The meeting convened at 8 o'clock with Council-president Otis presiding.
The roll was called and Councilmen Calcutt, Latham, Neiss, Noble and. Presi-
dent Otis, (5) were noted present. Absent: None.

The minutes of the regular meeting of February 7th, 1928 were approved as
Mr. Latham introduced and moved the adoption of
"Resolution No. 1217.
Resolution of Acceptance and Consent to Recordation."
Mr. Neiss seconded the motion to adopt the Resolution and on roll call it was adopted
and passed unanimously.
Mr. Noble introduced and moved the adoption of
"Resolution No. 1218.
Directing Treasurer to Issue Deed for Delinquent
Taxes."
Mr. Latham seconded the motion to adopt the Resolution and on roll call it was adopted
and passed unanimously.
Mr. Latham introduced and moved the adoption of
"Resolution Ho. 1219.
Authorizing Agreement with University of California."
Mr. Noble secondea the motion to adopt the Resolution and on roll call it was adopted
and passed unaniMously.
Mr. Noble introduced and moved the adoption of
"Resolution Ho. 1220.
Authorizing Settlement for Taxes.
Mr. Calcutt seconded the motion to adopt the Resolution and on roll call it was
adopted and passed unanimoualy.
The following paper was received and ordered filed:
Copy of Decision No. 19361 of the Railroad Commission re San Jose Avenue
bus line.
The following communications were received:
From the City Planning Commission recomaending reclassification by the
council of certain property described therein, from a Residence District, Class
I, to an Industrial District, Class VII. Mr. Latham moved that the recommendation
of the City Planning Commission be adopted and that the City Clerk be instructed
to post notices on the Council's own initiative in accordance therewith. The
motion was seconded by Mr. Neiss and same carried unanimously.
From Robert L. Hill, re removal of eucalyptus trees on private property
on Hawthorne Street. 1:r. Calcutt moved that the petition be referred to the City
nager, seconded by Mr. Latham and carried.
From Ben F. Lamborn, relative to street car service through Estuary
Tube. Mr. Neiss moved that the City Clerk advise Mr. Lamborn that the city paid the
expense of the postal :ard vote recently taken out of the General Fund of the city.
Mr. Latham seconded the motion and same carried. unanimously.
9.V / From G. and Adelaide :Eirpo, requesting that their, names be withdrawn from
the recent petition filed against N. Clark ,?:; Sons Pottery. The communication was
ordered filed.
10.V7 From the Board of Public Utilities, recommending that necessary pro-
ceedings be commenced to have electroliers installed on Calhoun Street, between
Mound Street and Versailles Avenue. Mr. Neiss moved that the recommendation of the
Board of Public Utilities be adopted, seconded by Mr. Latham and carried.
From Alameda Council Boy Scouts of America, requesting use of the quarters
formerly occupied by the Alameda Chamber of Commerce in the City Hall, as executive
offices of the Boy Scouts of America. Mr. Latham moved that permission be granted
subject to revocation should these quarters be desired for use by any of our muni-
cipal departments. The motion was seconded by Mr. Nei - and same carried unanimously.
12.t A petition was read, signed by various residents on Park Avenue requesting
that Mrs. Gussie Truax, residing at 1126 Park Avenue, be permitted to live
temporarily in her garage, her home having been destroyed by fire. Hr. Neiss
moved that the permission be granted, seconded by Mr. Latham and carried.

From the Fernside Home Owners Association, relative to the installation
of sidewalks at Fernside Station. Mr. Neiss moved that the communication be
referred to the City Manager for action. The motion was seconded by Mr. Noble
and carried unanimously.
A petition was received signed by various property owners, relative to
installation of gutters on Walnut Street, between San Jose Avenue and Clinton
Avenue. Mr. Latham moved that the petition be referred to the City Manager
and City Engineer for action, seconded by Mr. Noble and carried.
An application for a gratuitous license was received from Frank K.
Millington. Upon the endorsement and recommendation of Chief of Police, Wm.
H. Wahmuth, Mr. Calcutt moved that the gratuitous license be granted, seconded by
Mr. Latham and carried.
An application was received from J. P. Kelsey, Hayward, for a gratuitous
license to sell farm products. City Attorney Locke stated that under a pro-
vision of the statutues of the legislature, disabled veterans were permitted
to sell goods any where without a license. Mr. Neiss then moved that the appli-
cation be filed, seconded by Mr. Calcutt and carried.
A petition was received and read signed by various property owners
and business men to install an up-to-date electric street lighting sstem
on Park Street, between San Jose Avenue and Lincoln Avenue; on Santa Clara
Avenue, between Everett Street and Oak Street and on Central Avenue, between
Park Avenue and Oak Street. Messrs Rosenthal, Strom, Traver and Shaw spoke
in support of the petition. After discussion, Mr. Calcutt moved that the entire
matter be referred to the City Manager and the committee of the whole, seconded
bv Mr. Latham and carried.
Various applications for a permit to sell soft drinks were received and
upon the recommendation of Chief of Police, Wm. H. Wahmuth, Mr. Latham intro-
duced and moved the adoptioh of
Mesolution No. 1221.

MT. Noble seconded the motion to adopt the Resolution arid. on roll call it was
adopted and passed unanimously.
19.4 The Clerk. stated he was in receipt of a claim in amount of 0720.00 presented
by C. L. Traver covering commission for renting property at the foot of Grand
Street to the Harbor Tug and Barge Company; that the claim was not approved for
payment by City Manager Hickok for the reason that he had no authority so to do.
After discussion, Mr. Neiss moved that the claim be referred to the City Attorney
for legal opinion as to whether this claim could be legally paid, if Mr. Traver
was not employed by the City of Alameda to do the work specified. The motion
was seconded by Mr. Latham and carried unanimously.
20. Mr. A. R. Lynn addressed the council relative to the advertising appropriation
and submitted a design for advertising on bill boards. After discussion, Mr.
Latham moved that the matter be referred to a meeting of the Committee of the
Whole, seconded by Mr. Neiss and carried.
Claims against the General Departments amounting to 0754.19; Police Department
$580.90; Fire Department, 02185.19; Street Department, 02137.87; Health Department
.i120.47; Recreation Department, $288.42; Golf Department, 0873.29; Store Department,
78.89; Council Relief Fund, 015.12; Health Center Fund, 087.18; Electric Light
Fund, 415,059.83; Initiative Relief Fund, 015.00 and East Bay Water Company
Payments, Fund $2826.72 having been approved and audited by the proper officials
were listed by the Clerk as follows:
