The meeting convened with Council-president Otis presiding. • The roll was called and Councilmen dent Otis, (5) were noted present. read. alcutt, Latham, Neiss, Noble and Presi- The minutes of the regular meeting of December 4th, 1928 were approved as 1.V Mr. Latham introduced and moved the adoption of 4./ 6. 8./ "Resolution TIo. 1315. Resolution of Acceptance and Consent to Recordation." (Golf Course Propertyl. Mr. Neiss seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. Mr. Neiss introduced and moved the adoption of "Resolution No. 1316. Cancelling Webster Street Detour Agreement with southern Pacific Company, dated. Nov. 7,1925." Mr. Noble seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. The following papers were filed: Balance sheets of the Alameda Belt Line, for the months of September and. October, 1928. Agreement and bond, George Swanstrom, re bungalow firehouse, West End. Affidavit of posting and mailing resolution re dilapidated building at 1252 Hawthorne Street. The following communications were received: ?rom Robert and Agnes Kneedler requesting permission to move bungalow from 3288 Central Avenue to 3285 Briggs Avenue. Inasmuch as this had received the recommendation of the City Manager, Mr. Latham moved that permission be granted, seconded by Yr. Neiss and carried. ?rom Mr. H. S. Craig, containing notice to withhold partial payment on claim of Grodem 7ourchy. Mr. Latham moved that the matter be referred to the City Attorney, seconded by Mr. Neiss and same carried unanimously. From the Yellow cab Company, requesting permission for cab stand at 1423 park Street, attached to which was the consent of S. ?. ,Nalthall. Mr. Noble moved that permission be granted, in accordance with the request, second- ed by Er. Calcutt and carried unanimously. From the Alameda Improvement Club,relative to changing the name of Iebster Street to Harrison Boulevard. After discussion, Mr. Neiss moved that ti Mayor be requested to answer the original letter from the Harrison Boulevard Association, stating the city is not desirous of changing the name as requested, inasmuch as Alameda already has a Harrison :Ivenue within its limits. The motion was seconded by Mr. Latham and same carried unanimously. 11.V From the Alameda Improvement Club, relative to the installation of modern electroliers on xebster Street. The communication was ordered filed. From the City Manager containing a report on various contemplated street improvements. Mr. Latham moved that the communication be taken under advisement. The motion was seconded by Er. Neiss and carried. 1 . ?Tom Mrs. H. S. Cellarius, relative to car service on San Jose Avenue. The communication was ordered filed. 14.N From the League of California Municipalities re the adoption of the California plumbing Code. Mr. Neiss moved that the matter be laid over until the next regular meeting of the council, at which time the plumbers of the city are requested to be present to participate in a discussion as to its adoption. The motion was seconded by Mr. Noble and same carried unanimously. 15.)/ From Dr. E. R. Schroeder, re widening of park Street. The communica- tion was ordered filed. 16.V From Dean S. Donaldson, re making High Street a boulevard. Mr. Latham moved that the communication be referred to the City Manager. The motion was seconded by Mr. Noble and carried. In the matter of the removal of the dilapidated building at 802 pacific Avenue, a communication was received from the Building Inspector, stating the same is being wrecked and recommending that further action be dropped. Mr. Latham so moved, seconded by Mr. Noble and carried unanimously. 181 In the matter of the removal of the dilapidated building at 1252 Hawthorne Street, Building Inspector advised that same was now being wrecked. Mr. Noble moved that the matter be continued for one meeting, second- ed by Mr. Latham and carried. 19. An application for a permit to sell soft drinks was received from R. M. Johns. Inasmuch as this had received the approval and recommendation of Chief of police, Jm. H. Jahmuth, Ir. Noble introduced and moved the adoption of "Resolution No. 1317. Granting a permit for a License to Sell Soft Drinks." Mr. Calcutt seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. 20.%/ Councilman Calcutt moved that the City Assessor be requested to furnish the members of the city council with a written opinion on the following questions: 1. whet amount of tax money could the city of Alameda collect on 256 acres of University of California lands near Webster Street, providing they were leased by the University on a 10 year lease to the San 'rancisco Airdrom Co., at 15,000.00 per year. 2. Vhat amount of tax money could the city of Alameda collect on the improvements on 256 acres of University of California lands, near Webster Street, providing they were leased by the University to the San 'Trancisco AirdromeCo. for a 10 year period with a proviso that the improvements revert to the University at the expiration of the lease. 