1928-07-17 Regular CC Minutes2. 3.V 4.V REGULAR MEETING OF THE COUNCIL OF THE CITY OF ALAMODA, TUESDAY EVENING, JULY 17TH, 1928. The meeting convened at 8 o'clock with Council-president Otis,pres The roll was called and Councilmen Calcutt, Latham, Nets President Otis, (5) were noted present. Absent: None. The minutes of the regular meeting of July 3rd, 1926 were read. Noble and ing. approved as The minutes of the adjourned regular meeting of July apth, 1928 were approved as read. Mr. Latham introduced and moved the adoption of "Resolution No. 1278. Transferring all Surplus Moneys to the General Fund." Mr. Neiss seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. Mr. Neiss introduced and moved the adoption of "Resolution No. 1279. Transferring $7,500.00 tocthe Library Fund, 1,000.00 to the School General Fund and 1,500.00 to the Initiative Relief Fund from the General Fund." Mr. Latham seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. The following papers were filed: Grant, Bethlehem Shipbuilding Corporation to City of Alameda, re Webster Street widening. Contract Warren Construction Company and the City of Alameda, Webster Street improvement. Mr. Latham moved that the bond attached to the contract be approved by the council, seconded by Mr. Neiss and same carried unanimously. Affidavit of publication, re removal of weeds. Affidavit of publication, Notice to Elevator Contractors. Report of Municipal Electric Light Plant for the month of Jane 1928. Annual report of Municipal Electric Light Plant for 1927-28. Oath of office of E. G. Burr, as special police officer, Alameda Airport Recorded deed of Andronico property for Haight School. The following communications were received: Inc. From Leon H. Ader, requesting permission to leave the state during his vacation. Mr. Neiss moved the request be granted, seconded by Mr. Noble and carried unanimously. l2,V From Alameda Improvement Club, suggesting changes to the charter of the City of Alameda. Mr. H. F. Schlichting was present and addressed the council regarding same. After discussion, Mr. Latham moved that the matter be referred to the Commitee of the Whole and the City Attorney. The motion was seconded by Mr. Calcutt and carried unanimously. 13.V' From the Alameda Housewives League, containing thanks. Ordered filed. From F. J. Croll, containing assessment figures for the year 1928-29. 15.V From the City Planning Commission recommending the denial of the reclassification of property on the north side of Encinal Avenue, 65 feet west of Grove Street. Mr. Neiss moved that the recommendation of the City Planning Com- mission be adopted, seconded by Mr. Latham and carried unanimously. Applications for permission to sell soft drinks were received from Hotel Alameda, Leslie G. Follrath and. Florence Grob. Inasmuch as these had received the approval and recommendation of the Chief of polbe, Mr. Calcutt introduced and moved the adoption of "Resolution No. 1280. Granting a Permit for a License to Sell Soft Drinks." Mr. Noble seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. 17.v/ Mayor Otis submitted to the council the names of members of the special committee of fifteen appointed to assist the County Board of Supervisors in any was possible for the public dedication and opening of the Estuary Tube. The following were named: Clifton E. Hickok, Alfred. Latham, Ernest R. Neiss, Wm. R. Calcutt, George H. Noble, John 0. Stannard, Lochiel M. King, A. R. Linn S. LI. Haslett, J. Sherman McDowell, Walter G. Tibbitts, Hon. E. K. Taylor, R. C. Strehlow, Sr., Wm. J. Locke and Burnett Hamilton. Mr. Latham moved that Mayor Frank Otis be appointed Chairman of this committee. The motion was seconded by Mr. Neiss and carried unanimously. 18. 19. Clerk: The following Ordinances came up for passage and were read by the "Ordinance No. Making Central Avenue a Boulevard, and Prohiting Heavy Vehicles Thereon." Mr. iloble moved that the ordinance as read be adopted, seconded by Mr. Latham and on roll call it was adopted and passed unanimously. "Ordinance No. Reclassifying Property. (1529 Lincoln Avenue.)" Mr. Latham moved that the ordinance as read be adopted, seconded by Mr. Neiss and on roll call it was adopted and passed unaniMously. 0) Mr. Calcutt moved that the request of City Clerk Varcoe for one week's vacation be granted, seconded by Mr. Latham and carried. 21.\/ Mr. Calcutt brought to the attention of the council the matter of the enforcing by the police department of the law relative to defective head and tail lights on automobiles. Chief of Police :iahmuth and City Attorney Locke addressed the council relative to the matter. After discussion, Mr. Latham moved that the matter be referred to the City Manager. The motion was seconded by Mr. Noble and carried. Mr. A. R. Linn addressed the council relative to the proposed Llocation of the as tax funds by the County Board of Supervisors, a portion of which funds were to be used in the repair of the Estuary Bridges. Inasmuch as this matter was to be decided at the meeting of the County Board of Supervisors to be held before July 20th, Mr. 7eiss moved that a committee of three be appointed to confer with the supervisors relative to a proper allowance for bridge replace- ments. The motion was seconded by MT. Noble and carried unanimously. Mayor Otis then appointed Councilmen Neiss and Calcutt and City Attorney Locke as such committee. 22.e Mr. Roy Hudson, representing the San Francisco Airdrome Inc., addressed the council relative to the establishing of an air base site on the University of California property, stating that the company was completely financed and that an expenditure of 150,000.00 would be made; also that the airport would be in operation within thirty days time. After discussion, Mr. Neiss moved that when the council adjourns it does so to meet in adjourned regular session, on Thursday evening, July 19th, at 8 o'clock P. M. for the purpose of discussing the matter further and giving the San ?rancisco Airdrome,Inc. an answer relative to their application. The motion was seconded by Mr. Noble and same carried unanimously.
