REGULAR MEETING OF THE COUNCIL OF THE CITY OF ALAIEDA,
TUESDAY EVENING, APRIL 3RD, 1928.
The meeting convened at 8 o'clock with Council-president Otis presiding.
The roll was called and Councilmen Latham, Neiss, Noble and. President Otis,
(4) were noted present. Absent: Councilman Calcutt, (1).
The minutes of the regular meeting of March 20, 1928 were approved as read.
Mr. Latham introduced and moved the adoption of
"Resolution No. 1235.
Transferring 2,343.75 from the Electric Light
Fund to the Interest and Redemption
Fund."
Mr. Neiss seconded the motion to adopt the Resolution and on roll call it was
adopted and passed unanimously.

"Resolution No. 1236.
Transferring $7,841.61 from the Electric Light Fund
to the General Fund."
Mr. Noble seconded the motion to adopt the Resolution and on roll call it was
adopted and passed unanimously.
The following papers were ordered filed:
Title insurance policy, M. E. L. P. lot, Everett St. and Santa
Clara Avenue.
Report of the Municipal Electric Light Plant for February, 1928.
The following communications were received:
From Hon. Albert E. Carter, and Hon. S. M. Shortridge, re receipt of
Resolution re L. M. King proposal for San Francisco Bay Bridge. Ordered filed.
From Oakland Port Commission re Maitland. Drive. Ordered filed.
From Alameda Council, Boy Scouts of America, requesting use of council
chambers on May 2nd. Mr. Latham moved that the request be granted, seconded by
Mr. Neiss and carried unanimously.
From the North Side Protective Club, requesting use of council chambers
Tuesda7 evening, April 10th. Mr. Neiss moved that the request be granted, seconded'
by Mr. Noble and carried.
The Clerk stated that in response to notice to contractors, he was in receipt
of four bids for the improvement of that portion of Central Avenue, between Fourth
Street and a line 335 feet easterly. Mr. Neiss moved that the bids be received
and opened, seconded by Mr. Latham and carried. Thereupon the Clerk opened and
read the bids as follows:

Mr. Neiss moved that the bids be referred to the City Engineer for report.
The motion was seconded by r. Noble and carried. Upon the rea)mmendation
of the City Engineer, Mr. Noble introduced and moved the adoption of
"Resolution No. 1237.
Awarding Contraot to Hutchinson Company."
Mr. Latham seconded the motion to adopt the Resolution and on roll call it
was adopted and passed unanimously.
10.V A petition was received from various residents and property owners petition-
ing the council to close and abaondon thirty feet at the north end of Bay Street.
Mr. Latham moved that it be the sense of the council that the request be complied
with and that the matter be referred to the City Attorney to prepare the necessary
proceedings in accordance therewith. The motion was seconded by Mr. Neiss and
carried.

A petition was received signed by various residents and property owners
relative to automobile parking on Central Avenue, between Walnut Street and Oak
Street. After discussion, Mr. Noble moved that the matter be referred to the
City Engineer and City Manager and that a diagram be drawn for submission at the
next meeting of the council providing for diagonal parking on the south
side and parallel par_ing on the north side; that the parallel parking on the
north side should be covered with appropriate signs of two hour parking limit;
also, sketches should be prepared showing diagonal parking on both sides of
Broadway, between Central Avenue and Santa Clara Avenue; also diagonal parking on
Central Avenue in front of the Alameda Hotel property and that the City Attorney
be instructed to prepare the necessary ordinance covering the parking as outlined.
The motion was seconded by Mr. Neiss and same carried unanimously.
The following Ordinances came up for passage:
"Ordinance No.
New Series.
An Ordinance Prohibiting the Deposit of Sewage on
Tidelands, and Requiring Arks, House-Boats and
Other Structures situated on Tide Lands to Connect
with the Sewer System of the City."
M. Neiss moved that the Ordinance as submitted be withdrawn. The motion was
seconded by Mr. Latham and carried.

Mr. Latham moved that the ordinance as read be adopted, seconded by Mr. Neiss and
on roll call it was adopted and passed unanimously.

Mr. Neiss moved that the Ordinance as read be adopted, seconded by Mr. Noble and
on roll call it was adopted and passed unanimously.
15., In the matter of widening and lighting of Park Street, Mr. Neiss moved
that owing to the absence of the Chairman of the Committee appointed, by the
Council, Lir. Calcutt, further hearing be postponed until the next regular meeting
of the Council, seconded by Mr. Noble and carried.
164/ Mr. Latham stated that a vacancy existed on the Golf Commission, due to
the decease of Thos. G. Hutt, and moved that Mr. Charles H. Moody be appointed
as his successor. The motion was seconded by Mr. Neiss and same carried
unanimously.
17. A further hearing was held upon the action of the council at its last meeting
relative to the temporary revocation of the soft drink license of A. Von Schmidt,
1623 Park Street. Mr. Von Schmidt was present and addressed the council relative
thereto, as did Chief of Police Wm. H. Wahmuth. After further discussion, Mr.
Latham moved that the license be reinstated and that Mr. Von Schmidt be permitted
to operate under same. The motion was seconded by Mr. Neiss and same carried
unanimously. Mayor Otis stated that he wished to be recorded as voting Aye
upon this motion, with the definite understanding that if in the future further
trouble should arise, his vote would be registered in favcrof the revocation of the
license.
Claims against the General Departments amounting to $2320.21; Police
Department, $147.04; Fire Department, $338.44; Street Department, $2109.57;
Health Department, 0179.90; Recreation Department, $975.11; Golf Course
Department, 0969.77; Store Department, $51.11; Social Service Department,
$203.01; Health Center Department, $326.41; Electric Light Fund, $4477.45;
Pension Pund, $1119.83 and. Initiative Relief Fund, $124.00 having been approved
and audited by the proper officials were listed by the Clerk as follows:
