REGULAR MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA,
TUESDAY EVENING, FEBRUARY 7TH, 1928.
The meeting convened at 8 o'clock with Council-president Otis presiding.
The roll was called and Councilmen Calcutt, Latham, Neiss, Noble and
President Otis, (5), were noted present. Absent: None.
Mr. Latham moved that the reading of the minutes be deferred until later
on in the evening. The motion was seconded by Mr. Neiss and carried.
Representatives of the Regents of the University of California present in the
Council Chamber were then heard relative to the leasing of the holdings of the
University of California, west of Webster Street, for airport purposes. Messrs.
L. A. Nichols, Lieutenant Hackett, Major Peabody, Robinson, Faden, Barrows,
Calkins and Senator Breed all addressed the council relative to the desirability of
this tract of land as an ideal airport site. Mr. A. R. Linn, Secretary-Manager of
the Alameda Chamber of Commerce, addressed the council in opposition thereto.
After further discussion, Mr. Neiss moved that the matter be submitted to a meeting
of the committee of the whole, seconded by Mr. Latham and carried unanimously.
The minutes of the regular meeting of January 17th, 1928 were approved as
read.
The minutes of the adjourned regular meetings of January 24th, January 31st
and February 6th, 1928, were approved as read.
Mr. Latham introduced and moved the adoption of
"Resolution No. 1213.
Transferring 900.00 from the Electric Light Fund
to the General Fund."
Mr. Neiss seconded the motion o adopt the Resolution and on roll call it was
adopted and passed unanimously.
Mr. Neiss introduced and moved the adoption of
"Resolution No. 1214.
Transferring t3575.42 from the Electric Light Fund
to the General Fund."
Mr. Noble seconded the motiOn to adopt the Resolution and on roll call it was
adopted and passed unanimously.

Alameda, Mr. Noble introduced and moved the adoption of
"Resolution No.1215.
Appointing and Employing Burnett Hamilton
Engineer of Work."
Mr. Latham seconded the motion to adopt the Resolution and on roll call it was
adopted and passed unanimously.
The following papers were filed:
Continuation Certificate on bond of Lloyd W. Battersby, M. E. L. P.
Oath of Office, Gladys B. Kennedy, as substitute play director, Recreation
Department.
Bond of Bottemiller (33 Hunter, as house movers.
General balance sheets for the months of August, September October and
November, 1927, Alameda Belt Line.
Recorded deed, George C. Stephens, et al, to City of Alameda, re golf coar
property.
Report of Municipal Electric Light Plant for December, 1927.
Annual Statement, Pacific Telephone 8: Telegraph Company, under franchise
Ordinance No. 30, New Series.
The following communications were received:
4,V From City Attorney Locke, re fares between Alameda and Alameda airport
site. Ordered filed.

