TUESDAY EVUING, OCTOBER 16, 1928.
The meeti
onvened at 8 o'clock with Council-president Otis presiding.
The roll was called and Councilmen Calcutt, Latham, Neiss, Noble and President
Otis, (5) were noted present.

The minutes of the regular meeting of October 2nd, 1928 were approved as
Mr. Latham introduced and moved the adoption of
"Resolution No. 1301.
providing for Agreement with Archi e t."
Mr. Neiss seconded the motion to adopt the Resolution and on roll call it was adopted
and passed unanimously.
The following papers were ordered filed:
Oath of office, Jack T. Sutherland and Har o d D. Maubert, as police
officers.
3,1 Copy of Ordinance No. 4246, of the City of Oakland, re traffic in
Posey Tube.

Affidavit of posting notice to abate nuisance, re 1252 Hawthorne Street.

6. Hon. T. C. West addressed the council relative to Proposition No. 1, on the
November ballot relating to reapportionment in the legislature of the State. After
discussion, Mr. Neiss moved that it be the sense of the council of the city of
Alameda that Proposition 110. 1 relating to reapportionment in the legislature be
defeated, as it would have the effect of depriving the large cities of the state
of representation in the state senate, which they now enjoy. The motion was seconded
by Mr. Latham._ President Otis then offered as an amendment to the motion, that the
entire matter be left to the desires of the electorate of the city. This motion was
seconded by Mr. Calcutt and carried.
The following communications were received:
From Mrs. Wilhelmine L. Griffin, voicing disapproval relative to removal
of street cars. Mr. Neiss moved that the communication be filed and that the city
clerk advise Mrs. Griffin that the council has unanimously gone on record requesting
the retention of street car service in Alameda and that the Railroad Committssion is
responsible for the renoval of same. The motion was seconded by Mr. Noble and
same carried unanimously.
Prom Mrs. Louisa m. staude, protesting against busses running on Central
Avenue. Mr. Neiss moved that the same action be taken as in the previous communi-
cation. The motion was seconded by Mr. Noble and carried.
A petition was received signed by various residents and property owners
in the vicinity of san Antonio Avenue and Lafayette Street, protesting the
continual ringing of the bells now being operated at the catholic Church. Mr.
Neiss moved that the matter be referred to the City Manager to correct, if possible.
The motion was seconded by Mr. Noble and same carried unanimously.
104/ From the Alameda Improvement Club, requesting that parking regulations
similar to those now in effect on Park Street, be installed on Webster Street.
Mr. -orank Neville stated to the council that this request eminated from the
merchants of the west end. Thereupon Mr. Calcutt moved that the s4 4 parking
regulations be installed on Webster Street, as at present prevails on Park Street
seconded by Mr. Latham and carried unanimously. Mr. Neiss then moved that
the City Manager be instructed to have the parking on Webster Street, from
Central Avenue to Santa Clara Avenue changed from diagonal to parallel parking.
The motion was seconded by Mr. Calcutt and same carried unanimously.

From the Alameda Improvement Club, re improvement of Eagle Avenue,
west of Webster Street. City Engineer Hamilton stated that contractors have called
on property owners in the vicinity mentioned, in an endeavor to have this street
improvement made under private contract, but that the contractors were unable to
obtain a single signature in favor of such improvement. Mr. Neiss then moved that
the communication be filed, and such was the order.
12.V From the Alameda Improvement Club, re extending Portola Avenue to Neber Street.
Mr. Neiss moved that the communication be referred to the City Manager to report
hack as to the probable cost of such improvement. The motion was seconded by Mr.
Latham and carried unanimously.
The City Manager filed a report as to the estimated cost of paving Santa Clara
Avenue, from Webster Street to High Street with various types of pavement,' also , the
estimated cost of widening Santa Clara Avenue, from Park Street to High Street. The
report was received and filed. Mr. Latham called attention of the council to the fact
that he felt Buena Vista Avenue needed paving from Webster Street to Park Street, as
well as Santa Clara Avenue. Mr. Latham then moved that Santa Clara Avenue be widened
from Everett Street to High Street. The motion was seconded by Mr. Neiss and same
carried unanimously.
14. Mr. Latham introduced and moved the adoption of

