1928-06-19 Regular CC Minutes
REGULAR MEETING OF THE COUNCIL OP THE CITY of ALAMEDA, TUESDAY EVENING, JUNE 19TH, 1928. The meeting convened at 8 o'clock with Council - president Otis presiding. The roll was called and Councilmen Latham, Noise, Noble and President Otis, (4) were noted present. Absent: Councilman Calvutt, (1). The minutes of the regular meeting of the council held June 5th, 1928 were approved as read, with the exception of Paragraph 17, which was amended to read as follows: "A report of the Bus Committee of the Council was received and read, in re routing of busses. Councilman W. R. Calcutt presented a minority teport in regard to routing of busses. Mr. Noble moved that the majority report of the Bus Committee be adopted, seconded by Mr. Latham and on roll call carried by the following vote : - Ayes: Councilmen Latham,Neiss, Noble and President Otis, (4). Noes: Councilman Caloutt, (1). Absent: None." The minutes of the special meeting of June 14th, 1928 were approved as read. The following papers were filed: 3. Continuation certificate on bond of James W. price, Municipal Electric Light plant. 4." Two recorded grants, Alameda Belt Line, re 'Webster Street widening. One recorded grant, Regents of the University of California, re Webster Street widening. 6.J, One recorded grant, Hubert Vischer, re Webster Street widening. 7. Affidavit of publication, Resolution of Intention No. 86, N. S. re Webster Street widening. 8.r Copy of Agreement, between City of Alameda and County of Alameda, re Social Service Board. 9. Mr. Neiss introduced and moved the adoption of "Resolution No. 1267. Cancelling Taxes on Andronico Property." Mr. Noble seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. 10.V Mr. Latham introduced and moved the adoption of 3.1 .1/ "Resolution No. 1268. Resolution of Acceptance and Consent to Recordation. Mr. Neils seoonded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. The following communications were received: From the Social Service Board, re readjustment of salaries. Ordered filed. 12.E Mr. Neiss introduced and moved the adoption of "Resolution No. 1269. Fixing Salaries of the Following Employees of the Social Service Board of the City of Alameda, To -wit: Office Secretary, Clinic Nurse and Bookkeeper." Mr. Latham seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. 13.x' From the Electrical Products Corporation, requesting permission to erect two park -way signs. After discussion, Mr. Latham moved that permission be granted under supervision of the City Manager and Board of Public Utilities. Mr. Noble seconded the motion and same carried unanimously. 14. From the California Water Resources Association, requesting endorsement of a proposed Consitutional Amendment, known as Assembly Constitutional Amendment No. 27. Mr. Latham moved that the communication be laid over until the next regular meeting of the council, seconded by Ivir. Noble and carried. 15' From the Livermore Rodeo Association, inviting the council to be present at the annual rodeo. Mr. Neiss moved that the invitation be accepted, seconded by Mr. Noble and carried. 16.E From the Alameda Improvement Club, re routing of bus lines in Alameda. Ordered filed. After discussion, Mr. Latham moved that the council call an open meeting for Tuesday evening, June 26th, at 8 o'clock, to be prosided over by + the mayor and that notices of this public meeting be forwarded to the different civic organizations of the city inviting them to be present for the prupose of discussing the proposed routing of busses. The motion was seconded by Mr. Neils and carried unanimously. 17.v From the Alameda Improvement Club, commending the action of the council in protesting the proposed commutation rates. effective Uuly.1, 1928. Ordered filed. 18. From City Attorney Locke relative to delinquency of Rolph Navi- gation and Coal Company.' Ordered filed. 19. From the Northside Protective Club re routing of busses. Ordered filed. 20.if From the East Bay Cities Rate Department, containing report for the past eight months. Ordered filed. From Charles F. Todd, President, Municipal %raffice League of California, relative to third annual convention. Mr. Neiss moved that the City Attorney, City Manager and Chief of police be appointed delegates to attend such convention. The motion was seconded by Mr. Latham and carried unanimously. 22.V From the Northside Protective Club re poor condition of sidewalks on Clement Avenue, between Elm and Oak Streets. Mr. Neiss moved that the communication be referred to the City Manager with power to sot. 23.1 From the Lake Merritt Boosters' Club, relative to routing of Alameda busses in Oakland. The communication was ordered filed. 