1928-04-17 Regular CC MinutesREGULAR MEETING OF THE COUNCIL OF THE CITY OF AL!,,MEDA, TUESDAYWEVENING, LPR3I 17TH, 1928. The meeting convened with Council-president Otis presiding, at 8 P. E. The roll was called and Councilmen Calcutt Latham, Neiss, Noble and President Otis, (5) were noted present. Absent: None. The minutes of April 3rd, 1928 were approved as read. 1.,„/ mr. Noble introluced and moved the adoption of "Resolution No. 1238. Rescinding the Proceedings for the Improve- ment of Park Street." Er. Calcutt seconded the motion to adopt the Resol ution and on roll call it was adoptea and passed unanimously. P. Mr. Latham introduced and moved the adoption of "Resolution No. 1239. Decreasin the Width of the Sidewalks on Both Sides of Park Street between Buena Vista and Encinal Avenues to Thirteen. Feet and Establish- ing a New Curb Line in Accordance Therewith." M. Calcutt seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. 3.V Mr. Neiss introcued and moved the adoption of 4 "Resolution No. 1240. Estai1ish±ng New Curb Grades on a Portion of Park Street." LIr. Latham seconded the motion to adopt the Resolution and on roll call t was adopted and'rassed unanimous Mr Calcutt introduced and moved the adoption of "Resolution No. 1241, Orderinp. Plans and Specifications for the Improvement of Park Street between Buena Vista and Encinal Avenues." Hr. Noble seconded the motion to adopt the Resolution and on roll call it was ,..opted and massed unanimously. Latham introduced and moved the adoption of "Resolution No. 1242. Changing the Name of South Shore Drive to Maitland Drive." LIr. Neiss seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. 6. Mr. Neis introduced and moved the adoption of "Resolution No. 1243. Resolution of Intention No. 8A, New Series. For Closing a Small Portion of the Northern End of Bay Street." Mr. Latham seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimous The following papers were received and filed: 7.t/' Oath of office of Earl Fry as special officer. Balanoe Sheet, Alameda Belt Line, as of February 29, 1928. 9.1 Affidavit of publication, notice of hearing on nevi zoning ordinance. 10.1 Contract between Hutchinson Company and City of Alameda, for improvement of Central Avenue, near Fourth Street. Recorded Deed, Tucker Investment Company to City of Alameda, Municipal Electric Light Plant property, Southwest corner of Santa Clara Avenue and Everett Street. The following communications were received: From the County Board of Supervisors containing resolutions re estuary bridges. The communication was ordered filed. Mr. Calcutt moved that City Manager Hickok be instructed to ask the County Board of Supervisors what steps had been taken to date in the matter of replacing the Park Street or High Street bridges. e motion was seconded by Mr. Neiss and same carried unanimously. 1S.tI rom Alameda Rod and. Gun Club requesting use of council chamber on April 26th and the last Thurdsay of every month thereafter for the purpose of public meetings. Er. Latham moved that the request for use of the council chamber on April 26th be granted and that thereafter they be granted the privilege of meeting in the Court Room, should this be of sufficient size to accommodate their meetings. 14. 161 18 . The motion was seconded by Mr. Noble and carried unanimously. From the City Planning Commission, recommending the reclassification of the lot situated on the southeast corner of Park Avenue and Central Avenue, from a Residence District, Class II to a Business District, Class V. Mr. Neiss moved that the recommendation of the Planning Commission be adopted, seconded by Mr. - Latham and carried unanimously. Prom the City Planning Commission, recommending the reclassification of a lot 60 x 125 feet on the southwest corner of High Street and Van Buren Street, from a Residence District, Class Ito a Business District, Class IV, pernitting the erection of a church thereon. Rev. D. J. Cavanaugh, Ray W. Kearney and Mrs. Weinberger addressed the council in support of the petition. Reverend Cavanaugh stated that he consented to recording in the minutes the fact that no school would be erected on the lot in connection with the church. Mr. Albert P. Stiefvater addressed the council for the protestants. After further discussion, Ur. Neiss moved that the matter be submitted and considered at a meeting of the Committee of the Whole to report back at the next meeting of the council. The motion was seconded by Mr. Calcutt and same carried unanimously. From the Alameda Improvement Club re overlapping of property lines in the jest End. Mr. Neiss moved that the communication be referred to the City Manager, City Attorney and City Engineer to report back to the council. The motion was seconded by Ur. Latham and carried. From the Alameda Improvement Club re fivacent fares on west end bus lines. Mr. Calcutt moved that the communication be filed, seconded by Mr. Latham and carried." From City Attorney Locke advising the council of the Railroad Com- mission's order granting the application of the Key System Transit Company to run busses though the tube. After discussion, Mr. Neiss moved that the Mayor appoint a committee of five, to consist of the City Manager, City Attorney and three members of the council to consider the matter contained therein, in conjunction with various civic bodies in the city. The motion was seconded by Mr. Calcutt and same carried unanimously. Thereupon the Mayor appointed Mr. Niess, Mr. Calcutt and Mr. Noble to serve as members of such committee. 19.V7 From City Attorney Locke, relative to claim of C. L. Traver. Mr. Calcutt moved that the communication be filed. The motion was seconded by Mr. Otis and such was the order. 20.4 From the Alameda Chamber of Commerce, relative to busses through the tube. There being no objection this was referred to the Bus Committee for consideration. 21./ 221 Prom the Alameda Community Council recommending various improvements. Mr. Latham moved that the communication be referred to a meeting of the Committee of the Whole, seconded by Mr. Neiss and carried. From Felicia A. Evans, Director of Citizenship, Alameda City Schools, inviting the member of the council to be guests of honor at the citizenship exercises on the evening of April 27th, 1928. Mr. Latham moved that the invita- tion be accepted, seconded by Mr. Noble and carried. An application for a permit to sell soft drinks signed by P. Cecchini, 300 Pacific Avenue, was received. Inasmuch as the application did not receive the approval or recommendation of Chief of Police, Wm. H. Wahmath, Mr. Calcutt moved that the application be denied, seconded by Mr. Noble and carried unanimously. 24. An application for a permit to sell soft drinks, signed by James A. Murphy, was received. Inasmuch as this had received the approval and recommendation of the Chief of Police, Mr. Latham introduced and moved the adoption of 25.V 26 0 "Resolution No. 1244. Granting a Permit for a License to Sell Soft Drinks." Mr. Noble seconded the motion to adopt the Resolution and on roll call it was edo and passed unanimously. Mr. Neiss moved that the City Planning Commission be instructed to hold another public hearing on the proposed zone ordinance on Wednesday evening, April 25th, 1928, at 8 o'clock. and that the City Clerk be instructed to advertise this public hearing accordingly. The motion was seconded by Mr. Noble and came carried unanimously. The following ordinances were introduced by the Clerk and laid over under a errovision of the Charter.. a4 "Ordinance No. New Series. Reclassifying Property. (Southeast corner Park Avenue and Central Avenue.) "Ordinance Mo. New Series. Ratifying a Contract between the Great Western Power Company, a Corporation, and the City of Alameda, by and Through its Board of Public Utilities, for the Purchasing of electric energy for a period of five years from January 30, 1928." City Engineer Hamilton submitted plans for automobile parkinF in front of the .High School and also fronting the Alameda Hotel. Er. Neiss moved. that the plans as submitted be ado-oted and that the City Manager arrange for parking facilities as showing. The motion was seconded.by Mr. Noble and same carried unanimously.
