1928-03-06 Regular CC MinutesREGULAR MEETI ??G OF THE COUNCIL OF THE CITY OF ALAMEDA, TUESDAY EVENING, MARCH 6TH, 1928. The meeting convened at 8 o'clock with Council- president Otis presiding. The roll was called and Councilmen Calcutt, Latham, Neiss, Noble and President Otis, (5) were noted present. Absent: None. The minutest of the regular meeting of February 21st, 1928 were approved as read. Mr. Latham introduced and moved the adoption of "Resolution No. 1222. Transferring $1,840.62 from the Electric Light Fund to the Interest and Redemption Fund." Mr. Calcutt seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. Mr. Neiss introduced and moved the adoption of "Resolution No. 1223. Transferring $4,216.21 from the Electric Light Fund to the General Fund." Mr. Noble seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. 3./ Mr. Noble introduced and moved the adoption of "Resolution No. 1224. Requiring City Planning Commission to Recommend New Zoning Regulations." Mr. Calcutt seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. 4. \/ Mr. Latham introduced and moved the adoption of "Resolution No. 1225. Authorizing A Contract with the County for Support of the Board of Social Service." Mr. Neiss seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. Mr. Noble intro duced and moved the adoption of "Resolution No. 1226. Resolution of Acceptance and Conset to Recordation, Re Widening of Webster Street." Mr. Latham seconded the motion to adopt the Resolution -and on roll call it was adopted and passed unanimously. Mr. Neiss introduced and moved the adoption of Resolution No. 1227. Resolution of Acceptance and Consent to Recordation, Re Widening of Webster Street." Mr. Noble seconded the motion to adopt the Res lution and on roll call it was adopted and passed unanimously. The following papers were ordered filed: 7.V Report of Municipal Electric Light Plant for January, 1926. 8. ,' Continuation certieates on bonds of H. P. Wichman and A. D. Goldsworthy, Municipal Electric Light Plant. The following communications were received: 9.' From North Fork Highway Association. Ordered filed. 10.✓ From the Railroad Commission of the State of California re auto bus and stage lines. Ordered filed. From the Mayor, Auditor and City Manager, re county of money. Ordered 11.v filed. From the Alameda omans Improvement Club, relative to the installation of two stations. Mr. Neiss moved that the matter be referred to the City Manager to confer with the Southern Pacific Company relative to same. The motion was seconded by Mr. Latham and carried. From City Attorney Locke, relative to claim of C. L. Traver. After discussion, Mr. Calcutt moved that the claim be disallowed. The motion was seconded by Mr. Otis and same carried by the following vote: - Ayes: Council- men Calcutt, Neiss and Otis, (3). Noes: Councilmen Latham and Noble, (2). From City Attorney Locke, re petition previously filed relative to N. Clark and Sons Pottery Works. Mr. John L. McVey addressed the council in support of the original petition. Messrs. August Frees and Phillips, Superin- tendent of the Pottery Works, addressed the council for the Clark Pottery Works. After discussion, Mr. Calcutt moved that the petition be denied, seconded by Mr. Latham and carried. 15. From the Board of Port Commissioners of Oakland, relative to changing the name of South Shore Drive to Maitland Drive. After discussion, Mr. Latham moved that the council consent to the change of name. The motion was seconded by Mr. Noble and same carried unanimously. 16.1 From Temple Israel, requesting permission to display an automobile on the streets. Mr. Noble moved that the communication be referred to the City Manager with power to act, seconded by Mr. Calcutt and carried. 17./ From various property owners requesting construction of sidewalk at Versailles Avenue, between Yosemite Avenue and Fernside Boulevard. City Engineer Hamilton stated that Mr. C. L. Traver, owner of the property had agreed to construct the sidewalk. Thereupon Mr. Latham moved that the communication be filed, seconded by Mr. Calcutt and carried. 18. From the City submitted by Mr. Noble the Justice Tract. Mr Planning Commission be unanimously. Planning Commission, advising they had approved a map F. Justice, subdividing certain property to be known as . Neiss moved that the recommendation of the City approved, seconded by Mr. Noble and same carried 19. ✓ From the City Planning Commission, recommending the reclassification of the northeast corner of Central Avenue and Oak Street, from a Residence District, Class II, to a Business District, Class V. Mr. Latham moved that the recommendation of the Planning Commission be adopted, seconded by Mr. Calcutt and carried unanimously. 