TUESDAY EVENING, SEPTEMBER 4TH, 1928.
The meeting convened at 8 P. M. with Vice-president Latham presiding.
The roll was called and Councilmen Galcutt, Neiss, Noble and Vice-president
Latham were noted present. Absent: Council-president Otis, (1).
The minutes of the regular meeting of August 21st, 1928 were approved as
read.
Mr. Neiss introduced and moved the adoption of
"Resolution No. 1288.
Transferring .,462.50 from the Electric Li ht Fund
to the Interest and Redemption iund.rT
Mr. Noble seconded the motion to adopt the Resolution and on roll call it was adopted
and passed unanimously.
Mr. Noble'introduced and moved the adoption of
"Resolution No. 1289.
Authorizing the County of Alameda to Construct a
Sewer on the Eastern side of Webster Street North
of Work Street to the Estuary."
Mr. Neiss seconded the motion to adopt the Resolution and on roll call it was
adopted and passed unanimously.
3. Mr. Neiss introduced and rnoved the adoption of
"Resolution No. 1290.
Resolution of Acceptance and Consent to Recordation.
(Re Webster Street Improvement)."
Mr. Noble seconded the motion to adopt the Resolution and on roll call it was
adopted and passed unanimously.
The following papers were ordered filed:
Affidavit of publication, Notice Inviting Sealed Bids, re Webster
Street Improvement.
5d Oath of office of M. C. Godfrey, as member of the City Planning
Commission,
6.V Continuation Certificate on bonds of Walter J. Plummer and Clark J.
woodbury, Municipal Electric Light plant.
7.V Report of the Municipal Electric Light plant for the month of July,
1928.

9,V Recorded deed of dedication, re Horst property.
The following communications were received:
10. i7 From the Board of Fire Underwriters of the pacific, relative to Fire
Chief attending the 35th Annual Convention at Sacramemto, from October 1 to
October 6, 1928. Mr. Calcutt moved that Fire Chief Steinmetz be appointed to
attend this Convention at a cost not to exceed 75.00. The motion was seconded
by Mr. Neiss and on roll call carried unanimously.
11.1 From the Mayor, advising of the appointment of Milton C. Godfrey, as a
member of the City planning Commission, tosucceed Henry F. Schlichting. Ordered
filed.
Official call of the 30th Annual Convention of the League of California
municipalities. Mr. Calcutt moved that the City Manager, City Clerk, City
Engineer and Health Officer be instructed to attend this Convention as the
delegates representing the city of Alameda, and as many of the councilmen as desire
to attend. The motion was seconded by Mr. Noble and on roll call carried
unanimously.
13. From City Attorney Locke, relative to the uniform traffic code recently
adopted by the City of Alameda. Ordered filed.

From F. J. Croll, Redemption Clerk, submitting a list of the property
sold to the City of Alameda for the fiscal year, 1927-28. The communication was
ordered filed and the Clerk instructed to order a notice in accordance with Ordinance
NO 250, N. S.

From City Attorney Locke, relative to refund of license fee to J. Gold-
berg. After discussion, Mr. Noble introduced and moved the adoption of
"Resolution No. 1291.
Ordering Refund on Peddlers License No. 5220."
Mr. Neiss seconded the motion to adopt the Resolution and on roll call it was
adopted and passed unanimously.
16. From California Conference of Seventh Day Adventists, requesting per-
mission to carry on their regular annual Ingathering Campaign. Mr. Calcutt, moved
that the request be granted, seconded by Mr. Niess and carried unanimously.
1 . The Clerk stated that the time had arrived for the opening of bids
relative to Webster Street improvement and that one bid has been received. Mr.
Neiss moved the bid be opened and read. The motion was seconded by Mr. Noble
and same carried unanimously. The Clerk then opened and read the bid as
follows:

From Warren Construction Company. For grading and paving of
approicimataly 43,560 square ft. of 4 inch asphaltic concrete
base and Ti inch asphaltic concrete surface with non-skid finish,
q; 0237 per square foot.
The bid was accompanied by a bond in the sum of $1100.00.
City Engineer Hamilton stated that the bid was less than his estimate and
recommended that the bid be accepted. Thereupon Mr. NobleA.ntroduced and mov-
ed the adoption of
"Resolution No. 1292.
Awarding Contract for Webster Street."
Mr. Neiss seconded the motion to adopt the Resolution and on roll call it was
adopted and passed unanimously.
Mr. Neiss introduced and moved the adoption of
"Resolution No. 1293.
Resolution of Intention No. 87,
New Series.
(In the Matter of Closing an Unnamed Street
Off Webster Street.)"
Mr. Noble seconded the motion to adopt the Resolution and on roll call it was
adopted and passed unanimously.
Messrs. A. K. Tichenor, Lochiel M. King and Capt. H. M. pond, addressed
the council relative to proposed dredging and forming of a turning basin
on the west end of Government Island, and requested that the City of Alameda
provide space for the dredged material. After discussion, Mr. Neiss intro-
duced and moved the adoption of
"Resolution No. 1294.
Re Dredging."
Mr. Noble seconded the motion to adopt the Resolution and on roll call it
was adopted and passed unanimously.
Mr. Niess moved that Resolution No. 1285, re dredging, passed at the
meeting of the council held August 7th, 1928 be rescinded. The motion was secona-
ed by Mr. Calcutt and on roll call carried unanimously.
Vernor Thorpe addressed the Council requesting an appropriation for
advertising purpose on the round-the-world flight of Lieutenant George R.
pond. Mr. Neiss moved that a committee of five, consisting of three of the
councilmen, with the City Attorney and City Manager investigate the
advisability and legality'ef7the request and that they report back to the
Council. The motion was seconded by Mr. Calcutt and same carried unanimously.
Acting President Latham then appointed Councilmen Neiss, Calcutt and Noble
as such committee. Mr. Calcutt moved that the council take a recess for five
minutes. The motion was seconded by mr. Niess and carried. Upon reconvening,
Councilmen Calcutt, Neiss, Noble and Vice-president Latham, (0- were noted
present. Absent: Council-president Otis, (1). Mr. Neiss reporting for the
Committee stated that the Committee recommended a sum of 0500.00 be appropriat-
ed for advertising purposes, with the understanding that the words "Alameda,
California, U. S. A." be painted on the sides of the airplane and that in
addition thereto, advertising matter pertaining to the City of Alameda be
distributed by Liedt. pond or his associates in foreign countries; that the
round-the-world flight shall terminate on the Alameda Airport, Inc. site in
Alameda. Mr. Noble moved that the recommendation of the Committee be adoptes,
seconded by Mr. Noise, and on roll call carried unanimously.
Claims against the General Departments amounting to $2406.71;,Police
Department $167.69; Fire Department , $204.69; Street Department 02454.64;
Health Department, $143.17; Recreation Department, $478.62; Golf Course
Department, 01437.28; Store Department, $49.22; Social Service Department,
$277.87; Electric Light Fund, 08743.37; Pension Fund, 1119.83; Initiative
Relief Fund, 0102.00 and East Bay Water Company Payments Fund, $2360.47 having
been approved and audited by the proper officials were listed by the Clerk as
