REGULAR MEETING OP THE COUNCIL OF THE CITY 0' ALAMEDA
TUESDAY EVENING, AUGUST 21, 1928.
The meeting convened at 8 o'clock with Council-president Otis presiding.
The roll was called and Councilmen Calcutt, Latham, Neiss, Noble and
president Otis, (5) were noted present.
The minutes of the regular meeting of August 7th were amended as follows:
Last line of paragraph 32 page 429 of the minutes was changed to read - "as he
was not familiar with the merits thereof."
The minutes were then approved as aniended.
Mr. Latham introduced and moved the adoption of
"Resolution No. 1286
Adopting Plans and Specifications for the Improvement
of a Portion of Webster Street and Directing the Clerk
to Advertise for Bids."
Mr. Neiss seconded the motion to adopt the Resolution and on roll call it was
adopted and passed unanimously.
The following papers were ordered filed:
Agreement between the University of California and the City of Alameda
relative to the improvement of webster Street.
Affidavit of publication - Notice to Taxpayers re Board of Equalization
meeting. THE FOLLOWING COMMUNICATIONS WERE RECEIVED:
Communication from the A ame a ounc oy Scou s o merica requesting
the use of the council Chambers Monday evening, October 1st. Mr. Latham moved
the request be granted, seconded by Mr. Noble and carried unanimously.
..qlrom City Attorney Locke containing opinion as to remission of certain
taxes on Aeolian Yacht Club property. Mr. Neiss moved that in view of the City
Attorney's opinion, the communication be filed in accordance with the opinion ren-
dered. The motion was seconded by Mr. Noble and carried unanimously.
7rom the Alameda Improvement Club requesting that high tension power
lines to serve the industrial area on webster Street and also Webster street proper
be placed in conduits and underground. Mr. Neiss moved that the City Clerk notify
the Improvement club that the estimated cost of underground wires on iebster Street
alone would be between $150,000 and 200,000, as estimated by the Board of public
Utilities, and that the city is not in a position to proceed with such an improve-
ment, except under a bond issue. That the City Clerk also ascertain from the Im-
provement Club if they would be willing to foster a bond issue covering this im-
provement at the next municipal election. The motion was seconded by Mr. Noble
and carried unanimously.
9./ from the Alameda Chamber of Commerce relative to the placing of under-
ground wires and the installation of a modern electrolier system the entire length
of 7ebster Street. Council agreed the former motion covering the communication
from the Alameda Improvement Club should prevail relative to this communication.
From Admission Day celebration - N.S.G.W., relative to Alameda's par-
ticipation in a parade on Monday, September 10th. Mr. Latham moved that the
invitation be accepted, and that a dahlia float be prepared under the supervision
of the city Manager at a cost not to exceed 0100.00. The motion was seconded by
Mr. Neiss. Mr. Carl Strom, representing the Chamber of Commerce, was present
and favored the motion as made. Upon roll call the motion carried by an un-
animous vote of the Council.

From the City Manager recommending the acceptance of the bid of the
Otis Elevator Company for the installation of an automatic elevator in the City
Hall. Mr. Noble moved that the recommendation of the City Manager be adopted,
and that the City Attorney prepare the necessary contract and the Mayor execute
same on behalf of the city. The motion was seconded by Mr. Neiss, and on roll
call same carried unanimously.
From J. Goldberg requesting the return of a portion of the license
tax paid for the peddling of second-hand clothing in the City of Alameda. Mr.
Latham moved that the request be referred to the City Attorney. The motion was
seconded by Mr. Neiss and same carried unanimously.
13. -From the Mayor, Auditor and City Manager re count of money. Ordered
14./ 7rom the Chamber of Commerce relative to the appointment of a port
Commission for the City of Alameda. After discussion, Mr. Noble moved that
the Mayor appoint a committee of three to report back to the Council as to the
desirability of the appointment of such a commission. The •motion was seconded
by Mr. Latham and carried unanimously. Thereupon the mayor appointed Council-
men Noble, Neiss and Calcutt to act as such committee.

15.i/ An application for a gratuitous license was received from Tony
Buonlamperti. Mr. Calcutt moved that inasmuch as he was not a resident
of the City of Alameda, the request be denied. The motion was seconded
by Mr. Latham and carried unanimously.
16. Applications for permits to sell soft drinks were received from
G. S. seebeck, victor L. Schaefer and Leonora W. Smith. Inasmuch as
these had received the approval and recommendation of the Chief of Police
Mr. Latham moved and introduced the adoption of
"Resolution No. 1287
Granting a Permit for a License to Sell Soft Drinks."
Mr. Neiss seco-nded the motion to adopt the Resolution and on roll call it
was carried unanimously.
17•! The following Ordinance came up for passage and was read by the
City Clerk:

Changing the name of South Shore Drive
to Maitland Drive.Tt
Mr. Noble moved that the Ordinance as read be adopted, seconded by Mr. NeiSs
and on roll call carried by the following vote: Ayes: Councilmen Calcutt,
Latham, Neiss, Noble and President Otis, (5). Noes: None. Absent: None.
18.v Councilman Calcutt stated he desired to compliment City Manager
Hickok and City Attorney Locke on the manner in which they presented and
conducted Alameda's case before the Railroad Commission relative to the Key
System r2ransit Company's application to abandon certain street car lines,
stating that it was accomplished under adverse conditions occasioned by the
attitude of Mr. A. R. Linn representing the Alameda Chamber of Commerce.
Mr. Neiss also agreed with the statement of Councilman Calcutt as did Mr.
K. Smith.

Councilman Neiss moved that the City Clerk make a list of all of
the happenings relative to street car hearings from its inception to date,
and that copies of same be made and mailed to each of the Councilmen for
their information. This motion was seconded and carried unanimously.
A communication was read from the Alameda Airport Company, Inc.,
requesting permission to remove approximately 4,000 cubic yards of sand as
shown on map attached. Mr. Latham moved that permission be granted in ac-
cordance with the request but that same be done under the supervision of the
City Engineer and City Manager. The motion was seconded by Mr. Calcutt
and carried unanimously.
Street Superintendent Hamilton stated to the Council that he had
received an offer of $100.00 for the old Kelly-Springfield roller; that the
roller had outlived its value and usefulness to the city and recommended
the acceptance of the offer. Mr. Neiss moved that the recommendation of
the City Engineer be adopted. The motion was seconded by Mr. Calcutt and
on roll call carried by the following vote: Ayes: Councilmen Calcutt,
Latham, Noble, Neiss and President Otis, (5). Noes; None. Absent: None.
Claims against the General Departments amounting to $214.09; Police
Department $147.20; 'ire Department $107.82; Street Department $5,546.87;
Health Department $171,64; Recreation Department 0381.31; Golf Course De-
partment $1,102.36; Store Depart=it $64.75; Social Service Department $60.50;
Electric Light 7und $10,493.29;/11itiative Relief Fund 00.50; having been
approved and audited by the proper officials were listed by the Clerk as
