1928-09-18 Regular CC MinutesREGULAR MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA,
TUESDAY EVENING, SEPTEMBER 18, 1928.
The meeting convened at 8 o'clock p. M. with Council-president Otis presiding.
The roll was called and Councilmen Calcutt, Lathana, Neiss, Noble and President
Otis (5) were noted present. Absent: None.
The minutes of the regular meeting of September 4th, 1928 were approved as
read.
Er. Latham introduced and moved the adoption of
"Resolution No. 1295.
Determining the Rate and Levying the Tax 1928-29."
Mr. Neiss seconded the motion to adopt the Resolution and on roll call it was
adopted and passed unanimously. president Otis stated that he wished to be
recorded as objection to certain items appearing in the budget, first, that
of the amount of .4200.00, salary of Redemption Clerk, and second, the item of
1200.00, salary of License Clerk, to which he had objected to in the past, as in
his opinion they were not in accordance with the charter.
2.‘7 Mr. Neiss introduced and moved the adoption of
"Resolution No. 1296.
Fixing Salaries of the Following Officers and
Employees of the City of Alameda, to wit: The
City Manager, Foreman of the Colf Course, Health
Officer, Assistant City Phys cian, Veterinary and
Food Inspector, Part Time Nurse in Health Depart-
ment, Foreman in Park Department, City Engineer
and Superintendent of Streets and Clerk in Street
Department."
Mr. Noble seconded the motion to adopt the Resolution and on roll call it was
adopted and passed unanimously.

The following communications were received:
1O.V From the Mayor, advising of the appointment of Miss Jane Isabel Ourtis,
as a member of the Board of Trustees of the Alameda Free Library, to serve the un-
expired term of Mrs. Agnes S. Hauck, ending April 22, 1930. Ordered filed.
11.V From the Fernside Home Owners Assn. re traffic congestion in the Fernside
District. Mr. Calcutt moved that the communication be referred to the City Manager,
seconded by Mr. Noble and carried unanimously.
12.V From the Department of Public Health, re League of California Municipalities
Convention. Ordered filed.
13Y From City Attorney Locke, relative to the status of the case of Daly v.
Otis, et al. Mr. Neiss moved that the communication be referred to a meeting of the
Committee of the Whole. The motion sec seconded by idr. Latham and carried unanimously.
From various employees of the City of Alameda, relative to the placing on
the ballot at the General Municipal Election to be held in March 1929, a proposed
pension ordinance. Mr. Latham moved that the communication be referred to a meeting
/of the committee of the Whole, seconded by Lr. Noble and carried.
15.k7 A petition was received from various residents and property owners requesting
the removal of a dilapidated building at 1252 Hawthorne Street. Mr. Noble moved that
the matter be referred to the Building Inspector, seconded by Mr. Calcutt and carried
unanimously.
From John w. Lewis, re trackless trolley. Ordered filed.
7rom the City Planning Commission, recommending the granting of the petition
filed by the University of California to reclassify a portion of Tract 39, situated
on the west side of Webster Street, from Class VII to Class IX. Mr. Calcutt made
the following motion:-"Inasmuch as the City Council recently adopted an amended
toning ordinance, which ordinance was adopted after months of study by a committee
composed of members of the City Council, City planning Commission, Real Estate Boa
and citizens at large and which committee gave special study to the locations for
airports and which committee recommended that the so-called University lands adjacent
to debster street be classified as Industrial Property, and that said committee
recommelded that airports be located on the so-called Naval Base Site. I move, Mr.
1,:ayor and gentlemen of the Council that the recommendations of the Planning Commission
favoring an airport adjacent to Webster Street on the University lands be rejected
and that the petition to rezone the so-called University lands adjacent to Webster

John C. Stannard, President, Alameda Chamber of Commerce; Hon. Roy Bishop, Chairman
Airport Committee, Alameda Chamber of Commerce; 7rank Neville, representing the
Alameda Improvement Club; Robert G. Sproul, Comptroller, representing the Regents
of the University of California; A. R. Linn, Secretary-Manager, Alameda Chamber
of Commerce; Messrs. C. Higgins, L. Hubner and Dr. W. Pierce. The following
persons spoke in favor of the adoption of the motion:- Lochiel M. King, Virgil
Skinner, representing Alameda Airport, Inc.; W. E. Winn, Superintendent of
Operations, Maddux Air Lines; Capt. 7. H. Schumacher; Capt. W. Royle; S. Stimson,
Traffic Manager of the Maddux Air Lines, Messrs. L. W. Lovey, Capt. 4. G. Tibbitts;
J. C. Payne; A. C. Keane, and Capt. Chadwick Thompson. Mr. Byron G. Maim,
manager of the Mission Branch of the Bank of California, responded in answer to
a question as to the financial responsibility of Capt. Chadwick Thompson.
Communications were filed with the City Clerk and read from C. L. Tilden and H.
Krusi, protesting the establishment of an airport site on the University of
California property. president Otis then placed the motion before the council
and the same was declared carried by the following vote:- Ayes: Councilmen
Calcutt, Latham and otis, (3). Noes: Councilmen Neiss and Noble, (2). Absent:
None.
