CITY OF ALAMETJA, TUESDAY EVENING, JANUARY 17TH, 1928. The meeting convened ,t 8 o' lock with Council-president Otis presiding. The roll was called and Councilmen Calcutt, Latham, Neiss, Noble and President Otis, (5) were noted present. Absent: None. The minutes of the regular meeting of January 3rd, 1928 were approved as read. The minutes of the sIdecial meeting of January 12th, 1928 were read. Mr. Noble waived notice of the special meeting and moved that the minutes as read be approved. The motion was seconded bd Mr. Neiss and carried. The following pacers were ordered filed: Memorandum report, Alameda County Title Insurance Company re golf /course property. 2.11 Copy of deoision of Railroad Commission permitting Key System Transit Company to install for sixty days a bus line service an an Jose Avenue. Copy of decision of Railroad Commission pemitting Southern Pacific Company to install cross-over track crossing a portion of Blanding Avenue. The following communications were received: From the Alameda Improvement Club, requesting the council to re-submit the same bond proposals that-were defeated at the last election, at the coming Primary election. Mr. Neiss moved that due to the fact that the council of its own initiative is proceeding with the improvement of Webster Street, that the communication be filed. The motion was seconded by Mr. Latham and carried unanimously. 5.Y From the Alameda Improvement Club, relative to the condition of the roadbed of the Southern Pacific Company on Lincoln Avenue. Mr. Neiss moved that the communication be referred to the City Manager, seconded by Mr. Noble and carried. From the Railroad Commission, acknowledging receipt of copy of Resolution No. 1207, re bus service on San Jose Avenue. Ordered filed. 7.V From the Board of Public Utilities, recommending that the application of the American Dredging Company, which was attached, for a permit to place an electric cable over and across the water-front zone of the city of Alameda for the purpose of transmitting electric energy to operate a dredger be granted. Mr. Latham moved that the recommendation of the Board of Public Utilities be adopted. The motion was seconded by Mr. Neiss and upon roll call carried unanimously. 8.1 From the Alameda Veterans' Service Club,Committee, for permission to use the council chambers on January 18th to 21st inclusive. Mr. Latham moved the request be granted, seconded by Mr. Noble and carried. 9.V From various property owners and residents on Calhoun Street, between Ver- sailles Avenue and Mound Street, requesting extension of the lighting system. Mr. Neiss moved that the communication be referred to the Board of Public Utilities with recommendations to comply with the request. The motion was seconded by Mr. Latham and carried unanimously. 10.,47 From Alameda Aerie, No. 1076, F. O. E. extending the council an invitation to be present at an open meeting to be held on Thursday, January 19th, 1928. Mr. Neiss moved that the invitation be accepted, seconded by Mr. Noble and carried. 11.V/ From J. H. Pickerell, requesting permission to move house known as 821 Grand Street. Inasmuch as this had received the approval of the City Managers Mr. ;u7atham moved that the request be granted, seconded by Mr. Noble and carried. 12,/ The matter of the removal of the dilapidated building at 2618 Lincoln Avenue, came up. Building Inspector Rogers was present and addressed the council relative to same. After discussion, Mr. Neiss moved that the matter be continued until the next regular meeting of the council; that meanwhile instructions be issued to Mr. Cohen to definitely repair the same. The motion was seconded by Mr. Latham and carried unanimously. 13/ App ications for permit to sell soft drinks were received from Marius and Katherine Ottesen and Isabella J. Brock. Inasmuch as both of these applications had received the approval of the Chief of Police, Mr. Latham introduced and moved the adontioh of 1 "Resolution No. 1209. Granting a Permit for a License to Sell Soft Drinks. Mr. Noble seconded the motion to adapt the Resolution and on roll call it was adopted and passed unanimously.. Mr. Calcutt moved that the Mayor and City Attorney be authorized to communi- cate with the proper government authorities, calling their attention to the fact that the High Street bridge, crossing the Estuary, is out of commission, causing great inconvenience and financial losses to our citizens and requestiig the govern- ment to take such steps as it deems necessary to compel the Alameda Board of Super- visors to restore the Hight Street bridge in accordance with the contract or agree- ment entered into between the government and the Supervisors in the year 1913, where- by the Supervisors agreed to maintain and replace said bridge when necessry, Mr. Noble seconded the motion and same carried unanimoubly. 