24.i' An application for permit to sell soft drinks was received from Roy Bertucci. Inasmuch as this had not received the approval or recommendation of the Chief of police, Mr. Noble moved the application be denied, seconded by Mr. Latham and carried. 25.E Applications for permit to sell soft drinks received from L. F. Marcellin, Lillian Marshall and West's Restaurant, 'were read. Inasmuch as this applications had received the approval and recommendation of the Chief of police, Mr. Neiss introduced and moved the adoption of "Resolution No. 1270. Granting a permit for a License to Sell Soft Drinks." Mr. Latham seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. In the matter of the removal of the dilapidated building at 1809 St. Charles Street, Building Inspector Rogers stated that this building, Which is used as a barn, has no foundation; that it would be uneconomical to repair and that at the present time it was leaning towards the house adjoining, and that he considered it in a dangerous condition. Mr. Latham moved that the matter be continued until the next regular meeting of the Council. The motion was seconded by Mr. Noble and carried unanimously. 27.1 The following ordinances came up for passage: 28. 29.1 30.J "Ordinance No. New Series. Establishing Districts or Zones and Regulating Therein the Use of property, Height of Buildings, and Required Open Spaces for Light and Ventilation of such Buildings, and, Repealing Ordinances Nos. 227, N. S. 319, N. S. and 338, N. S." Mr. Latham moved that consideration of the passage of this ordinance be postponed until the next regular meeting of the Council, seconded by Mr. Noise and carried unanimously. "Ordinance No. New Series. Reclassifying Property. (2255 -2257 Central Avenue)" Mr. Noble moved that the ordinance as read be adopted, seconded by Mr. Neiss and on roll call carried unanimously. Mayor Otis called attention of the Council to the bell at Mastick Tower, stating that its continual ringing at all times of the day and night has become a nuisance to residents in the locality. After discussion, a motion prevailed that the City Manager have the type of signal changed if possible. Mr. Latham moved that the City Manager be instructed to obtain prices for the installation of an elevator in the City Hall. The motion was seconded by Mr. Neiss and carried unanimously. Mr. Latham introduced and moved the adoption of "Resolution No. 1271. Re Expenditure of Monies for Advertising purposes." Mr. Neiss seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. A communication was received from Mr. Hariie Norris, Chairman of the Citizens Committee of the National Guard, requesting that an appropriation of $200.00 be allowed for the purposes of sending the local company to the National encampment. Mr. Latham moved that the communication be referred to the City Attorney and that if the request was a legal one the City manager be instructed to advance the same out of his revolting fund, to be reimbursed at the next meeting of the Council. Mr. Noise seconded the motion and on roll call it was carried by the following vote:- Ayes: Councilmen Latham, Neiss and Noble, (3). Noes: Council - president Otis, (1). Absent: Councilman Calcutt, (1). 33.V City Manager Hickok stated that the paving on Central Avenue was be- ginning to show signs of wear due to heavy truckage and suggested that an ordinance be prepared making Central Avenue a boulevard, in order to prevent its use by such heavily laden trucks in the future. Mr. Latham moved that the City Attorney prepare such an ordinance. The motion was seconded by Mr. Noble and carried unanimously. 34. The matter of the fencing of certain property at the foot of Park Street bordering on the Bay, considered as dangerous to life, was again brought to the attention of the council by Dr. Wm. Pierce. Mr. Neiss moved that the City Manager be instructed to have the owners erect such fence. The motion was seconded by Mr. Otis and same carried unanimously. 35.V Mr. Latham moved that the City Manager be granted a two weeks vacation beginning July 1st, 1928. The motion was seconded by Mr. Noble and carried unanimously. Supplies 4.00 Mr. Neils moved that the claims as listed be paid, seconded by Mr. Noble. Mayor Otis stated that he would vote Aye for the payment of all claims with the exception of the one drawn in favor of the Alameda park Company, in amount of $250.00, which he stated he did not consider was a legal demand upon the advertising funds of the city. Upon roll call the claims were ordered paid. There being no further business to transact the Couhcil adjourned to meet in regular session, Tuesday evening, July 3rd, 1928, at 8 o'clock.
