1928-10-02 Regular CC MinutesREGULAR MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA, TUESDAY EVENING, OCTOBER 2, 1928. The meeting convened at 8 o'clock with Council-president Otis presiding. The roll was called and Councilmen Calcutt, Latham, Neiss, Noble and. President Otis, (5) were noted-present. Absent: None. The minutes of the regular meeting of September 18, 1928 were approved as read. read. Mr. Latham introduced and moved the adoption of The minutes of the special meeting of September 25, 1928 were approved as "Resolution No. 1297. Transferring 46093.75 from the Electric Light Fund to the Interest and Redemption Fund." Mr. Neiss seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. Mr. Neiss introduced and moved the adoption of "Resolution No. 1298. Transferring 42,628.65 from the Electric Light Fund to the General Fund." Mr. Noble seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. Mr. Noble introduced and moved the adoption of "Resolution No. 1299. Resolution of Acceptance and Consent to Recordation. (Tilden Lumber & Mill Co.)" Mr. Calcutt seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. 4/ Mr. Latham introduced and moved the adoption of 5./ 6. 7. "4 10. u.V "Resolution No. 1300. Closing an Unnamed Street Off Webster Street." Mr. Neiss seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. The following papers were ordered filed. Grant of Easement, Tilden Lumber & Mill Company. Oath of office of Jane Isabel Curtis, member of the Board of Library Trustees. Oaths of office of Bernard J. Ralph and. Paul E. Wolff, as police officers. Recorded grant, Marshall C. and Susie A. Harris, re Webster Street widening. Affidavit of posting notices of public work, re Resolution of Intention No. 97, N. S. Contract Warren Construction Co. re Webster Street widening. Report of Municipal Electric Light Plant for August 1928. The following communications were received: 12.v From Walter G. Tibbitts, re widening Webster Street, from Central Avenue to the Segregation Line. The communication was ordered filed. 1.4./ 15.Vi From the Alameda Improvement Club, requesting information as to con- tinuation of the payment by the Key System Transit Company of a portion of its net receipts for street car franchise, due to street railway system being dhanged to motor busses, and routing changed to streets other than those previously used by street cars. Mr. Latham moved that the communication be referred to the City Attorney for answer. The motion was seconded by Mr. Neiss and same carried unanimously. From the Alameda Unit, Republican Womans Federation of California, requesting use of the council chamber on the fourth Friday afternoon of each month. Mr. Neiss moved that the request be granted, seconded by Mr. Latham and carried unaniMously. From the Alameda Housewives League, requesting the council to establish a certified milk fund to be handled through the Health Center. Mr. Latham Moved that the communication be referred to the City Attorney for legal opinion in the matter, seconded by Mr. Calcutt and carried unanimously. From the Warren Construction Company requesting thirty days additional time, re Webster Street improvement. Mr. Neiss moved that the request be granted,seconded by Mr. Noble and carried unanimously. 17.V 18.v/ 20/ 21 22.v' 23 241 2 From the City planning Commission recommending the reclassification of the property known as 1714 Everett Street. Mr. Latham moved thqt the re- commendation of the City Planning Commission be adopted, seconded by Mr. Neiss and carried unanimously. Frorp the Building Inspector, re dilapidated building at 1252 Hawthorne Street. Ordered filed. Clerk: The following ordinance came up for passage and was read by the " Ordinance No. New Series. Authorizing the Lease of Land on the Northeast Corner of Central Avenue and Walnut Street to the County of Alameda for a Veteran's Memorial Building, for a period of Twenty-five Years." Mr. Latham moved that the Ordinance as read be adopted, seconded by Mr. Noble and carried unanimously. The following ordinances were introduced and laid over under a provision of the Charter:- "Ordinance No. _ New Series. An Ordinance Regulating Traffic in the George A. Posey Tube and its Approaches and Fixing a Penalty for the Violation thereof." "Ordinance No. New Series. An Ordinance Regulating the Parking of Vehicles in the Vicinity of Chestnut Street Station and Morton Street Station on Encinal Avenue." "Ordinance No. New Series. Reclassifying Property." (1714 Everett St.) Mr. Latham moved that an amount not to exceed $1100.00 be appropriated for the purpose of installing an automatic traffic stop signal at Central Avenue and park Street. The motion was seconded by Mr. Niess and on roll call carried by the following vote:- Ayes: Councilmen Calcutt, Latham, Neiss and President Otis, (4). Noes: Councilman Noble, (1). Absent: None. Mr. Noble stated that appropriations were being made to have the official opening of the tube on October 20th; that the County Board of Supervisors had contributed a sum in amount of 0750.00 to cover a portion of the expenses in connection therewith. Mr. Noble then, moved that the council appropriate an amount not to exceed $500.00, out ofthe advertising fund as Alameda's portion of the expenses to-be incurred. The motion was seconded by Mr. Niess and on roll call carried unanimously. Mr. Latham moved that the City manager be requested to prepare an estimate as to the cost of paving Santa Clara Avenue; also the widening of same from Everett Street east; that these estimates cover paving with different materials under twenty-five year improvement plan, and that the City Attorney be requested to render an opinion as to the payment for such improvement under the plan suggested. The motion was seconded by Mr. Neiss and carried unanimously. Claims against the General Departments amounting to $2649.19; Police Department, $185.02; Fire Department, 0306.03; Street Department, 02274.39; Health Department, 0172.65; Recreation Department, $389.45; Golf Course Department, $1270.76; Stare Department, $95.93; Initiative Relief Fund, 24.54; Electric Light Fund, $5676.72; East Bay Water 0o. Payments Fund, 92707.42; School Fund, 0156.01; Street Improvement Fund, 0440.00 and Pension Fund, $1181.08 having been approved and audited by the proper officials were listed by the Clerk as follows: Labor Ader, Leon H.
