REGULAR TMIEETING OF THE COUNCIL OF THE CITY OF ALAMEDA,
TUESDAY EVENING, JULY 3RD, 1928.
The meeting convened at 8 o'clock with Council- president Otis presiding.
The roll was called and Councilmen Calcutt, Latham, Noble and President
Otis, (4) were noted present. Absent: Councilman Neiss, (1).
The minutes of the regular meeting of June 19th, 1928 were approved as read.
Mr. Latham introduced and moved the adoption of
"Resolution No. 1272.
Transferring900.00 from the Electric Light
Fund to the General Fund."
Mr. Noble seconded the motion to adopt the Resolution and on roll call it was adopt-
ed and passed unanimously.
Mr. Calcutt introduced and moved the adoption of
"Resolution No. 1273.
Transferring 42915.93 from the E etric Light
Fund to the General Fund."
Mr. -Noble seconded the motion to adopt the Resolution and on roll call it was adopt-
ed and passed unanimously.
Mr. Noble introduced and moved the adoption of
"Resolution No. 1274.
Rescinding Former Proceedings, and Providing
For an Adjourned Regular meeting July 10, 1928,
to Receive Bids for the Improvement of Webster
Street."
Mr. Latham seconded the motion to adopt the Resolution and on roll call it was
adopted and passed unanimously.
The following papers were filed:
Report of the Municipal Electric Light Plant for the month of May, 1928.
Affidavit of publication_ of Notice Inviting Sealed Bids, re Webster Street.
Title insurance policy, Andronico property, adjoining Haight School.
Affidavit of publication of Delinquent Tax list.
The following communications were received:
Prom the Alameda Improvement Club, re bond issue for Webster Street and
park Street widenings. Mr. Latham moved that inasmuch as these matters were to be
considered and placed in the budget of the next fiscal year, the communication be
filed, seconded by Mr. Noble and carried unanimously.
From the City Planning Commission, recommending the reclassification of
1529 Lincoln Avenue, to a Business District, Class III. Mr. Latham moved that
the recommendation of the City Planning Commission be adopted, seconded by Mr. Cal-
cutt and same carried unanimously.
From the City planning Commission recommending the denial of the petition
for the reclassification of the property situate at the southeast corner of Eagle
Avenue and Chapin Street. Mr. Latham moved that the recommendation of the
City Planning Commission be adopted, seconded by Mr. Calcutt and carried
unanimously.
From Thompson & Skinner, regiesting the council to transfer tideland
lease dated, September 20, 1927 to Alameda Airport, Inc. Thereupon, I Ir. Noble
introduced and moved the adoption of
"Resolution No. 1275.

Alameda Airport, Inc."
Mr. Latham seconded the motion to adopt the Resolution and on roll call it was
adopted and passed unanimously.
From the California Water Resources Association, previously referred to the
Committee of the Whole. Ordered filed.
In the matter of the removal of the dilapidated building at 1809 St. Charles
Street, City Attorney Locke, reporting for the Building Inspector, stated that the
building had now been removed, thereupon Mr. Latham moved that the council abandon
further proceedings in the matter. The motion was seconded by Mr. Noble and carried
unanimously.
14.` Applications for permission to sell soft drinks were received from J. Griffin
and G. Del Bonta. These applications having received the approval of the Chief
of police, I/tr. Calcutt introduced and moved the adoption of
"Resolution No. 1276.
Granting a permit for a License to Sell Soft Drinks."
Mr. Latham seconded the motion to adopt the Resolution and on roll call it was
adopted and passed unanimously.

The following Ordinance came up for passage and was read:
"Ordinance No. T;?

Establishing Districts or Zones and Regulating Therein
the Use of property, Height of Buildings, and Required
Open Spaces for Light and Bentilation of such Buildings,.
and Repealing all Ordinances in Conflict Herewith, In-
cluding Ordinances Nos. 227, N. S., 319, N. S., and
338 N. S., Excepting However the Zone Map Heretofore
Adopted by Ordinance No. 227, N. S. and Referred to
in Section One (1) hereof."
Mr. Noble moved that the Ordinance as read be adopted, seconded by Mr. Latham and
on roll call carried by the following vote : - Ayes: Councilmen Calcutt, Latham,
Noble and President Otis, (4). Noes: None. absent: Councilman Neissl, (1).
The following Ordinances were introduced and laid over under a provision

Mr. Latham moved that the City Clerk be instructed to advertise for bids
the installation of an elevator in the City Hall. The motion was seconded by
Noble and on roll call carried unanimously.
Mr. Calcutt moved that the Mayor appoint a Committee of fifteen to include
City Manager, to act in conjunction with the County Board of Supervisors
the proposed opening of the Estuary Tube. The motion was seconded by Mr. Latham
carried unanimously.
Mr. Latham moved that the City Clerk be appointed City Manager pro tem
during Mr. Hickok's absence. The motion was seconded by Mr. Noble and carried
unanimously.
21.Vf Discussion was then had relative to the results of the public meeting on bus
line routing throughout the City of Alameda land Oakland. After discussion, Mr. Latham
moved that the Council reconsider its action in adopting the majority report of the Bus Com.
at the meeting held June 5th. The motion was seconded by Mr. Noble and carried by the
following vote: - Ayes: Councilmen Calcutt, Latham, Noble and President Otis, (4).
Noes: None. Absent: Councilman Noise, (1) . Mr. Calcutt then moved that as�a result
of the public mass meeting held Tuesday evening, June 26th, the council recommend that
the operation of busses in Alameda be over the present route of the No. 1 street car
line and that beyond High Street, the service be extended from High Street to
Fairview Avenue;to Fernside Boulevard; to Central Avenue; to High Street and return
to Santa Clara Avenue: That the route in Oakland be along Harrison Street to Tenth
Street; to Washington Street; to San pablo Avenue; to Broadway; to Tenth Street;
to Harrison Street to the Tube. Mr. Latham seconded the motion. Thereupon Mr. A. R.
Linn, representing the Community Council, addressed the Council, requesting certain
changes as to Oakland's routing. After discussion, the motion of Councilman Calcutt
was carried by unanimous vote of the Council.
Claims against the General Departments amounting to $1778.47; Police Department,
$41.50; Fire Department $37.00; Street Department, $2652.72; Health Department, $1139.56;
Recreation Department $173.71; Golf Course Department, $1109.55; Store Department, $6.07;
Electric T,ightFund, $13,140.89; Pension Fund, $1119.83; and Street Improvement Fund,,
430.72, having been approved and audited by the proper officials were listed by the
Clerk as follows:

Mr. Latham moved that the claims as listed be paid, seconded by Mr. Noble and
on roll call carried unanimously.
There being no further business to transact the Council adjourned to meet
in adjourned regular session, Tuesday evening, July 10th, 1928 at 8 o'clock.
