1929-02-05 Regular CC MinutesREGULAR MEETING OF THE COUNCIL OF THE a TY OF ALL,IEDA, TUESDAY EVENING, MARCH 5TH, 1929. The meeting convened at 8 o'clock p. M. with Council-president Otis presiding. The roll was called and Councilmen Calcutt, Latham, Neiss, Noble and president Otis ('5) were noted present. Absent; None. The minutes of the regular meeting of February 19th were approved as read. 1.v/ At the request of Councilman Neiss, the regular order of business was suspended, and the matter of park Street widening was discussed. Mr. C. L. Traver permanently filed with the council the petition presented at the last meeting, together with letters favoring the widening of park Street four feet on each side, and addressed the council pertaining to the same. Messrs. J. A. Powell and J. Delanoy also addressed the council favoring the four feet widening. Dr. E. R. Schroeder presented a petition requesting the widening to three feet on either side and addressed the council relative to the same. After discussion, Mr. Latham moved that proceedings be taken to widen park Street by narrowing the sidewalks on each side of the street three and one-half feet. The motion was seconded by Mr. Noble and same carried unanimously. Mr. Neiss stated that it was necessary for him to retire, but before doing so he wished to be placed on record as favoring a public playground, all in conformity with the request contained in a petition in the possession of the City Clerk, and which was to be discussed during the evening's meeting. Mr. Edgar M. HaYs, Secretary of the San Leandro Chamber of Commerce, addressed the Council requesting their support in the creation of a mosquito district of the County of Alameda. After discussion, Mr. Latham introduced and moved the adoption of "Resolution No. 1349. Requesting County Board Of Supervisors to Create a Mosquito Abatement District." Mr. Neiss seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. Mr. Neiss was then excused. Mr. Latham intruduced and moved the adoption of "Resolution No. 1350. Transferring $1312.50 from the Electric Light Fund to the Interest and Redemption Fund." Mr. Noble seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. Mr. Noble introduced and moved the adoption of "Resolution No. 1352. Transferring $9,198.79 from the Electric Light Fund to the General Fund." Mr. Calcutt seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. Mr. Latham introduced and moved the adoption of Resolution No. 1351. Approving the Dissolution of the Bay Farm Island Reclamation District. Mr. Noble seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. City Attorney Locke requested that a certified copy of the passage of this Resolution be forwarded to Senator A. H. Breed, and such was the order. S. Carroll, as police officer. 17.v/ Additional Bond of L. H. Ader, as Treasurer. The following communications were received: 18.1 From the City manager recommending that the contract for the construction of fence around Lincoln park tennis courts be awarded to the Standard Fence Company. Mr. Latham moved that the recommendation of the City Manager be adopted and that the certi- fied checks of unsuccessful bidders be returned. The motion was seconded by Mr. Noble and carried. 20.16/ 21. 22.V/ 23./ 24. From the Up Town Assodiation, requesting the council to endorse the request of the Association for the inclusion of the Tunnel Road from the Antioch Bridge to the Alameda County Line, in the state highway system. Mr. Noble moved that endorsement be given as requested, seconded by Mr: Latham and carried unanimously. From George E. Gelder, relative to the Pacific Telephone & Telegraph Company changing telephone numbers. Ordered filed. Torom the Alameda Improvement Club, requesting that the tracks on Santa Clara Avenue be removed by April as originally agreed upon. City manager Hickok reported that due to the contemplated improvement of Santa Clara Avenue, these tracks would not be removed by April as agreed, but that the tracks would be removed concurrently with the improvement of Santa Clara Avenue, the proposed improvement of which would commence about May Let, 1929. Mr. Noble moved that the Alameda Improvement Club be so informed, seconded by Mr. Latham and carried, unanimously. From the Alameda Improvement Club re mosquito pest. The communica- tion was ordered filed and the Clerk requested to notify the organization of the Council's previous action in this matter, and that the City Manager had already taken steps to combat the mosquito nuisance, this year. From Wm. J. Pierce, relative to Southern Pacific fares between stations in the city of Alameda. Mr. Latham moved the communication be referred to the City Manager to take up with the proper authorities and report back to the council. The motion was seconded by Mr. Noble and carried. From Messrs. Ogden & Nenham, requesting permission to paint house numbers on the face of the curb. After discussion, Mr. Latham moved that permission be granted under the supervision of the City manager, providing that the petitioners do not state to property owners that it was made com- pulsory by action of the council. Mr. Noble seconded the motion and same carried unanimously. 25. the City Planning Commission recommending reclassification of property owned by E. A. Horst, from a Business District, Class III, to an Industrial District, Class VII. Mr. Noble moved that the recommendation of the city planning Commission be adopted, seconded by Mr. Latham and carried unanimously. 26.V 27.11/ 28.,/ 29 31. 32. From the City Planning Commission, recommending the reclassificatinn of the property situated on the east side of Stanford. Street, 115 feet north of Eagle Avenue, from a Residence District, Class I, to an Industrial District Class VII. Mr. Noble moved that the recommendation of the Planning Commission be adopted, seconded by Mr. Latham and carried unanimously. From the United States Department of Commerce requesting the city to improve street approaches to the radio control station located on Bay ?arm Island. Mr. Latham moved that the communication be referred to the City manager, seconded by Mr. Noble and carried. An application for a permit to sell soft drinks was received from Joseph E. Short, and inasmuch as it had received the approval and recommendation of the Chief of PoTice, Mr. Noble introduced and moved the adoption of "Resolution No. 1353. Granting a Permit for a License to Sell Soft Drinks." Mr. Latham seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. The Clerk stated that a petition had been filed by the Parent-Teacher Association of the porter School, requesting the council to create and establish a public playground on the south side. Mr. Harry Knight and others addressed the council in support of the petition. After discussion, Mr. Latham moved that the petition be referred to the City Planning Commission •for investigation and report. The motion was seconded by Mr. Noble and same carried. The following Ordinance came up for passage and was read by the Clerk: "Ordinance-No. New Series. Reclassifying Property. 1530 Lincoln Avenue." Mr. Latham moved that the ordinance as read be adopted, seconded by Mr. Noble and on roll call it was adopted and passed unaniMously. The following Ordinances were introduced and laid over under a provision of the Charter:- 91ardinance No. New Series. Reclassifying property. (Horst Property)" "Ordinance No. New Series. Reclassifying Property. (Stanford Street, north of Eagle Avenue) 33. 34. "Ordinance No. New Series. Adopting the "Air Commerce Regulations" of the Department'of Cdmmerce of the United States of America and Regulating the Flying Over Public Streets and Highways." City Manager Hickok requested permission from the council to obtain bids for the wrecking of the Webster Street Fire House. Mr. Noble moved that permission be granted, seconded by Mr. Calcutt and carried unanimously.