20.✓ From the Alameda Housewives League, requesting the council to appro- priate funds towards furnishing certified milk to the nursing babies of Alameda. Mr. Latham moved that the communication be referred to the Health Center Board for report, seconded by Mr. Noble and carried. 21. From the Alameda Boy Scouts thanking the council for use of quarters in the City Hall. Ordered filed. 22.'! Mr. Lochiel M. King addressed the council relative to an alternate plan for the proposed San Francisco Bay bridge. After discussion, Mr. Latham moved that when the council adjourn, it does so to meet in regular adjourned session, Monday evening, March 12th, 1928 at 7 Ol clock. The motion was seconded by Mr. Noble and carried unanimously. 23.NJ Mr. Noble F. Justice presented to the council Deed of Dedication concern- ing certain lands in the Justice Tract. The deed was received and ordered filed. 24.= Mr. Noble introduced and moved the adopt ions of "Resolution No. 1228. Resolution of Acceptance and Consent to Recordation, Re Marion Avenue." Mr. Calcutt seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. 25.4j Mr. Neiss introduced and moved the adoption of "Resolution No. 1229. Resolution of Acceptance and Consent to Recordation, Re Southern Extension of Broadway." Mr. Noble seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. 26.v1 An application for a permit to sell soft drinks was received from Louis Monett °. After discussion, Mr. Neiss moved that the council investigate throui the Chief of Police if Mr. Monette had violated any laws since the previous soft drink license had been cancelled and that the matter be taken up at the next meeting of the council. The motion was seconded by Mr. Latham and carried unanimously. { 27..E The Clerk stated the time had arrived for a .hearing upon the reclassifioaa+ tion of certain property bounder; on the west by the easterly line of Sherman Street; on the north by the Segregation Line; on the east by the westerly line of Arbor Street produced northerly to the Segregation Line and on the south by the center line of Buena Vista Avenue, from a Residence. District, Class I, to an Industrial District, Class VII, and no protests had been filed with the Clerk relative to the same. Mr. Neiss moved that the council proceed with the rezoning of the property in question, seconded by Mr. Latham and same carried unanimously. 28.1./ 29. The following Ordinances were introduced and laid over under a pro- vision of the Charter : - "Ordinance No. New Series. Reclassifying Property." (Industrial) "Ordinance No. New Series. Reclassifying 'Property." (Garage) 30.v Mr. Noble moved that the Tplication of the University of California to use certain lands west of Wenster Street for airport purposes be rejected, inasmuch as the new amendments to the Zoning Ordinance will affect that particular property. The motion was seconded by Mr. Calcutt and carried unanimously. 31.V City Manager Hickok called attention of the council to the condition of the levee on Bay Farm Island, near the old Alameda Airport site and stated that same should be repaired before July, 1928; that the approximate cost would be $1900.00. Mr. Noble moved that the City Engineer proceed to make the necessary repairs, seconded by Mr. Latham and on roll call carried unanimously. 32.V City Manager Hickok stated that the Board of Public Utilities were desirous of purchasing a lot on the southwest corner of Santa Clara Avenue and Everett Street to erect their own building and requested the council to authorize the purchase. Mr. Latham so moved, seconded by Mr. Neiss and carried. 33.'x Mr. Neiss introduced and moved the adoption of "Resolution No. 1230. Fixing Salary of Exooutive Secrete Health Center Board." of the Mr. Latham seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. 34.x'' City Manager Hickok stated that it would be necessary to repair the bulkhead at Washington Park at a cost of $340.00. Mr. Latham moved that the work be done, seconded by Mr. Noble and on roll call carried unanimously. Claims against the General Departments amounting to ?4451.46; „Police Department, Q305.10 ; Fire Department, ;1053.45; Street Department, $1827.25; Health Department, :1215.56; Recreation Department, $614.52; Golf Department, $942.58; Store Department, 429:04; Electric Light Fund, $3078.36 and Pension Fund, $1119.83 having been approved and audited by the proper officials were listed by the Clerk as follows: Joint Anti - Telephone Fund Alameda Times Star .IT t1 11 Borle, C.
