REGULAR MEETING OF THE COUNCIL OF THE CITY OP ALAMEDA,
TUESDAY EVENING, MAY 15, 1928.
The meeting convened at 8 o'clock with Council-president Otis presiding.
The roll was called and Councilmen Calcutt, Latham, Neiss, Noble and
President Otis, (5) were noted present. Absent: None.
Mr. Latham moved that City Attorney, Wm. J. Locke, be appointed City
Clerk pro tem, seconded by Mr. Neiss and carried.

The minutes of the regular meeting of May 2nd, 1928 were approved as
Mr. Latham introduced and moved the adoption of
"Resolution No. 1249.
Authorizing Mayor to Execute Contract with
Architect for proposed Public Utility Building."
Mr. Neiss seconded the motion to adopt the Resolution and on roll call it was
adopted and passed unanimously.
Mr. Neiss introduced and moved the adoption of
"Resolution No. 1250.
Ordering the Publication of. a Notice of
Hearing on the Proposed New Zone Ordinance."
Mr. Noble seconded the motion to adopt the Resolution and on roll call it was
adopted and passed unanimously.
The following were received and filed:
Oath of office of Bert M. Henderson as police officer.
Affidatit of publication of Resolution of Intention No. 84, N. S.
Reports of Alameda Belt line for months of January, February and March,1928.
The following communications were received:
From J. Oliver Brison, City Clerk of Long Beqch, inviting the Mayor
and Council to attend the pacific Southwest Exposition Dedication Ceremonies
to be held at Long Beach, May 26th. On motion the invitation was unanimously
accepted.
From C. H. white, relative to the operation of busses on High Street.
Mr. Calcutt moved that the communication be referred to the Bus Committee of the
Council, seconded by Mr. Latham and carried.
Prom California Congress, of parents and Teaehers, containing
Resolution of Courtesy. Ordered filed.
Prom Vim. J. Locke, City Attorney, relative to municipally owned bus
lines in Soathern California. Ordered filed.
Prom the City Manager, City Attorney and Superintendent of Streets,
relative to the overlapping of rroperty lines in the West End of Alameda.
Ordered filed.
Prom the Alameda Improvement Club, re use of certain funds of city
for specific purposes. Ordered filed.
From the City planning Commission, re hearing held on the opening and im-
proving of certain streets in the jest End, as well as the improvement of
all dedicated streets west of Webster Street. Ordered filed.
Prom the City Planning Commission, recommending the reclassification
of property situated on the north side of Eagle Avenue, betyleen St. Charles and
Bay Streets, from a Residence District, Class 1, to an Industrial District,
Class VII. Mr. D. D. Purrington, representing the Standard Oil Company,
addressed the Council in support of the petition. After discussion, Mr. Noble
moved that the recommendation of the City Planning Commission be adopted, seconded
by Mr. Neiss and carried unanimously.
14P7 From the City Manager and City Engineer, relative to unimproved streets
in the southeastern part of the city. Mr. Calcutt moved that the City Manager
be instructed to proceed with the said improvement in accordance with the
recommendations contained therein, seconded by Mr. Neiss and carried.
15.V/ Applications for gratuitous licenses were received from Herman A.
Reichardt, to sell and solicit ordexefor an automobile polish; from Wm. F.
Hodgkins, to sell eggs and Charles Peterson, to sell kimber rakes from house
to house. After discussion, Mr. Neiss moved that the applications be referred
to the City Attorney and City Manager for investigation and report, seconded
by Mr. Calcutt and carried.