15.1 The following Ordinance came up for passage: 16. Ordinance No. New Series. Regulating Traffic upon the Public Streets and Repealing all Ordinances Inconsistent Therewith." Mr. Latham moved that action by the council be continued for three weeks, seconded by Mr. Noble and carried. The matter of widening the southwest corner of Central Avenue and High Street was discussed. City Engineer Hamilton stated that the proposed widening could be put into effect at an approximate cost of 205.00. Mr. Neiss moved that the city proceed with this improvement. The motion was seconded by Mr. Latham and on roll call carried unanimously. 17. City Manager Hickok called the attention of the council to a bullet proof vest and requested permission to purchase four for the Police Department at a cost not to exceed :375.00. After discussion, Mr. Latham moved that the reque st be granted, seconded by Er. Noble and carried unanimously. 18.1 Ter. Neiss introduced and moved the adoption of 'Mr. Latham seconded carried unanimously. 19.i The City Manager stated that it was necessary to purchase a new Ford for the Police Department, and after discussion Mr. Noble moved that the City Manager pro- ceed with such purchase at an approximate cost of 500.00. The motion was seconded by Er. Latham and on roll call carried unanimously. 20.4' In the matter of the request of the Key System Transit Company, under date of November 16th, 1927, to City Manager Hickok, relative to the curtailment of the Haight Avenge bus line service was again discussed by the, council at the request of Mr. J. P. Potter, who was present. After discussion, Mr. Noble moved that the request for curtailment of this service be granted in accordance with their letter of November 16, 1927. The motion was seconded by Mr. Latham and the same carried unanimously. "Resolution No. 1210. Setting Aside Oertain Lands for Airport Purposes." notion to adopt the Resolution and on roll call it was 22. City Manager Hickok stated that a hearing was to be held on Tharsday, January 26th, 1928, to consider a request of the District Engineer, ?irst District, San Francisco, for a chane in the pierhead lines on both banks of the Tidal Canal, Oakland Harbor., Mr. Latham moved that the City Manager be authorized to appear • and represent the City of Alameda at this hearing. The motion was seconded by Mr. Neiss and carried. Capt. H. M. Bradley addressed the council and requested that the city pay the Armory electric light bill. After discussion, Mr. Latham moved that the city agree to oa.y the light bill, in accordance with the request and that the Board of Public Utilities be so notified. The motion was seconded by Mr. Neiss and on roll call carried unanimously. 230i Er. A. R. Line addressed the council relative to the appropriation in the budget for advertising. After discussion, Mr. Neiss moved the entire matter be referred to the City Manager, seconded by Mr. Latham and carried. 24.j Mr. C. L. Traver addressed the council relative to his recent request for the installation of new lights around the Alameda Hotel. Mr. Neiss moved that the City Manager be instructed to ascertain if property owners along Central Avenue, Broadway and Santa Clara Avenue would be willing to pay their share of such installation. The motion was seconded by Mr. Latham and carried unanimously. Mr. Latham moved that the council take a recess for thirty minutes. The motion was seconded by Mr. Noble and carried. Upon reconvening, all members of the council were noted present. Mrs Latham moved that when the council adjourn it does so to meet in regular adjourned session, Tuesday evening, January 24th, at 8 o'clock. The motion was seconded by Mr. Uoble and carried unanimously. There being no fruther business to transact the council adjourned to meet in adjourned regular session, Tuesday evening, January 24th, 1928 t 8 o'clock. respectfully submitted,