15.V rom Alameda Improvement Club, re rentals from naval base site to a
special fund for improvement of parks and playgrounds. Mr. Neiss moved that the
communication be referred to the City Attorney to report as to the legality of the
request. The motion was seconded by Mr. Latham and carried unanimously.
16. From the Alameda Improvement Club, re erection of a roundhouse by the
Alameda Belt Line Railway immediately to the rear and east of the Municipal Electric
Light Plant sub-station on Webster Street. City Engineer Hamilton stated that this
round-house would be at least eight hundred feet from Webster Street. Mr. Latham
moved that the city clerk so notify the Alameda Improvement Club, seconded by Mr.
Neiss and carried.
17 From the Alameda Improvement Club, relative to fare rate from any part of
Alameda to the new airport site. The City Clerk was instructed to reply to same
in accordance with City Attorney Lockeis communication just read.
18.1 rom the City Planning Commission, recommending the paving of Versailles
Avenue, from Calhoun Street to Bay Island Avenue. Mr. Neiss moved that the council
adopt the recommendation and that the matter be, referred to the City Attorney and City
Engineer, with instructions to proceed with the work. The motion was seconded by
Mr. Noble and same carried unanimously.
19.1 From the Railroad Commission, acknowledging receipt of communication relative
to curtailment of service on Haight Avenue bus line. Ordered filed.
20e/ From the City Planning Commission, recommending to the council the adoption
of the description of the proposed Zone No. 9, relative to airports, attached thereto.
Mr. Neiss moved that the recommendation of the City Planning Commission be adopted,
seconded by Mr. Latham and same carried unanimously.
21./ From the North Fork Highway Association, requesting the council to endorse
the proposed all-year, snow-free highway, between the cities of Oroville and
Quincy, via the north fork of the Feather River. Mr. Latham moved that the pro-
° ject be endorsed as proposed. Th,e motion was seconded by Mr. Neiss and carried
unanimously.
22.1 From the East Bay Regional Plan Association, containing petition for the
establishment of a Regional Plan Commission. Mr. Neiss moved that the communica-
tion and petition be filed, seconded by Mr. Latham and carried.
23/ From W. R. Calcutt, Chairman, Alameda Estuary Bridge Committee, contain-
ing recommendation that City Manager Hickok be instructed to proceed to Wadhington
in the interest of replacing the estuary bridges if it is found necessary to do so.
Mr. Calcutt moved the adoption of the report of the Committee. The motion was second-
ed by Mr. Latham and carried by the following vote:- Ayes Councilmen Calcutt,
Latham and President Otis, (3). Noes: Councilmen Noble and Neiss, (2).
24. A further hearing was held upon the removal of the dilapidated building at
2618 Lincoln Avenue. A communication from Building Inspector Rogers, recommending
that the proceedings for declaring the building a public nuisance be dropped, was
read. Mr. Neiss moved the adoption of the recommendation of the Building Inspector,
seconded by Mr. Latham and carried unanimously.
25.1 Applications for permit to sell soft drinks were received from Ambrose Furrer,
Miss Eleanor Beck and M. Grace Langdon. Inasmuch as these applications had receiv-
ed the approval and recommendation of Chief of Police , Wm. H. Wahmuth, jr. Latham
introduced and moved the adoption of
esolutien No. 1216.
Granting a Permit for a License to Sell Soft Drinks."
Mr., Noble seconded the motion to adopt the Resolution and on roll call it was adopted
and passed unanimously.
26.' A petition was, received signed by various residents and property owners,
relative to the classification of property now being used by N. Clark and Sons
for industrial purposes. Mr. Latham moved that the petition be referred to the City
Attorney to report back to the council as to its legal phase. The motion was second-
ed by Mr. Neiss and carried.
27. 1 A petition was received from various property owners and residents of
Hawthorne Street, requesting the removal of certain eucalyptus trees now on private
property. Mr. Noble moved that the petition be referred to the City Attorney and
City Manager. The motion was seconded by Mr. Latham and carried unanimously.
28.1 City Manager Hickok stated that he was in receipt of a request from the
Board of Port Commissioners of Oakland that the name of South Shore Drive be changed
to Maitland Boulevard. Mr. Neiss moved that the communication be referred to a
meeting of the Committee of the Whole, seconded by Mr. Noble and carried unanimously.
29. 1 Mr. Neiss moved that the City Manager be instructed to arrange with the Key
System Transit Company to terminate the Park Street line further north on Park
Street from San Jose Avenue, so as not to obstruct other traffic. The motion was
'seconded by Mr. Latham and carried.
30.V City Manager Hickok submitted a map covering certain properties on Buena
Vista Avenue, and recommended that the classification be changed from Class I, to
Class VII. Mr. Latham moved that the recommendation of the City Manager be adopted,
and that the same be presented to the City Planning Commission for its recommendation,
seconded by Mr. Noble and carried unanimously.
The following ordinances came up for passage and were read by the Clerk:
"Ordinance No.
New Series.
Authorizing and Providing for a Lease of Three
Hundred and Forty-six Acres of Tidelands on the
Western Waterfront of the City of Alameda for Use
as an Airport, Aircraft Factory and Aviation
School, and Carrying on a General Aviation Business."
Mr. Latham moved that the ordinance as read be adopted, seconded by Mr. Noble and
on roll call it ores adopted and passed by the following vote, to wit:- Ayes: Council-
men Calcutt, Latham, Neiss and Noble, (4). Noes: Council-president Otis, (1).
President Otis stated that he desired to explain why he voted "NO" on the pro-
posed ordinance. 1st. The articles of incorporation of the Alameda Airport, Inc.
just read, show that the corporation is a $10,000 corporation with five subscribers
for 500.00 of the capital stock ($100.00eache and therefore there was no apparent
financial responsibility to support the obligations of the lessees in the lease.
2nd. The lessees named in the lease are to assign the same to the corporation
called Alameda Airport, Inc., but in my judgment are released from all financial

responsibility as soon as they do this, and there is no clause in the lease
continuing such responsibility. 3rd. Under the lease, sub-tenants are not placed
on the same basis as tenants and their rights do not terminate concurrently with
those of the tenants but on the contrary they are accorded greater rights relating
to improvements. 4th. The lessees have the right to abandon the lease at any
time that they may desire. 5th. The new lease will cancel the present 66 acre
lease, which, I believe, to be a good lease and substitutes more liberal terms.
6th. There is no provision that the lessees shall at their own expense take
care of sewage and sanitary matters in accordance with the state and local health
laws. Inasmuch as the city owns the land and is the lessor this expense would
probably come on the city.

Mr. Latham moved that the ordinance as read be adopted, seconded by Mr. Neiss
and on roll call it was adopted and passed by the following vote:- Ayes: Council-
men Latham, Neiss, Noble and President Otis, (4). Noes: Councilman Calcutt, (1).
Absent: None.
Claims against the General Departments amounting to 04248.60; Police Depart-
ment 0459.78; Fire Department, 0344.46; Street Department, 02906.23; Health De-
partment, $723.71; Recreation Department, 0254.63;Golf Course Department, $1648.69;
Store Department, $114.55; Council Relief Fund, $185.54; Health Center Fund, 376.94;
Electric Light Fund $4454.04; Pension 'Fund, $1071.33; Initiative Relief Fund, 021.00;
East Bay Water Company Payments Fund, $2836.90 and Compensation Insurance Fund,
49.50 having been approved and audited by the proper officials were listed by the
Clerk as follows:
