WEDNESDAY EVENING, MAY 2, 1928.
The meeting convened at 8 P. M. with Council-president Otis presiding.
The roll was called and Councilmen Calcutt, Latham, Neiss, Noble and
resident Otis, (5) were noted present. Absent: None.
Mr. Latham moved that Wm. J. Locke be appointed City Clerk pro tem in
the absence of W. E. Varcoe, City Clerk, seconded by Mr. Neiss and carried.
The minutes of the regular meeting of April 17th were read and approved
with the exception of paragraph 17, Page 384, which was amended to read as
follows:- "Prom the Alameda Improvement Club, re five cent fares on west end bus
lines. Mr. Neiss moved that the communication be filed, seconded by Mr. Latham
and carried."
Mr. Latham introduced and moved the adoption of
"Resolution No. 1245.
Transferring $35,000.00 from the Electric Light
Fund to the General Fund."
Mr. Noble seconded the motion to adopt the Resolution and on roll call it was
adopted and passed unanimously.
Mr. Neiss introduced and moved the adoption of
"Resolution No. 1246.
Transferring $3,340.95 from the Electric Light
Fund to the General Fund."
Mr. Calcutt seconded the motion to adopt the Resolution and on roll call it was
adopted and passed unanimously.
Mr. Neiss introduced and moved the adoption of
"Resolution No. 1247.

Mr. Noble introduced and moved the adoption of

Mr. Latham seconded the motion to adopt the Resolution and on roll call it was
adopted and passed unanimously.

From Mayor Frank Otis advising of appointment of Charles W. Griffin
of the Board of Free Library rPrustees. Ordered filed.
From Mayor Frank Otis advising of appointment of Mrs. Maybelle V. Powell
of the Board of Education. Ordered filed.
From Burt C. Nelson, re house numbering. Ordered filed.
From Oakland Chamber of Commerce enclosing copy of Petition to Railroad
Commission requesting further hearing on routing of busses through the Estuary Tube,
Mr. Calcutt moved that the communication be referred to the Bus Committee, seconded
by Er. Latham and, carried.
From E. J. probst, Superintendent of Recreation inviting the Council to
be present at the May Festival to be held in Lincoln Park, May 12, 1928. Mr. Latham
moved that the invitation be accepted, seconded by Er. Calcutt and carried unani-
mously.

From the Social Service Board re request of the Housewives'
League to appropriate a fund for the purpose of furnishing certified milk
to nursing babies of Alameda whose parents were unable to do so. Ordered
filed.
From O. H. Hall, Commander, Corporal Leonard B. Hollywood post,
#939, Veterans of Foreign Wars, requesting Permission to hold boxing
bouts at an Athletic Night on May 17, 1928. Mr. Neiss moved that permission
be granted, seconded by Mr. Latham and carried unanimously.
Prom the Alameda Community Council giving information as to
the organizations represented by the Alameda Community Council. Ordered
filed.
From the Alameda Community Council re widening of Park Street,
between the Estuary and Encinal Avenue, instead . of between Buena Vista
Avenue and Encinal Avenue as previously planned. After discussion, Mr.
Neiss moved that the City Engineer be requested to Prepare an estimate
of the cost of the widening and lighting of Park Street from the Estuary
to Buena Avenue for presentation to the council, seconded by Mr. Noble
and carried. Attached to this communication there was =a copy of
a Resolution to the Railroad Commission of the State of California
re routing Of busses plying between the cities of Oakland and Alameda
through the Esntary Tube. The Clerk was requested to send copies of
the Resolution to the members of the council.
Mr. Calcutt called the attention of the Council to the dilapidated
condition of the bath house at Washington park and Oh motion the City
manager was requested to prepare an estimate of the cost of a new
building for presentation to the council, seconded by MT. Latham and
carried.
Mr. Calcutt spoke of the necessity of improving the streets in the
east end of the City in the vicinity of Bay Island Avenue, and moved that
the City Manager and City Engineer be instructed to make a survey of
streets in the east end and report back to the council, seconded by Mr.
Neiss and carred.
Mr. Neiss called the attention of the Council to the distribution
of handbills and various advertising matter in the city of Alameda ,
such as "Shopping News", and stated it was a nuisance to the citizens.
After discussion, Mr. Neiss moved that the City Manager and City Attorney
be instructed to immediately investigate the distribution of advertising
matter in the City of Alameda and ascertain if it is being done in
accordance with the local ordinances regulating same. Mr. Latham seconded
the motion.
City Manager Hickok presented letters from the County Supervisors
giving the status of the Estuary Bridges. Ordered filed.
A further hearing was held upon the application for the reclassifi-
cation of the property situate at the southwest corner of High Street arid
Van a- atreet from a Residence District Class I to a Business District
Class IV, permitting the erection of a church. Mr. Noble moved that the
recommendation of the City Planning Commission regarding the reclassifica-
tion be adopted, seconded by Mr. Calcutt and carried. Thereupon a bill
entitled

was introduced and laid over under a provision of the Charter.
The following ordinances came up for passage and were read by the
Clerk: -

Mr. Latham moved that the Ordinance as read be adopted seconded by Er.
Noble and on roll call it was adopted and passed unanimously.

Ratifying a Contract between the Great Western Power
Company, a Corporation, and the City of Alameda by
and Through its Board of public Utilities for the
purchase of Electric Energy for a Term of Five Years
from January 30, 1928."
Mr. Neiss moved that the ordinance as read be adopted, seconded by Mr.
Noble and on roll call it was adopted and passed unanimously.