3. whet amount of tax money could the city of Alameda collect on the unimproved University of California lands, situated in Alameda, if held by a private party or corporation, et the valuation established by the City Assessor. 2 122J 23:1 Er. Latham seconded the motion and same carried unanimously. Councilman Calcutt moved that inasmuch as the City Attorney had ruled that the initiative petition filed at the last meeting of the council by the San --Irancisco Airdromes, Inc., was illegal, it being void of the date of signing, that the council of its own initiative place the matter before the people on the ballot at the next regular municipal election to be held Tuesday, March 12th, 1929. The motion was seconded by Mr. Noble and same carried unanimoasly. Mr. Noble requested permission to leave and same was granted. Mr. Calcutt moved that a communication under date of December 7th, addressed to City Manager Hickok by Robert G. Sproul of the University of California replying to the motion passed by the council at the meeting held December 4th, as to whether the petitions for the rezoning of the University of California property on Webster street to Class IX,was being circulated by dIrection or authorization of the university authorities, be read and published. The motion was seconded by Mr. Neiss and carried. Thereupon Mr. Neiss read the reply, a copy of which was filed with the Clerk. 24. A petition was received, signed by 15 residents and tax payers, protesting the operation of heavily loaded freight trains on Versailles and Clement Avenues by the Alameda Belt Line, to its spur tracks, back of and east of the block bounded by Clement Avenue, Broadway and Blanding Avenue. Mr. Latham moved that the petition be referred to the City Manager. The motion was seconded by Er. Neiss and carried unanimously. 25,J A petition was received signed by 81 residents protesting the use of Blanding Avenue and Clement Street by the railroad company for switching yards and the leav- ing of cars on the street for indefinite periods of time. Mr. Latham moved that the petition be referred to the City Manager. The motion was seconded by Mr. Neiss and carried. 26.V Councilman Calcutt called the attention of the council to the condition which existed on Bus No. 117, arriving at Park Street and Central Avenue, at 4:50 p. m. on December 18th last, stating that the gas smell was so strong that passengers were becoming sick from the odor. Also, that twenty passengers were standing. After discussion, ]Jr. Calcutt moved that the matter be referred to the ,City Manager. The motion was seconded by Mr. Neiss and carried. 27." Mr. Weiss moved that a Transportation Committee be appointed by the Mayor consisting of three citizens each from the west, south, north and east sides of Alameda, and also one representative from the Alameda Clearing House, North Side improvement Club, Alameda Improvement Club, Alameda Womens Improvement Club, Community Club, Ternside Home Owners Association; West End Merchants Association; Park Street Merchants Association; Chamber of Commerce, Housewives League and Alameda Boosters Club, Real Estate Board, members of the council, together -lith the City Manager and City Attorney, for the purpose of investigating the present traffic problems confronting the city of Alameda, and that such meeting be held on Friday evening, January 4, 1929, LI the council chambers at the city hall, and that the recommendations of such committee be transmitted to the council for official action. The motion was seconded by Mr. Calcutt and same carried unanimously. Mr. Calcutt moved that the council take a recess of fifteen minutes. motion was seconded by Mr. Latham and carried. Upon reconvening, Councilmen Calcutt, Latham, Neiss and president Otis, (4) were noted present. Absent: Councilman Noble, (1). The mayor then announced the following citizens to serve on the Transportati2n Committee:- West End, Henry A. Weichart, J. Holtkamp, and Victor L. Schaffer i South side, A. C. Agnew, George E. ;lamer, and A. C. Keane; North Side, C. Borle, George Boyce, Samuel C. Wrigh East side, Jilliam fl. Ihrig, R. ,W. Kearney and Edwin M. Otis; together with one representative appo'nted by the President from each of the civic organizations mentioned in the previous motion made by Mr. Neiss. 31. Claims against the General Departments amounting to 84676.15; police Department, 8152.35; Tilire Department, 81357.49; Street Dept. 82900.27; Health Deoartment, ,169.47; Recreation Department, 381.59; Golf Course Department, 32,432.21; Store Department, ;'89.11; social Service Department, 899.45; Electric Light --Pund, 48,258.12; and Initiative Relief 7'und, 836.00, having been approved and audited by the proper officials were listed by the Clerk as follows: General Dopartmei ts.
