1928-08-07 Regular CC Minutes2. 3. REGULAR 1; IPTING OF THE COUNCIL OF THE CITY 02 ALAHEDA, TUESDAY EVENING, AUGUST 7TH, 1928. The meeting convened at 8 o'clock with Council-president Otis presiding. The roll was called and Councilmen Calcutt Latham, Neiss, Noble and Presi- dent Otis, (5) were noted present. The regular order of business was suspended and President Otis stated that the time had arrived for the signing of the lease to Thompson and Skinner, and those gentlemen being present in the council chamber the lease was duly executed two copies of same being delivered to them. The minutes of the regular meeting of July 17th were approved as read. The minutes of the adjourned regular meeting of July 19bh were approved as read. Mr. Latham introduced and moved the adoption of "Resolution No. 1281. Transferrang -,i52,587.02 from the Electric Light Fund to the General Fund." Mr. Neiss seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. Mr. Neiss introduced and moved the adoption of "Resoultion No. 1282. Transferring 495.87 from the Street Improvement Fund to the General Pund." Mr. Noble seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. Mr. Noble introduced and moved the adoption of "Resolution No. 1283. Resolution of Acceptance and Consent to Recordation." Mr. Latham seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. The following papers were ordered filed. A communication from the WaLerside-Thompson Improvement Club, re sewers previously referred to the Committee of the Whole. 8.v// A communication from the City Planning Commission re set-back lines previously referred to the Committee of the Whole. The matter of bill-board advertising presented by A, R. Linn, and referred to the Committee of the Whole, February 21, 1928 was referred back to the council with no action, taken. 10 City Manager's estimated budget for the ye&r. 1928-1929. 114/ Torty-ninth annual repart of the Board _of Trustees, Alameda Tree Library. 12.V/ Executed copy of Thompson & Skinner airport lease. 13. Deed of Dedication, re Horst property, Idastick Park. The following communications were received: l'rom the Railroad Commission, adtising of hearing on Friday, August 10th, 1928, Golden Gate ?eery application. Ordered filed. 15.V From Hon. E. K. Taylor, accepting appointment as member of committee of fifteen re dedication, Webster Street Tube. Ordered filed. Mayor Otis stated that he was in receipt of an acceptance from 1,r. A. K. Tichenor, accepting appointment on same committee, appointed in place of Wm. J. Locke, resigned. Mr. Latham moved that the Committee be increased to include City attorney Locke. The motion was seconded by Mr. Noble and carried unanimously. President Otis rendered a verbal report on the meeting of this committee already held. 16.1 From the Board of public Utilities, requesting the council to adopt their recommendation permitting the pacific Gas & Electric Company to transmit electric energy across the water-front zone. Mr. Neiss moved that the recommenda- tion be adopted, seconded by Mr. Lathemand carried unanimously. 17.V Prom the Aeolian Yacht Club, requesting cancellation of a portion of taxes, penalties and interest on recently acquired property. Mr. Neiss moved that the request be referred to the City attorney for a legal opinion as to whether the request could be complied with. The motion was seconded by Mr. , Noble and carried. 18. From the East Bay Rifle Club, requesting the council to erect a rifle riage on tidelands on the western Waterfront. Mr. A. Wagoner, Secretary of the East Bay Rifle Club, was present and addressed the council.concerning same. Mr. Neiss moved that the request be denied, inasmuch as the council was 19 .V 20. 21. 22/ 23. unable to expend public moneys for private purposes and also the danger attached in connection therewith. The motion was seconded by Mr. Latham and carried unaniMously. From the Alameda Improvement Club requesting the council to reconsider its ban upon the University of California site for airport purposes. Ordered filed. From the Alameda Housewives League requesting the council to reconsider its ban upon the University of California site for airport purpmes. Ordered filed. From the Board of Public Utilities, protesting use of property of university of California for airport purpmes. Ordered filed. 