Appointing and Employing Burnett Hamilton
Engineer of Viork."
Mr. Calcutt seconded the motion to adopt the Resolution and on roll call
it was adopted and passed unanimously.
Mr. Neiss requested permission to be excused in order to attend another
meeting and same was granted.
Mr. Calcutt moved that the City Manager be requested to communicate
with the Key system Transit Company, requesting them to have street car tracks
moved by April 1, 1929. The motion was seconded by Mr. Latham and same carried
unanimously.
Applications for permit to sell soft drinks were received from Adam E.
Brandes, Theodore Andronico, Stefani Bros. and Mrs. E. Le Blanc. Inasmuch
as these applications had received the approval and recommendation of the Chief
of police, Mr. Noble introduced and moved the adoption of
"Resolution No". 1303.

Mr. Calcutt seconded the motion to adopted the Resolution and on roll call it
was adopted and passed unanimously.
18.1 Mr. Latham moved that the Alameda Unit , Republican omens League,be
granted permission to use the council chambers on Friday evening, October
26th instead of the afternoon of that date. The motion was seconded by Ur.
Noble and same carried unanimously.
19. The matter of the hearing on the removal of the dilapidated building,
1252 Hawthorne Street, Mr. Truax, representing the owner, stated that they
were refinancing at the present time and contemplated rebuilding. Mr. Latham
then moved that the matter be continued until the next regular meeting of the
council. The motion was seconded by Mr. Noble and carried.
20.1 Mr. Carl Strom, representing the park Street Merchants requested the
council to donate the electrical energy for the lighting of Christmas lights
and to supply the main feed wires, as they have done in the past. Mr. Latham
moved that permission be granted under supervision of the City manager. The
motion was seconded by Mr. ebig and carried.
211 Mr. Calcutt addressed the council relative to newspaper article that
the tube would not be opened at the time scheduled, on account of street work
and that the council request a retractment of said statement. Mr. Latham moved
that Mn. Calcutt be appointed a committee of one to ask for such retraction:.
The motion was seconded by Mr. Noble and same carried unanimously.

Mr. Noble ;ttar, that in the matter of the erection of "Neon" signs
on the portal buildings at the tube, the County of Alameda had agreed to pay
one-half the cost of such installation, Oakland, one-fourth; Alameda's share
would arnount to $400.00 and moved that this amount be set aside out of the
advertising fund for such purpose. The motion was seconded by Mr. Latham
and on roll call carried unanimously.
The following ordinances came up for passage and were read by the
Clerk:

Mr. Noble moved that the ordinance as read be adopted, seconded by Mr.
Latham and on roll call carried unanimously.
"Ordinance No. _ New Series.
An Ordinance Regulating Parking of Vehicles in
the Vicinity of Chestnut Street Station and
Morton Street Station on Encinal Avenue."
Mr. Latham moved that action on this Ordinance be postponed one meeting.
The motion was seconded by Mr. Noble and same carried unanimously.

An Ordinance Regulating Tratfic in the George
A. posey Tube and its Approaches and Fixing
a penalty for the Violation Thereof."
mr. Latham moved that the ordinance as read be adopted, secondod by Mr. Noble
and on roll call carried unanimously.
Claims against the General Departments amounting to $3039.23 ; Police
Department 8410.83; ?ire Department 397.06; Street Department 02364.56;
Health Department 8180.50; Recreation Department 0776.09; Golf Course
01235.57; Store Department 371.40; Social service Fund 126.88; Initiative
Relief Fund 0159.28; Electric Light Fund 010789.49 and Compensation In-
surance Fund 88.00, havung been approved and audited by the proper officials
were listed by the Clerk as follows:
