1928-03-20 Regular CC MinutesREGULAR MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA, TUESDAY EVENING, MARCH 20TH, 1928. The meeting convened at 8 o'clock with Council-president Otis presiding. The roll was called and Councilmen Calcutt, Neiss, Noble and President Otis, (4) were noted present. Absent: Councilman Latham, (1). The minutes of the regular meeting of March 6th were approved as read. The minutes of the adjourned regular meeting of March 12th were approved as read. The following was received and ordered filed:- Notice of hearing before Railroad Commission, Application of Key System Transit Company, to abandon High Street bus service. Mr. Neiss introduced and moved the adoption of "Resolution No. 1233. Adopting Plans and. Specifications for the Improvement of Central Avenue near Fourth Street." Mr. Noble seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. Mr. Calcutt moved that in the absence of City Manager, C. E. Hickok, City Clerk W.E.Varcoe be appointed Acting City Manager. The motion was seconded by Mr. Neiss and carried unanimoualy. The following communications were received: 4.vi From Edward A. Bertram, containing information and maps relative to Project No. 10, known as San Francisco Bay Bridge. Mr. Neiss moved that the City Clerk be instructed to acknOwledge receipt of the communication and that the same be filed, seconded by Mr. Noble and carried. From the Regents of the University of California, advising of the dedi- cation to the City of Alameda of a ten foot strip of land on each side of Webster Street. Mr. Neiss moved that the communication be referred to the City Attorney, seconded by Mr. Noble and carried. 6X; From the Southern Pacific Company, relative to the installation of additional stations in the West End. Mr. Neiss moved that the communication be filed and that the Alameda Woman's Improvement Club be sent a copy. The motion was seconded by Mr. Noble and carried. 7. From City Manager Hickok, requesting reclassification of the lot recently purchased by the Municipal Electric Light Plant at the southwest corner of Everett Street and Santa Clara Avenue to a Business District, Class III. Mr. Noble moved that the communication be referred to the City Attorney to take such steps as are necessary. The motion was seconded by Mr. Calcutt and carried unanimously. 8.y` From the Mayor, Auditor and Treasurer, fixing rate of interest for the year ending December 31, 1928. Ordered filed. From the Alameda Improvement Club, re various matters:- (a) As to disposition of their request that all rentals received from municipally owned property should be allocated to a fund for the im- provement of parks and playgrounds. After discussion, Mr. Neiss moved that the council declare it not advisable to follow the suggestion as offered. The motion was seconded by Mr. Noble and same carried unanimously. (b) Relative to proposed fare to Alameda Airport. The City Clerk was instructed to notify the Alameda Improvement Club that the matter was still under consideration by the State Railroad Commission. (c) Proposed improvement of streets in the West End, as well as improvement of all dedicated streets west of Webster Street. After discussion, Mr. Neiss moved that the City Planning Commission be instructed to hold public heqrings in the matter so as to decide the necessity of complying with this request; the City Planning Commission to report back to the council its recommendations. The motion was seconded by Mr. Noble and same carried unanimously. 10.V From the Chief of Police requesting the soft drink license of A. Von Schmidt at 1623 Park Street, be cancelled. After discussion, Mr. Noble moved that the license be temporarily revoked in accordance with the recommendation and that Mr. Von Schmidt be given the opportunity to appear before the council at its next regular meeting for a public hearing, should he desire to do so. The motion was seconded by Mr. Calcutt and carried unanimously. 11.'1 From E. K. Taylor, relative to his services in assisting the City Attorney, if required, without charge, in the matter of the action of Sessions v. City of Alameda. Mr. Noble moved that the council extend to Mr. Taylor a vote of thanks for his very generous offer. The motion was seconded by Mr. Niess and carried unanimously. 12. From the Regional Executive of the Boy Scouts, thanking.the council for use of office in City .Hall for Alameda Boy Scout council headquarters. Ordered filed. 1 From the City Planning Commission, recommending the reclassification of the lot situated on the west side of Park Avenue, 130 feet south of Santa Clara Avenue, to a Business District, Class V. Mr. Neiss moved the recommendation of the City Planning Commission be adopted, seconded by Mr. Noble and carried unanimously. 14. From the City Planning Commission recommending the reclassification of the northeast corner of Buena Vista Avenue and Grand Street to a Class V District. Mr. Noble moved that the recommendation of the City Planning Commission be adopted, seconded by Mr. Neiss and carried unanimously. / 1 .10v An application was received for a permit to sell soft drinks signed by Guido Bottarini. Upon recommendation of the Chief of Police, Mr. Noble introduced and moved the adoption of "Resolution No. 1234. Granting a Permit for a License to Sell Soft Drinks." Mr. Calcutt seconded the motion to adopt the resolution and on roll call it was adopted and passed unanimously. 16.00 An application for a gratuitous license to sell gold and aluminum house numbers was received from Mr. J. J. O'Neill. Inasmuch as the application had received the endorsement and recommendation of Chief of Police Wm. H. Wahmuth, Mr. Noble moved that the request be granted, seconded by Mr. Calcutt and carried unanimously. 17.4 In the matter of the application of Louis Monette for a permit to sell soft drinks. After discussion, Mr. Noble moved that the application be denied. The motion was seconded by Mr. Calcutt and carried by the following vote:- Ayes: Councilmen Calcutt, Noble and President Otis, (3). Noes; Councilman Neiss, (1). Absent: Councilman Latham, (1). The following ordinances came up for passage and were read by the Clerk:- 18. "Ordinancejlo. New Series. Reclasifying Property. (Industrial) Mr. Noble moved that the Ordinance as read bp adopted, seconded by Mr. Neiss and on roll call carried unanimously. 19.1 "Ordinance No. New Series. RecIassifyin Property. (Gargge )." Mr. Noble moved that the Ordinance as read be adopted, seconded by Mr. Noble and on roll call carried unanimously. 20. The following ordinances were introduced and laid over under a provision of the Charter:- "Ordinance No. New Series. Reclassifying Property. (Garage, N. E. cor. Buena Vista Ave. & Grand. Street.)" 21.V "Ordinance No. New Series. Reclassifying Property. (W. side of Park Avenue, near Santa Clara Avenue.)" 22.V Mr. Neiss moved that the City Engineer be instructed to have the southwest corner of Peach Street and San Jose Avenue rounded off similar to that on the southwest corner of Central Avenue and High Street, at an approximate cost of ,0125.00. Mr. Noble seconded the motion and on roll call carried unanimaasly. 23. In the matter of the erection of modern electroliers on Park Street and the widening thereof, the report of the Committee was read. Messrs. Rosenthal, Dodge, Barker, Linn and Shaw addressed the council, all favoring the widening and installation of new lights at once time. Mr. Rosenthal stated that owners would agree to pay their share of the cost of installation of lights, but that the widening should be paid by the city. After discussion, Mr. Noble moved that the council agree that the work should be done as soon as possible and that the matter be referred to the Committee of the Whole to make a definite report at the next regular meeting. The motion was seconded by Mr. Neiss and carried unanimously. Claims against the General Departments, amounting to $2932.39; Police Department, $158.03. Fire Department, $232.61; Street Department, $2691.58; Health Department, 0_30.99; Recreation Department, $370.93; Golf Course Department 0994.12; Store Department, e14.75; Council Relief Fund, $207.74; Health Center Fund, $284.90; Electric Light Fund, $22,176.82; School Fund, $768.10; Initiative Relief Fund, $15.00 and East Bay Water Company Payments Fund, $2826.12 having been approved and audited by the proper officials were listed by the Clerk as follows: Labor Alamethl Steam Laundry Assn.