'From the Key System Transit Company applying for a revocable permit to cover the operation of the Santa Clara Avenue street car line from Webster Street and Santa Clara Avenue to Park Street and Santa Clara Avenue. After discussion, Mr. Neiss moved that the communication be filed and the request denied, seconded by Mr. Calcutt and carried unanimously. Mr. John M. Desch was present in the Council Chamber and requested the installation of additional tennis courts in the recreation parks throughout the city. The matter was referred to the Committee of the whole to consider at the time of the preparation of the budget. From the Pacific Telephone and Telegraph Company, requesting permission to construct under-ground conduits from pacific Avenue and Main Street to the Alameda Airport in conformity with blue-prints attached. Mr. Neiss moved that permission be granted, seconded by Mr. Latham and same carried unanimously. From L. L. Page, requesting permission to improve Versailles Avenue and Clay Street under private contract. Mr. Latham moved that the request be grant- ed, seconded by Mr. Noble and carried. 26W Applications for soft drink licenses were received from John E. Skinner and H. E. Macdonald. Inasmuch as these had received the approval and recommendation of the Chief of police, Mr. Neiss introduced and moved the adoption of 27. 28, 29.V 30. 31.' 32. "Resolution No. 1284. Granting a Permit for a License to Sell Soft Drinks." Mr. Calcutt seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. The Clerk stated in response to advertised notice to bidders, he was in receipt of three bids for the installation of an elevator in the City Hall. Mr. Latham moved that the bids be received and opened, seconded by Mr. Neiss and carried. Thereupon the Clerk opened and read the bids as follows: Spencer Elevator Company, accompanied by a certified check of 500.00 - Amount of bid, 4420.00. pacific Elevator & Equipment Company, accompanied by a certified check of 292.70 - Amount of bid, $2927.00. Otis Elevator Company, accompanied by a certified check of $500.00. Amount fo bid, $4855.00. Mr. Latham moved that the bids be referred to the City Manager to report back to the council, secohded by Mr. Noble and carried unanimously. Councilman Calcutt moved that the city council go on record as being opposed to the Key System's application filed with the Railroad Commission for the abandon- ment of certain bus and street car lines in Alameda, and that the City Manager, and City Attorney, be instructed to resist the application to the utmost of their ability, at the hearing before the Railroad Commission on August 14th, and to demand the service as outlined by the citizens of Alameda at the mass meeting held in the City Hall on Tuesday evening, June 26th,1928. The motion was seconded by Mr. Neiss and came carried unanimously. councilman Neiss moved that the council favor the printing of the Annual Report and that the City Manager prepare same for consideration in the prepara- tion of the fiscal year's budget. The motion was seconded by Mr. Latham and same carried unanimously. Councilman Neiss called attention of the council to the rumored proposed abandonment of the street car service on Webster Street, which would be effective for a period of approximztel three weeks, commencing August 27th. Messrs. Linn, Strehlow, and 7eville addressed the council in relation thereto. City Manager Hickok explained conditions as they were at the present time and after further discussion, Mr. Latham moved that the City Manager be instructed to communicate with county Engineer posey and request a three weeks postponement of the openihg date of the tube. This motion was seconded by Mr. Neiss and same carried unanimously. mr. Samuel Martin addressed the council and requested consideration for the installation of a bowling green in one of the parks. Mr. Latham moved that the matter be referred to the City Manager and the mOtion was seconded by Mr. Neiss and same carried unanimously. Mr. Latham introduced and moved the adoption of "Resolution No. 1285. Re Dredging." Mr. Neiss seconded the motion to adopt the Resolution and on roll call it was adopted and passed by the following vote:- Ayes: Councilmen Calcutt, Latham, Treiss and Noble, (4). Noes: None. Absent: None. Not Voting: Council-president Otis, (1). Mayor Otis stated that he did not vote on the Resolution inasmuch as he was not familiar with the contents thereof. The following Ordinance was introduced and laid over under a provision of the Charter:- "Ordinance No. New SeriFUT---- Changing the Name of South Shore Drive to Maitland Drive."