A petition was received from residents living in the vicinity of 2521 Lincoln
Avenue, complaining of the dilapidated barns and sheds in the rear of said
premises. Mr. Latham moved that the matter be referred to the City Manager with
power to act, seconded by Mr. Noble and carried.
18.
Applications for permits to sell soft drinks were received from the
Standard Creameries, Inc. 1403 Park Street, and Walnut Grove Creamery Company,
1420 Park Street. Inasmuch as the applications had received the approval and
recommendation of the Chief of police, Mr. Neiss introduced and moved the
adoption of
"Resolution No. 1251.
Granting a Permit for a License to Sell
Soft Drinks."
Mr. Latham seconded the motion to adopt the Resolution and on roll call it
was adopted and passed unanimously.
City Attorney Locke brought to the attention of the council the existence
of an old well on the property of Donald Cohen, 2618 lincoln Avenue. Also, complaint
was made by residents in the immediate vicinity of the dilapidated appearance of the
house on said property. After discussion, Mr. Latham moved that the matter be
referred to the City manager for investigation and report, seconded by Mr.
Neiss and carried.
19.V/ Mr. Neiss moved that the City purchase a page in the "Acorn", the Alameda
High School annual, at a cost of 030.00, to be paid for out of the Advertising
Fund and that the City Manager prepare data to be displayed thereon, seconded by
Mr. Calcutt and on roll call carried unanimously.
20. Mr. Noble moved that the City appropriate a sum not to exceed 0250.00
to be used in advertising the Marathon Swim to be held in this city on May
30, 1928, seconded by Mr. Latham and on roll call carried by the following vote:-
Ayes: Councilmen Latham, Neiss and Noble, (3). Noes: Councilman Calcutt and
president Otis, (2). Absent: None.
21/ A hearing was held in the matter of Resolution of Intention No. 84, New
Series, (Bay Street)., The Clerk filed a statement that no protests or objections
had been received in the matter. Thereupon Mr. Noble introduced and moved the
adoption of

Bay Street."
Mr. Calcutt seconded the motion to adopt the Resolution and on roll call it was
adopted and passed unanimously.
The following Ordinances were introduced and laid over under a provision
of the Charter:
"Ordinance No.
New Series.
Regulating the Parking of Vehicles on the Northern
Side of Central Avenue between Oak and Walnut Streets."
"Ordinance No.
New Series.
Reclassifying Property.
(Industrial)."
"Ordinance No.
New Series.
Authorizing the Sale of Two parcels of Real
Property to the University of California."
"Ordinance No.
New series.
Amending Section 784 of the Municipal Code
Relating to the Distribution of Handbills
and Advertising Matter."
"Ordinance No.
New Series.
Authorizing and Providing for a Lease of
Three Hundred and Forty-six Acres of Tide-
lands on the 'Vestern Waterfront of the City
of Alameda for use as an Airport, Aircraft Factory
and Aviation School, and Carrying on a General
Aviation Business."
The following Ordinance came up for passage and was read by the Clerk:

Mr. Noble moved that the ordinance as read be adopted, seconded by Mr. Calcutt and
on roll call it was adopted and passed unanimously.
Claims against the General Departments amounting to 003516.14; Police Depart-
ment 0227.74; Fire Department, $179.93; Street Department, 02501.92; Health
Department, 0246.86; Recreation Department 0345.33; Golf Course Department, $1256.12;
Store Department, 095.20; Council Relief Fund, 0104.18; Health Center Fund, 022.50;
Electric Light Fund, $11,913.92; and Initiative Relief Fund 084.00 having been
approved and audited by the proper officials were listed by the Clerk as follows:

Mr Latham moved that the claims as listed be paid, seconded by Mr. Neiss and on
roll call carried unanimously.
Mr. Calcutt moved that the Council take a recess of one-half hour, seconded
by Mr. Neiss and carried.
Upon reconvening all were noted present.
Mr. Calcutt moved that Mr. S. C. Wright be employed as special counsel in the
matter of Traver vs. City of Alameda, compensation to be ;3200.00. Mr. Neiss seconded
the motion and on roll call it was adopted unanimously.
There being no further business to transact the Council adjourned to meet in
regular session, Tuesday eveniig, June 5th, 1928, at 8 o'clock.
