1928-11-07 Regular CC Minutes1.V REGULAR MEETING OF T COUNCIL OF THE CITY OF ALVEDA, WEDNESDAY EVENING, NOVEMBER 7TH, 1928. The meeting convened at 8 oTclock with Council-president Otis presiding. The roll was called and Councilmen Calcutt, Latham, Noble and President 0 (4) were noted present. Absent: Councilman Neiss, (1). The minutes of the regular meeting of October 16th were approved as read. Mr. Calcutt offered the following motion and moved its adoption: - "That $20,000 be included in the Street Improvement Act bond issue for the purpose of widening Park Street six feet, between the south side of Buena Vista Avenue and the north side of San Jose Avenue, by reducing each sidewalk three feet and that new modern electroliers be installed in this same district, style to be selected by the Board of Public Utilities. Cost of electroliers and installation not to exceed .33.00 per front foot. Cost of electroliers to be assessed against the property on park Street between Buena Vista Avenue and San Jose Avenue." Mr. Latham seconded the motion and upon roll call carried unanimously. Mr. Latham introduced and moved the adoption of "Resolution No. 1304. Transferring $30,000.00 from the Electric Light Fund to the General Fund." Mr. Noble seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. Mr. Noble introduced and moved the adoption of 9.4 "Resolution No. 1305. Transferring 46016.98 from the Electric Light Fund to the General Fund." Mr. Calcutt seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. 4.\t, Mr. Noble introduced and moved the adoption of • 6. 7 • V 8.V "Resolution No. 1306. Adopting Plans and Specifications." (For Firehouse) Mr. Latham seconded the motion and on roll call it was adopted and passed unanimously. Mr. Latham moved that the City Clerk be instructed to advertise for bids, returnable to the council at the meeting of November 20th, 1928. The motion was seconded by Mr. Calcutt and same carried unanimously. The following papers were ordered filed: Contract of employment, Carl Werner as architect for new firehouse. Report of Municipal Electric Light Plant for the month of September, 928. The following communications were received: From C. H. Patterson, 3242 Central Avenue, requesting permission to move two houses. Inasmuch as the application had received the approval of the City Manager, Mr. Latham moved that permission be granted, in accordance with the request seconded by Mr. Calcutt qnd carried unanimously. From City Manager Hickok, giving estimated cost of the extending of Portola Avenue easterly to weber Street. The City Clerk was instructed to send a copy of the report to the Alameda Improvement Club. The communication was then ordered filed. From the City Attorney, rendering an opinion as to the legality of establish- ing a certified milk fund. The communication was ordered filed. 10. From the Alameda Womens Improve,ient Club, requesting that lights be in- stalled on Eagle Avenue, from Eighth to Webster Street; also, the necessity of providing a bathhouse at Washington Park for use of the public. Mr. Noble moved that the City Attorney be instructed to start the necessary proceedings for the installation of the lights as requested. The motion was seconded by Mr. Latham and on roll call carried unanimously. 11/ From various residents and property owners petitioning that the building located at 802 Pacific Avenue be put in order or Condemned. Mr. Latham moved that the matter be referred to the Building Inspector to report back to the council. The motion was seconded by Mr. Noble and same carried unanimously. 12. From the City Planning Commission recommending denial of a petition for the reclassification of the southwest corner of Pearl Street and Encinal Avenue, from a Residence District, Class I to a Business District, Class V. Mr. Robert S. Taylor, the petitioner was present and addressed the coemcil concerning the matter. After discussion, Mr. Latham moved that proceedings be referred back to the Planning commission for a further hearing. The motion was seconded by Mr. Noble and carried unanimously. 1 The following Ordinance came up for passage: "Ordinance New Series. An Ordinance Regulating Parking of Vehicles in the Vicinity of Chestnut Street Station and Morton Street Station on Encinal Avenue." Mr. Tatham moved that this ordinance be withdrawn. The motion was seconded by Er. Noble and same carried unanimously. The following Ordinance was introduced and laid over under a provision of the Charter: "Ordinance No. New Series. An Ordinance Regulating the parking of Vehicles on a portion of Jenster Street, and also on portions of Encinal :ovenue." 15. Hon. Roy Bishop, Chairman of the Airvort Committee of the Chamber of Commerce addressed the council in order to inform that body of the present status of the former application of the San 2'ranci: co Airdromes, Inc., Er. Bishop stated that petitions had been circulated and that fifteen hundred names up to the present time had been obtained, that more could and would be obtain- ed, but that he hoped the council would reconsider their action in the matter in order to save the expense in connection therewith. No action was taken by the council.
